General Certificate of Secondary Education

Introduced in 1988 to replace both the General Certificate of Education Ordinary Level and the Certificate of Secondary Education with one unified examination syllabus. Nevertheless, the GCSE still offered the opportunity for differentiation by task through the introduction of tiering. The regulations also allowed for GCSE candidates to be assessed in all subjects through a combination of coursework and end examination. Pupils' assessment at GCSE marks the culmination of their Key Stage 4 studies. The grading criteria and syllabus now conform with national curriculum level descriptors and programmes of study in each subject area. There are eight pass grades awarded, from A* to G, each carrying a number of points which are used in the presentation of secondary schools' performance tables. GCSE short courses cover 50 per cent of the syllabus content and carry 50 per cent of the points. For pupils studying a combination of full and short GCSEs and Applied GCSEs, or 14–19 Diplomas in Key Stage 4, the common points system can be used to calculate their accumulated points score.

Certificate of Secondary Education Examination(CSEE)

This is an achievement test offered to candidates who have completed four years of secondary education.

The Examination Calendar

CSEE is administered at the first week of November every year.

The objectives of CSEE

The objectives of this examination are to assess students' skills and knowledge achieved in different subjects at secondary school. Also to weigh the extent to which the student can use the skills gained to meet the social, political, economic and technological challenges for the individual and the national development at large; to identify students with the capacity to continue learning to the advanced secondary school level and other learning institutions. The holder of the CSEE qualification is expected to be able to apply skills of knowledge, comprehension, application, analysis, synthesis and evaluation in a broad range of activities.

Eligibility of Candidates who Seats for the Examination

Any students who have completed four years of secondary education at both government and non-government registered schools and passed form two secondary education examination or Qualifying Test. Also, repeaters of the same examination who registered themselves as private candidates.

Examined Subjects/Courses

The core and compulsory subjects that a candidate is registered to sit for CSEE are: Civics, History, Geography, Kiswahili, English Language, Biology and Basic Mathematics. Candidate may also sit for additional two subjects chosen from natural science subjects which are Physics and Chemistry or Business subjects which are Commerce and Book Keeping; Home economic subjects which are Food and Nutrition and Textile and Dress Making or Technical subjects which are Building Construction, Architectural Draughting, Surveying, Carpentry and Joinery, Brickwork and Masonry, Painting and Sign Writing, Plumbing, Electrical Installation, Electrical Engineering Science, Radio and Television Servicing, Electrical Draughting, Refrigeration and air conditioning, Plant and Equipment Maintenance, Workshop Technology, Motor Vehicle Mechanics, Welding and Metal Fabrication, Fitting and Turning, Auto Electric, Mechanical Draughting and Foundry and Blacksmith and one optional subject among the following: Bible Knowledge, Elimu ya Dini ya Kiislamu, Fine Art, Music, Physical Education,French Language, Literature in English, Arabic Language, Agricultural Science, Information and Computer Studies and Additional Mathematics. No candidate for the CSEE shall register for more than ten subjects at one sitting.

Council For The Indian School Certificate Examinations

Affiliation

  • 01. The School must obtain a No Objection Certificate (NOC) from the State Government for affiliation of the school to the Council. Schools may request the concerned authority in the Department of Education to mention in the NOC that the Government has no objection for grant of affiliation to the school from Pre-School to Class X or Pre-School to Class XII, as the case may be.
  • 02. The school should be run by a Registered Society/ Trust/Company registered under Section 25 (1)(a) of the Companies Act, 1956 and one of the principal purposes of the Society/ Trust/Company must be Educational.
  • 03. Each school must have a properly constituted Governing Body and Managing Committee.
  • 04. The Society/ Trust/Company should have financial stability.
  • 05. The medium of instruction in the school must be English and the scheme of studies must be in accordance with the scheme laid down by the Council for Secondary and Higher Secondary stages. Special importance must be given to English (including oral and aural English) for which a high standard is required to be maintained.
  • 06. The staff must be qualified and trained in accordance with the qualifications prescribed by the Council. They must be paid salaries at rates, including allowances, not lower than those prevailing in State Government Schools.
  • 07. There should be a Compulsory Provident Fund Scheme.
  • 08. The school infrastructure should be adequate for accommodating the numbers and gender of pupils attending the school.
  • 09. The playing fields and/or other facilities for extra-curricular and co-curricular activities must be adequate. Special attention must be paid to physical education, art and music, though it may not be the intention to offer such subjects for the examination.
  • 10. The equipment should be adequate to enable all subjects to be taught efficiently and must include apparatus for practical work. Where Science, Home Science or Technical subjects are offered for the examination, the premises and the apparatus and equipment must be approved by the Council. The school should have a well equipped library for its pupils and staff.
  • 11. The number of working days and hours should conform to those prescribed by the Council from time to time.
  • 12. The Certificate of Land is a mandatory document to be submitted electronically in a prescribed format for Provisional Affiliation. The format of the Certificate of Land can be  downloaded from here , and is required to be completed and signed by the District Magistrate/Tehsildar/Sub Registrar or any other registering authority.

I.C.S.E. (Class X)

Indian Certificate of Secondary Education

The Indian Certificate of Secondary Education Examination has been designed to provide an examination in a course of general education, in accordance with the recommendations of the New Education Policy 1986, through the medium of English.

Private candidates are not permitted to appear for the examination.

The Indian Certificate of Secondary Education Examination will ensure a general education without any diversification of studies as all candidates are required to enter and sit for six subjects and Socially Useful Productive Work.

The Indian Certificate of Secondary Education Examination is a school examination and the standard of the examination pre-supposes a school course of ten years duration (Classes I-X).

I.S.C. (Class XII)

Indian School Certificate

The Indian School Certificate Examination has been designed as an examination, through the medium of English, in accordance with the recommendations of the New Education Policy 1986, after a two-year course of studies beyond the Indian Certificate of Secondary Education (Year-10) Examination or its equivalent.

All candidates must enter and sit for English (compulsory), with three, four or five elective subjects and must have been evaluated internally by the School and secured a pass grade in Socially Useful Productive Work and Community Service (compulsory).

C.V.E. (Year 12)

Certificate of Vocational Education (Year 12)

The Certificate of Vocational Education Examination (CVE - 12) has been created as an examination, in accordance with the recommendations of the Ministry of Human Resource Development (MHRD) through the Joint Council of Vocational Education (JCVE) established under the National Policy of Education 1986. This examination can be taken by candidates after a two year course of studies beyond the Indian Certificate of Secondary Education (Year 10) examination or its equivalent, through the medium of English.

  • Regulations

The C.V.E. course is intended to prepare candidates for specific vocations. Private candidates are not permitted to appear for these examinations.

Research, Development and Consultancy Division (RDCD)

The Research Development and Consultancy Division (RDCD) of the Council for the Indian School Certificate Examinations is entrusted with the responsibility of enhancing the educational and academic commitments of the Council.

The Research Development and Consultancy Division (RDCