I’m writing to apply for the Security Specialist role at the Justice Management Division in Washington, DC. I recently graduated from Georgetown University with a Bachelor of Political Science degree. I believe you’ll find my keen interests in emergency and safety planning as well as 2+ years of working with security databases an asset to your team.

During my time at Georgetown University, I gained strong technical skills by working with Georgetown’s Campus Security team as a part-time student intern. I performed administrative and IT duties, such as working with programs such as Microsoft Word, Excel, and Outlook along with keeping accurate records and updating the files in the database as needed.

This position led to my becoming a member of the Student Safety Advisory Board, where I participated in weekly meetings to address student safety and security concerns. Formatting your cover letter correctly is essential for a government job. Have a look at these five tips for formatting a federal cover letter:

1. Follow the job ad’s instructions

Working for a federal agency means you need to follow clearly established procedures compared to other companies.

To get on the shortlist of applicants, carefully read the job description and criteria before sending your federal cover letter.

For example, federal agencies commonly require you to disclose your salary details and say whether you worked full-time or part-time hours.

3. Introduce Yourself in the First Paragraph

Step number 1 is to show them you did your homework. The salutation, or greeting, sets the tone for the rest of your federal cover letter. If you hit the recruiter with a “To Whom It May Concern," they will put your application into the *REDACTED* pile. Use “Dear [their name]”. If you can’t find their name, no matter how hard you try, use their professional title instead.

As for what the first paragraph should look like: express your excitement for the position, and take the opportunity to showcase a significant accomplishment or relevant experience that makes you a standout candidate. Establish a professional and confident tone, steering clear of generic statements.

To make it easier, fill in the blanks:

4. Present Your Strengths in the Main Body

Whether the federal job is clerical, behind the scenes, or community-facing, don’t make the cardinal mistake of forgetting whose interest is always meant to be at the forefront. The institution’s. Focus on what you can do for them, especially in terms of goals or projections they have made.

What are their problems right now? What are their plans for the near future? Are they considering implementing new technologies ? What is the most crucial requirement in the whole job posting? Focus on that. Be the problem solver and the person ready to take on any challenge. Back it up with numbers and achievements from your resume .

5. Showcase Your Passion for the Job

It takes the right kind of person to perform some federal jobs and, even more so, to excel in them. An element of passion, or a calling, must often be present in someone to go in this direction.

If this sounds like you, articulate your motivation in this paragraph. Don’t flatter excessively, but instead explain how the approach and goals of the institution align with your own, and the resulting culture fit will result in good outcomes for everyone. Mentioning specific aspects of the company's values, projects, or goals shows that you're truly interested and aren’t sending copy-pasted applications wherever possible.

Here’s a small template to help:

6. Ask For an Interview And Close the Deal

How to Tailor Your Cover Letter to a Government Job

Getting Started Don’t apply at the last minute and make sure you give yourself plenty of time to take these steps :

  • Carefully read the entire announcement before applying. It seems obvious, but each announcement, even in USAJobs, is different and will have different skills needed for the job. Print a hard copy of the announcement and highlight a checklist to ensure you can address at least 3 out of 5 of the skills they’re asking for. Once you highlight their requirements, it will be easier to go back to your own cover letter to address those points.
  • Research the agency to which you are applying. Your cover letter is your first opportunity to express how your mindset and talent matches with that of the organization. Catch the hiring manager’s eye by demonstrating you’ve done your homework and are familiar with the agency’s mission and some of its current programs.
  • Get specific . Explain exactly what experiences you have had that make you a great candidate for the position. Don’t just say “I did x,y, and z.” For government jobs, use numbers, dollar amounts, and specify how many years for as much as you can.

Tailor Your Cover Letter So what does it mean to tailor your cover letter to the job? It’s not just highlighting your experiences and hoping the hiring manager will see a good fit. You have to connect the dots for them and that means making your skills match the required skills almost word-for-word.

First, compare your resume and the job announcement side by side. Highlight the requirements they’re asking for the job and highlight corresponding skills and experiences you have from your resume. Try doing this process in about 15 to 20 minutes. This will also help you practice for interviews since you will eventually be required to quickly recall your job experiences.

And of course, go over your applications materials in depth to make sure you don’t submit any formatting, grammatical, or punctuation errors.

Here is an example of a post from USAJobs with keywords in bold:   The Student Trainee (Contract Specialist) – PATHWAYS Intern  is a member of a team responsible for the negotiation, award, and monitoring/administration of Federal assistance agreements (grants and cooperative agreements) and contracts for a wide array of research, non-personnel support services, specialized studies and other activities necessary to support the FHWA Headquarter, FHWA Turner-Fairbanks Highway Research Center, State Division Office, and Resource Center program offices.  Under close supervision of the Team Leader, the intern will perform the following functions:

  • Assists in pre-award and post-award functions involving a full range of procurement actions, typically involving technical services or programs of research and development , specialized equipment or systems.
  • Assists with  developing requests  for  applications  (RFA), requests for  proposals  (RFP), and requests for  quotations  (RFQ).  The intern will help to  analyze, evaluate, and negotiate  proposals and applications for agency contracting and Federal assistance opportunities.
  • Assists with  acquisition planning, scheduling  procurement from time of acceptance through award.

Here’s an example from my undergraduate resume to match with some of the above points:

  • Nonprofit Volunteer Coordinator: Oversaw research and development as well as the technical production of building Tunnel on campus and acquirement of specialized equipment systems needed for sound and visual media. Cost of production was over $20,000 and took a total of 9 months to plan.
  • University Program Board Director: Developed and negotiated over 50 proposals and contracts with speakers and agencies, scheduled and planned 100 events by coordinating facilities, catering, as well as budget of over $30,000.

You’re not going to have the exact same positions as specified in the job announcement. But chances are you’ve had some academic, volunteer, and/or professional experiences that are applicable. Be sure you’re also not making up your skills just to fit the job requirements. Just adjust words in your resume and cover letter to better fit the job vacancy.

Draft the Cover Letter Now that you have gone through your resume and highlighted matching examples to the job requirements, it’s time to start writing your cover letter. Choose the three most relevant examples from your resume that you can tailor to the position. This is because a cover letter should be no more than 3-4 paragraphs, so you want to be succinct. Use numbers, years, and any dollar amounts to be as specific as possible.

Here’s an example to start off with relevant points highlighted from the above USAJobs vacancy:

Dear Ms. Smith,

As a recent graduate of (xyx program), I am seeking to apply my 4 years of research, administrative, and event planning to a career in public service. I am interested in the Student Trainee Contract Specialist Position because I want to specialize in negotiation, award, and monitoring of Federal assistance agreements . More importantly, I believe my negotiating, evaluative, and analytical skills all would be highly suitable for the position.

The next two to three paragraphs should each draw on a bulleted example you use from your resume elaborating on how your experiences in the position apply to the job vacancy and how it would help you to grow in the role.

Remember, your cover letter is your opportunity to make a good first impression with the hiring manager. It can determine whether or not the hiring manager will even read your resume. While it is a long and tedious process for a seemingly short letter, it’s important to allow the necessary time and research to make sure that your cover letter keeps the potential employer reading.

Writing the Perfect Government Job Cover Letter

By John Calderon If you’re applying to a public sector or government job for the first time, do not use the same cover letter format as you would for a private sector job. While cover letters have become more of a formality in the private sector and are sometimes overlooked, they are still very much used in government recruiting during the initial phase of evaluation, and not including one can prevent you from becoming an eligible candidate that makes it past the first stage. Use your cover letter to callout that you have the minimum qualifications, knowledge, skill, and ability to perform the position. It's also beneficial to a include a sentence that demonstrates your understanding of the agency’s mission. Here are some guidelines to crafting an excellent government job cover letter and a template you can use to write your own.

Font and format

While in recent years, private sector resumes and cover letters have become more elaborately designed to stand out to hiring managers, it’s important to stick to the basics when putting together your public sector cover letter. Use fonts like Times New Roman, Arial, Calibri, or Helvetica that are standard in business and easy to read. 

Additionally, make sure that the spacing of the letters are easy to read and the margins are at least a half inch. Keep the letter direct, concise, and avoid flowery language. Never write a cover letter that is longer than a single page. Header

Just as you would with a private sector job, you’ll want to include a header that contains your name and contact information, the current date, and the name of the hiring manager or recruiter responsible for this position. Use the real name whenever possible; if you don’t know it, it’s okay to just list the agency name and their address. Introduction

Address the contact by their correct title and last name. If you’re unable to find their name, then it’s okay to use something more generic but still professional, such as “Dear Sir/Madam.” 

On the first line, state the agency role you’re interested in and briefly explain why you’re qualified for the position. An added sentence about how the agency’s mission or goals align with your own experience is a bonus. Especially if you’ve never worked in the public sector before, it’s important that you quickly mention one or two job experiences that are transferable to the role or the public sector as a whole to help make a case for why you're qualified and interested.

This section is your opportunity to demonstrate why you’re the ideal candidate, so make sure you’ve studied the agency’s website, reviewed the job description thoroughly, and put thought into how your professional experience relates to the requirements. The stringent minimum requirements of the role and KSA keywords that are used in the job description should be incorporated into this paragraph to maximize the chances of getting progressed to the eligible stage. It’s also important to remember to give tangible success stories based on facts and numbers rather than vague terms.

This is where you’ll reiterate your interest in the role and thank the hiring manager for their time in considering your application. Make sure to add a call-to-action that encourages them to reach out if they are interested, e.g. “I would love the opportunity to give you more insight on how my relevant experience and skills can benefit your agency.”

Remember, the following is meant to serve as a template, but don’t just plug your relevant details in and call it a day. Make it your own! The more you tailor the cover letter to the job you are applying for and how your experience applies, the more likely you are to get a chance to interview.

When we provide our Services to our Customers, the Customer generally controls and manages the personal data (which may include sensitive personal data such as biometric information for timeclock tracking, your precise geolocation information, health information, and demographic information like race and ethnicity related to the employment relationship), and we process personal data as a "data processor" or "service provider" (as these terms are defined in applicable data protection laws). Our legal obligations as a processor and service provider are set out in our Customer contracts and policies. Our Customers, and not us, decide what types of personal data to collect to manage their relationships with you.

For instance, if you apply to a job or your employer utilizes our Services to manage their relationship with you, the personal data collected about you is generally controlled by the employer (our Customer). Information Collected When Using the PowerLine Application

The PowerLine Application (“App”) is an app designed to help maximize your mental wellbeing by providing information and connecting you with others that have had similar life experiences. If your employer has sponsored your access to our App, we will collect the minimum personal information necessary to set up your access to the App (name, email address). Your interactions on the App will be anonymous with respect to other users, as other users will only know you by an anonymous identifier. Be careful what you share with others through the App, especially regarding your personal data. As you use the App, we collect information only insofar as is necessary or appropriate to fulfill the purpose of your interaction with the App. We may collect the following types of usage data when you use the App:

Accessing Services and Account Security. Subject to your compliance with these Terms of Use, we grant you a non-exclusive, limited, revocable, personal, non-transferable license to use the applicable Services. Unless NEOGOV has entered into a Customer Contract permitting you to use the Services for transactions on the Customer’s behalf, you may only use the Services for transactions on your own behalf. If you use the Services on behalf of a Customer or other entity or natural person, you represent and warrant that you are authorized to do so. To access the Services or some of the resources offered through the Services, you may be asked to provide certain registration details or other information. It is a condition of your use of the Services that all the information you provide on the Services is correct, current, and complete. You agree that all information you provide to register with the Services or otherwise, including but not limited to through the use of any interactive features on the Services, is governed by the Privacy Policy and you consent to all actions we take with respect to your information consistent with our Privacy Policy. Terms not defined herein shall retain their meaning as set forth in the Privacy Policy.

If you choose, or are provided with, a user name, password, or any other piece of information, as part of our security procedures, you must treat such information as confidential, and you must not disclose it to any other person or entity. You also acknowledge that your account is personal to you and agree not to provide any other person with access to the Services or portions of it using your user name, password, or other security information.

As between you and others (including Customers), your account belongs to you. However, if the Services were purchased by a Customer for you to use, the Customer has the right to control access to and get reports on your use of such paid Service.

You agree to (i) notify us immediately of any unauthorized access to or use of your user name or password or any other breach of security of which you become aware, (ii) assist us using commercially reasonable efforts in maintaining confidentiality, and (iii) assist us as reasonably necessary to enforce our rights and to enable us to comply with any state or federal law requiring the provision of notice of any security breach with respect to any personally identifiable information of the affected or impacted data subjects. You should use particular caution when accessing your account from a public or shared computer so that others are not able to view or record your password or other personal information. We have the right to disable any user name, password, or other identifier, whether chosen by you or provided by us, at any time if, in our opinion, you have violated any provision of these Terms of Use.

Term and Termination. If you use the Services as part of a paid subscription (e.g. you are an employer and purchase Services directly through this site), you understand and agree that the Services you purchase are offered on an annual basis and will automatically renew each year unless either party gives the other party notice (email is sufficient) of non-renewal at least ten (10) days before the end of the relevant subscription term. If you are using the Services as a user or a job seeker, you may terminate your account at any time. If you violate any provision of these Terms of Use, your permission from NEOGOV to use the Services will terminate automatically. In addition, NEOGOV may in its sole discretion terminate your account on the Services or suspend or terminate your access to the Services at any time for any reason, with or without notice. NEOGOV may alter, suspend or discontinue the Services or any portion of the Services without notice. NEOGOV will not be liable whatsoever for any change to the Services or any suspension or termination of your access to or use of the Services.

Our rights to use and disclose your feedback shall survive termination.

Intellectual Property Rights. The Services and its entire contents, features, and functionality (including but not limited to all information, software, specifications, text, displays, images, video, and audio, code that NEOGOV creates or displays to generate or display content, and the design, design marks, trademarks, service names, slogans, selection, and arrangement thereof)(the “NEOGOV Content”) are owned by NEOGOV and are protected by United States and international copyright, trademark, patent, trade secret, and other intellectual property or proprietary rights laws. These Terms of Use permit you to use the Services for your personal, non-commercial use only, and in the case of Customers, for internal business use only, subject to the license rights specified in these Terms of Use. Nothing in these Terms of Use shall be construed as granting to you a license to NEOGOV Content under any copyright, trademark, patent, or other intellectual property right except as follows:

● Your computer may temporarily store copies of such materials in RAM incidental to your accessing and viewing those materials.

● You may store files that are automatically cached by your Web browser for display enhancement purposes.

● If we provide desktop, mobile, or other applications for download, you may download a single copy to your computer or mobile device solely for your own personal, non-commercial use, provided you agree to be bound by our end user license agreement for such applications.

No right, title, or interest in or to the Services or any content on the Services is transferred to you, and all rights not expressly granted are reserved by us. Any use of the Services not expressly permitted by these Terms of Use is a breach of these Terms of Use and may violate copyright, trademark, and other laws.

  • Trademarks. “NEOGOV,” “NEOED”, “Governmentjobs.com,” “Schooljobs.com,” “PowerDMS,” and certain other names or logos are our trademarks, and all related product and service names, design marks, and slogans are our trademarks or service marks, excluding the marks of our partners. You must not use such marks without our prior written permission. We also retain the rights in the designated color schemes and column names provided within the Services. The “look” and “feel” of the Services (including color combinations, button shapes, layout, design, and all other graphical elements not uploaded or implemented by Customers) are also our trademarks or copyrights.

Prohibited Uses. You may use the Services only for lawful purposes and in accordance with these Terms of Use. You must not:

  • Submit or post anything to the Services that contains software viruses, worms, or any other harmful code.
  • Create a false identity as a user of the Services, misrepresent your identity, create a profile for anyone other than yourself (a real person), post any incomplete, false, or inaccurate résumé information or information which is not your own accurate résumé, or use or attempt to use another’s account.
  • Disclose information that you do not have the consent to disclose (such as confidential information of a Customer);
  • Reproduce, distribute, modify, create derivative works of, publicly display, publicly perform, republish, download, store, license, transfer, sell or transmit or make copies of any NEOGOV Content or materials from the Services or modify, create derivative works from, distribute, publicly display, publicly perform, or sublicense the Services.
  • Delete or alter any legal notices, copyright, trademark, or other proprietary rights notices from copies of materials from this site.
  • Reverse engineer, decompile, disassemble, or otherwise attempt to discover or directly access the source code or any underlying ideas or algorithms of any portions of the Services or any underlying software or component thereof
  • Access or use for any commercial purposes any part of the Services or any services or materials available through the Services (except on behalf of a Customer for internal business use).
  • Reproduce, display, publicly perform, distribute, or otherwise use the Services or the NEOGOV Content in any manner that is likely to cause confusion among consumers, that disparages or discredits NEOGOV, or that interferes or attempts to interfere with the proper working of the Services or any transaction being conducted on the Services, or with any other person’s use of the Services.
  • Violate the intellectual property rights of NEOGOV or of others, including copyrights, patents, trademarks, trade secrets or other proprietary rights. For example, copying or distributing (except through the available sharing functionality) the posts or other content of others without their permission.

Further, you agree not to use the Services:

  • In any way that violates any applicable federal, state, local, or international law or regulation (including, without limitation, any laws regarding the export of data or software to and from the U.S. or other countries).
  • For the purpose of exploiting, harming, or attempting to exploit or harm minors in any way by exposing them to inappropriate content, asking for personally identifiable information, or otherwise.
  • For the unlawful use of any personally identifiable information of other users of which you may be exposed to.

  • To respond to any employment opportunity for any reason other than to apply for the job.
  • To engage in any other conduct that restricts or inhibits anyone’s use or enjoyment of the Services, or which, as determined by us, may harm NEOGOV or users of the Services or expose them to liability.
  • To use any “page-scrape”, “robot”, “spider” or other automatic device, program, algorithm or methodology, or any similar process, to access, acquire, copy or monitor any portion of the Services or any NEOGOV Content, or to obtain or attempt to obtain any materials, documents or information through any means not purposely made available through the Services.
  • To attempt to gain unauthorized access to any portion or feature of the Service, or any other systems or networks connected to the Services or to any NEOGOV server, or to any of the services offered on or through the Services, by hacking or any other illegitimate means.
  • To scan or test the vulnerability of the Services or any network connected to the Services, nor breach the security or authentication measures on the Services or any network connected to the Services.
  • To take any action that imposes an unreasonable or disproportionately large load on the infrastructure of the Services or NEOGOV’s systems or networks, or any systems or networks connected to the Services, or to NEOGOV or interferes with the proper working of the Services.
  • To attack the Services via a denial-of-service attack or a distributed denial-of-service attack including via means of overloading, “flooding,” “mailbombing,” or “crashing,”.
  • To access the Services in order to build, assist, or facilitate the assembly of a competitive product or service, to build a product using similar ideas, features, functions, or graphics of the System, or to copy any ideas, features, functions, or graphics of the Services

If your use of the Services requires you to comply with industry-specific regulations applicable to such use, you will be solely responsible for such compliance. You may not use the Services in a way that would subject NEOGOV to those industry-specific regulations without obtaining NEOGOV’s prior written agreement, such as using the Services to collect, protect, or otherwise handle “protected health information” (as defined in 45 C.F.R. §160.103 under United States federal regulations).

Your level of access should be limited to ensure your access is no more than necessary to perform your legitimate tasks or assigned duties. If you believe you are being granted access that you should not have, you must immediately notify NEOGOV.

Monitoring and Enforcement; Termination. You agree that we may monitor the Services to (1) comply with any applicable laws, regulations, or other government requests, (2) operate the Services or to protect our interests and those of our users and members, and (3) for such other purposes as we may deem reasonably necessary or appropriate from time to time. More specifically, we have the right to:

  • Remove or refuse to post any User Contributions (as defined below) for any or no reason in our sole discretion.
  • Take any action with respect to any User Contribution that we deem necessary or appropriate in our sole discretion, including if we believe that such User Contribution violates the Terms of Use, including the Content Standards set forth below, if we believe that such information could create liability for us, damage our brand or public image, cause us to lose users (in whole or in part), or interfere with the services of our ISPs or other suppliers, or if we believe the User Contribution is abusive, disruptive, offensive, illegal, violates the rights of, or harms or threatens the safety of users or public, infringes any intellectual property right, or violates the law.
  • Disclose your identity or other information about you to any third party who claims that material posted by you violates their rights, including their intellectual property rights or their right to privacy.
  • Take appropriate legal action, including without limitation, referral to law enforcement, for any illegal or unauthorized use of the Services.
  • Terminate or suspend your access to all or part of the Services for any or no reason, including without limitation, any violation of these Terms of Use. We have the right to cooperate fully with any law enforcement authorities or court order requesting or directing us to disclose the identity or other information of anyone posting any materials on or through the Services. YOU WAIVE AND HOLD HARMLESS GOVERNMENTJOBS.COM, INC. AND ITS AFFILIATES, LICENSEES, AND SERVICE PROVIDERS FROM ANY CLAIMS RESULTING FROM ANY ACTION TAKEN BY ANY OF THE FOREGOING PARTIES DURING, OR TAKEN AS A CONSEQUENCE OF, INVESTIGATIONS BY EITHER GOVERNMENTJOBS.COM, INC. OR LAW ENFORCEMENT AUTHORITIES.

Content Standards. These Content Standards apply to any and all User Contributions and use of the Services. User Contributions must in their entirety comply with all applicable federal, state, local, and international laws and regulations. Without limiting the foregoing, User Contributions must not:

  • Contain any material that is defamatory, obscene, indecent, abusive, offensive, harassing, violent, hateful, inflammatory, or otherwise objectionable.
  • Promote sexually explicit or pornographic material, violence, or discrimination based on race, sex, religion, nationality, disability, sexual orientation, or age.
  • Infringe any patent, trademark, trade secret, copyright, or other intellectual property or other rights of any other person.
  • Violate the legal rights (including the rights of publicity and privacy) of others or contain any material that could give rise to any civil or criminal liability under applicable laws or regulations or that otherwise may be in conflict with these Terms of Use and our Privacy Policy.
  • Be likely to deceive any person.
  • Promote any illegal activity or advocate, promote, or assist any unlawful act.
  • Cause annoyance, inconvenience, or needless anxiety or be likely to upset, embarrass, alarm, or annoy any other person.
  • Impersonate any person or misrepresent your identity or affiliation with any person or organization.
  • Involve commercial activities or sales, such as contests, sweepstakes, and other sales promotions, barter, or advertising.
  • Give the impression that they emanate from or are endorsed by us or any other person or entity, if this is not the case.

In addition, you shall be solely responsible for the legality, accuracy and completeness of all records, data, and information provided, submitted, or uploaded by you in connection with this Terms of Use or use of the Services.

User Contributions. The Services may contain message boards, forums, bulletin boards, and job boards, (collectively, “Interactive Services”) that allow users to post, submit, publish, display, or transmit to other users or other persons (hereinafter, “post”) materials or content, including feedback (collectively, “User Contributions”) on or through the Services. All User Contributions must comply with the Content Standards set out in these Terms of Use. Any User Contribution you post to the site will be considered non-confidential and non-proprietary. We are under no obligation to edit or control User Contributions and will not be in any way responsible or liable for any User Contributions. You understand that when using the Services, you may be exposed to User Contributions of other users and acknowledge that User Contributions may be inaccurate, offensive, indecent, or objectionable. You agree to waive, and do waive, any legal or equitable right or remedy you may have against NEOGOV with respect to User Contributions. NEOGOV expressly disclaims any and all liability in connection with User Contributions. If notified by a user or content owner that User Contributions allegedly do not conform with these Terms of Use, NEOGOV may investigate the allegation and determine in NEOGOV’s sole discretion whether to remove the User Contributions, which NEOGOV reserves the right to do at any time and without notice.

You understand and acknowledge that you are responsible for any User Contributions you submit or contribute, and you, not NEOGOV, have full responsibility for such content, including its legality, reliability, accuracy, and appropriateness. We are not responsible or liable to any third party for the content or accuracy of any User Contributions posted by you or any other user of the Services.

Text Message and Email Communications. We may offer you the opportunity to receive text message and email notifications regarding notices, reminders, status updates, support, administrative message and disclosures, or other related human resource related notices from us or our Customers. Communications through these methods may be routed through a third-party service.

SMS messages will be sent to you strictly in accordance with your preferences, and only after you have explicitly opted in. If you change your mind at any time, and no longer wish to receive SMS messages, reply to a message with the word “OPTOUT” in all capital letters. Afterwards, should you choose to begin receiving messages again, reply with the word “OPTIN” in all capital letters.

Job seekers may also control their receipt of SMS messages through their job seeker Account preferences, by contacting the Customer whom the text message pertains to, or by notifying NEOGOV Support at: [email protected]

Should you allow SMS messages sent to you by NEOGOV or NEOGOV Customers, you agree to accept such text messages on your mobile phone including messages sent by automated telephone dialing system. You certify that you are the owner of the mobile phone entered or are authorized to use this mobile phone to receive SMS.

You are responsible for all mobile carrier data or text message charges resulting from your use of the Services, including from any notifications provided by the Services. The number of messages you receive will vary depending on the number of jobs you applied to, jobs you searched for, or the number Customers you allow to contact you. You may receive a text message confirming your subscription. NEOGOV reserves the right to suspend or terminate your SMS messages for any reason, with or without notifying you.

Since these text message services depend on the functionality of third-party providers, there may be technical delays on the part of those providers. NEOGOV may make commercially reasonable efforts to provide alerts in a timely manner with accurate information, but cannot guarantee the delivery, timeliness, or accuracy of the content of any alert. NEOGOV shall not be liable for any delays, failure to deliver, or misdirected delivery of any alert; for any errors in the content of an alert; or for any actions taken or not taken by you or any third party in reliance on an alert. If your mobile number changes, you are responsible for informing the Customer of that change. NEOGOV MAKES NO WARRANTIES OR REPRESENTATIONS OF ANY KIND, EXPRESS, STATUTORY OR IMPLIED AS TO: (i) THE AVAILABILITY OF TELECOMMUNICATION SERVICES FROM YOUR PROVIDER; (ii) ANY LOSS, DAMAGE, OR OTHER SECURITY INTRUSION OF THE TELECOMMUNICATION SERVICES; AND (iii) ANY DISCLOSURE OF INFORMATION TO THIRD PARTIES OR FAILURE TO TRANSMIT ANY DATA, COMMUNICATIONS OR SETTINGS CONNECTED WITH THE SERVICES.

Copyright Infringement. Our policy is to respond to notices of alleged infringement that comply with the Digital Millennium Copyright Act (“DMCA”). Copyright-infringing materials found on the Services can be identified and removed via our process listed below, and you agree to comply with such process in the event you are involved in any claim of copyright infringement to which the DMCA may be applicable.

If you believe in good faith that your work has been copied in a way that constitutes copyright infringement, please provide our copyright agent the written information specified below. Please note that this procedure is exclusively for notifying us that your copyrighted material has been infringed. We do not and will not make any legal decisions about the validity of your claim of infringement or the possible defenses to a claim. The Services may help users to access and connect to third parties offering their services outside of the NEOGOV Services (PowerLine, PowerEngage, etc.) or third parties offering their services integrated with NEOGOV Services (i.e. background check providers and skills assessors). NEOGOV does not perform nor employ individuals to perform these services. You acknowledge that NEOGOV does not supervise, direct, control or monitor such third parties in the performance of these services

  • Links and Third-Party Content on the Services. If the Services contains links to other sites and resources provided by third parties, these links are provided for your convenience only. This includes links contained in advertisements, including banner advertisements and sponsored links. We have no control over the contents of those sites or resources and accept no responsibility for them or for any loss or damage that may arise from your use of them. We do not control these services and are not responsible for their availability, content, or any malware accessed through them. Your correspondence or any other dealings with third parties found on the Services are solely between you and such third party. Background Checks. Some of the Services allow users to use our third-party background check partner’s services to submit an application and background check to a Customer. If you are a job seeker or personnel using the background check services, you authorize NEOGOV to obtain your background check report, including criminal and eviction history, and to share that information with Customers you submit an application to, and agree to the background check companies terms of use or related end user agreement available at the background check companies’ website. If you are personnel or other Customer agent using the background check services on behalf of a Customer, you agree to use the background check reports in compliance with law and agree to the background check companies terms of use or related end user agreement available at the background check companies’ website.

  • NEGOV is not an employer. You acknowledge that NEOGOV exercises no control over employer human resource practices implemented using the Service or decisions as to employment, promotion, termination, or compensation of any job seeker or personnel. Employers are solely responsible for their postings on the Services. NEOGOV is not to be considered to be an employer with respect to your use of any NEOGOV Service and NEOGOV shall not be responsible for any employment decisions, for whatever reason, made by any entity posting jobs on any NEOGOV Service. In addition, employers are responsible for the privacy, collection, use, retention and processing of employer owned data, and providing any and all notices regarding the foregoing, in compliance with all applicable laws.

NEOGOV is not a healthcare provider. Through certain the Services, NEOGOV may make certain healthcare services available to you. NEOGOV is not a healthcare provider. NEOGOV’s role is limited to making certain telehealth related information available to you and/or facilitate your access to telemedicine, expert medical services, and/or emergency medical services. E-Signatures.

  • E-Signature Provisioning & Consent. NEOGOV E-Forms and other electronically signed services (“E-Signatures”) are provided by NEOGOV for two counterparties (generally a government employer (the “sending party”) subscribing to NEOGOV Services and personnel or job seekers) to electronically sign documents. If you use E-Signatures offered by NEOGOV, you agree to the statements set forth in this Section. Whenever you sign a document using E-Signatures you affirmatively consent to using electronic signatures via the E-Signatures and consent to conducting electronic business transactions. You also confirm that you are able to access the E-Signatures and the document you are signing electronically. When using E-Signatures for a document, your consent applies only to the matter(s) covered by that particular document.
  • Right to Opt-Out of E-Signatures. You are not required to use E-Signatures or accept electronic documents provided thereby. If you are a job seeker or personnel and you choose to not use E-Signatures, you may still sign the document manually by notifying the sending party that you are choosing to do so and by obtaining a non-electronic copy of the document. Short form certificates.

The Revised Uniform Law on Notarial Acts (RULONA) requires that a notarial act must be evidenced by a certificate. This means that, when notarizing documents, the notary public must include a statement indicating the type of notarial act performed, showing when, where and before whom the notarial act was completed. It is never acceptable to place only one’s signature and seal on a document, without any notarial language.

The notarial certificate issued by a notary public must:

  • be executed contemporaneously with the performance of the notarial act (while the customer is present);
  • be dated and signed by the notary with the notary public's name exactly and only as it appears on the notary’s commission;
  • identify the county and state in which the notarial act is performed;
  • contain the notary’s official stamp, which must be placed on the certificate near the notary public's signature in a form capable of photographic reproduction. 

By executing a certificate of a notarial act, a notary public certifies that the notary has the authority to perform the notarial act and is not prohibited from performing the notarial act due to conflict of interest under section 304 of RULONA; has complied with the requirements for certain notarial acts under section 305 and has required personal appearance of the customer as described by section 306.

Acknowledgments

An acknowledgment is a declaration by an individual before a notarial officer that:

(1) the individual has signed a record for the purpose stated in the record; and (2) if the record is signed in a representative capacity, the individual signed the record with proper authority and signed it as the act of the individual or entity identified in the record. 

A notarial officer who takes an acknowledgment of a record shall determine, from personal knowledge or satisfactory evidence of the identity of the individual, all of the following:  

(1) The individual appearing before the notarial officer and making the acknowledgment has the identity claimed.   (2) The signature on the record is the signature of the individual.  

Three acknowledgment short forms are provided by RULONA. The person acknowledging the record must personally appear before the notary. In addition, the person may sign the document in the notary’s presence or acknowledge that the signature on the document is his or her own. 

(1) For an acknowledgment in an individual capacity:

Oaths and Affirmations

An oath is a formal declaration or promise to perform an act faithfully and truthfully or an affirmation of the truth of a statement. Oaths are usually given for three purposes:

(1) That a statement is the truth; (2) That the testimony he or she will be giving will be the truth; (3) That he or she will faithfully perform the duties of a public office.

Oaths may be spoken or written. An oath that is not based on an appeal to a higher power or supreme being is called an affirmation. Individuals who prefer not to swear may make an affirmation. 

Examples of verbal oaths/affirmations

Notary: Do you solemnly swear (or affirm) that the statements contained in this affidavit are true to the best of your knowledge and belief?   Affiant: I do. 

Notary: Do you solemnly swear (or affirm) that the testimony that you are about to give will be the truth, the whole truth, and nothing but the truth?   Witness: I do.

Verification on oath or affirmation (affidavit)

A verification on oath or affirmation is a declaration, made by an individual on oath or affirmation before a notarial officer, that a statement in a record is true. The term includes an affidavit. 

A notarial officer who takes a verification of a statement on oath or affirmation shall determine, from personal knowledge or satisfactory evidence of the identity of the individual, all of the following: 

(1) The individual appearing before the notarial officer and making the verification has the identity claimed.  (2) The signature on the statement verified is the signature of the individual. 

A verification on oath or affirmation is a voluntary, sworn written statement. One verification on oath or affirmation statement is provided by RULONA. The name of the affiant (the person giving the statement) must be mentioned in the affidavit and the affiant is required to sign the affidavit in the notary’s presence.

Certificates

A notarial officer who certifies or attests a copy of a record or an item which was copied shall determine that the copy is a complete and accurate transcription or reproduction of the record or item. The notary public must make sure that the copy is exactly the same as the original.

Pennsylvania Notaries public may not certify certain Federal, State or County records. Only the agencies where these records are filed may certify copies, because they alone hold the original documents or records. This would include the following types of documents:

  • Birth records
  • Death records
  • Marriage records
  • Corporate records, i.e. Articles of Incorporation

Certifying the transcript of a deposition

 A deposition is an involuntary sworn statement made by a witness for use in legal proceedings. In taking a deposition, the notary public should first make sure the witness is sworn in (see Oaths and Affirmations above). The notary should then personally record or supervise the recording of the testimony of the witness. After the testimony is transcribed, the notary should let the witness read and sign the transcribed copy of the deposition. The notary then certifies that the witness was sworn and that this document is a true and record of the witness’ testimony. The deposition should be sealed in an envelope and filed with the court or sent to the prothonotary for filing.

If a videotaped deposition is requested, the notary should make sure the witness is sworn. However, it is unnecessary to have a stenographic transcript and the witness’ signature. The videotape should be given to the attorney for the party requesting the deposition.

The certificate for a transcribed deposition should comply with the following format.

The Export-Import Bank of the United States (EXIM), pursuant to the Export-Import Bank Act of 1945, as amended facilitates the finance of the export of U.S. goods and services. As part of its continuing effort to reduce paperwork and respondent burden, EXIM invites the general public and other Federal agencies to comment on the proposed information collection, as required by the paperwork Reduction Act of 1995.

Comments must be received on or before August 27, 2024 to be assured of consideration.

The “Report of Premiums Payable for Exporters Only” form will be used by exporters to report and pay premiums on insured shipments to various foreign buyers. The Application for Short Term Letter of Credit Export Credit Insurance Policy is used to determine the eligibility of the applicant and the transaction for EXIM assistance under its insurance program. EXIM customers are able to submit this form on paper or electronically.

Scammers often contact you pretending to be from the CRA. Know when to be suspicious.

The CRA will not :

  • Interac ® e-transfer
  • Cryptocurrency (Bitcoin)
  • Prepaid credit cards
  • Gift cards from any type of retailer
  • Threaten to deport or arrest you, or put you in prison
  • Use aggressive or threatening language
  • Set up an in-person meeting in a public location to collect a payment
  • Charge a fee to speak with a call centre agent
  • Ask for personal or financial information in a voicemail or email

The CRA may contact you by phone, automated message, letter, or email.

The CRA may ask you for:

  • Personal information to verify your identity, including your name, date of birth, or Social Insurance Number (SIN)
  • Details or additional information needed for your tax account, such as, receipts or supporting documents
  • Tax returns you have not filed
  • Financial information, such as, your bank's name and location

If you have a debt with the CRA, we may:

  • Ask you to pay any amount owing, using the CRA's payment options
  • Notify you about possible legal actions to recover unpaid debts

The CRA notifies you when your:

  • Tax return is being reviewed
  • Recent GST/HST registration is being reviewed
  • GST/HST registration requirement is being reviewed
  • CRA user ID and password have been revoked
  • Notice of assessment or reassessment is sent
  • Audit process is being initiated

The CRA may contact you to offer a service:

  • Free tax help for your small business through the Liaison Officer service
  • Support to help people access benefits and credits

If you receive an automated telephone message

The CRA may call using an automated telephone message system as a courtesy reminder for:

  • Income tax and benefit return filing
  • Paying taxes by required quarterly instalments
  • Filing and payment deadlines if you are a business with a new GST/HST account

The automated system only gives a message and does not include or ask for personal taxpayer information.

The CRA will only send you emails in 2 situations:

  • You've registered for email notifications and have a new message to view in your CRA online accounts
  • You've asked for a CRA link, form, or publication be sent during a meeting or call with an agent

Emails you receive from the CRA will not :

  • Be from a specific user
  • Ask you to reply to the email
  • Include a link asking you to enter personal or financial information

The CRA only sends text messages for multi-factor authentication for all of its sign-in services and if you enrolled with the telephone option.

The CRA will not use text messages or instant messaging such as Facebook Messenger or WhatsApp.

Canada Pension Plan and Old Age Security scam

Scam type : Text message

Description

Fraudulent text messages claiming to be from the CRA regarding a line from the taxpayer’s most recent tax assessment, asking the taxpayer to respond “Y” for yes to resolve the issue. The text message scam then sends the recipient a fake CPP-related hyperlink, which takes them to a realistic impersonation of the CRA and banking websites, asking for personal information to sign in to the fraudulent website.

  • Do not provide any personal or financial information
  • Do not click the link or reply to the message

Canada Carbon Rebate scam

A text message claiming to be the CRA has a link to the Canada Carbon Rebate. It may include images copied from Government of Canada social media accounts.

Messages containing personal information

Message claiming to be the CRA, requests a payment or contains a link. It contains personal information such as, your name, date of birth, or Social Insurance Number.

Emergency or disaster benefit scam

Message claiming to be the CRA with a link to emergency benefits. Targeting people who are impacted by emergencies or disasters.

Grocery Rebate scam

Scam types : Text message | Email

Message with a link, claiming to be the CRA about the Grocery Rebate.

Cryptocurrency scam

Scam type : Phone call

Claiming to work for the CRA, the scammer calls requesting money be transferred by cryptocurrency to cancel an RCMP warrant for your arrest. Pretending to be the RCMP, the scammer calls back to instruct you to transfer money from your bank account to cancel the arrest warrant. They promise to return your money once your name is cleared. The scammer provides phone numbers and passwords to deposit money into a local coin machine or cryptocurrency terminal.

  • Hang up if the caller requests money
  • Verify the caller is from the CRA

GST/HST tax refund / credit scam

Claiming to be the CRA, the scammer sends you a text message or an email about giving you a GST/HST tax refund or credit. You are asked to provide personal information to proceed. Scammer asks you to reply or click on a link to complete an application form with an urgent deadline to receive your refund or credit.

  • Do not send any personal or financial information

Scam to access your CRA accounts

Scammer sends a text message claiming to be the CRA to gain access to your CRA accounts. Message will say there is an error with your account which will need to be updated. You are asked to text back "HELP" and then may be asked to provide personal information.

Phishing scam to offer a refund

Phishing scam impersonating the CRA to offer fake refunds to Canadians. Scammers will use a fake CRA email address or phone number to offer a refund. The message says the CRA owes you a refund and will ask you to click on a link to provide:

  • Personal information such as your social insurance number, date of birth or your name
  • Online banking information to accept the refund by e-transfer
  • Do not click any links or reply to the message

Identity theft and fraudulent tax returns

Scam type : Identity theft

Scammers acquire personal information (such as user ID and passwords), and file fake tax returns in your name. This is referred to as identity theft and targets all Canadians.

You may notice:

  • A change on your account
  • An email notification saying your account has been modified
  • A delay in receiving credits or refunds
  • Difficulty filing your tax return online
  • Check your account for any unauthorized changes
  • If any are found, contact the CRA as soon as possible

Extortion phone call demanding payment

Scammers claiming to be the CRA will call to demand payment. They will call you from a fake number. They may spoof a local number or a number from local law enforcement agencies or governments.

Scammer may ask you to confirm your social insurance number and demand you pay them by Bitcoin or gift cards.
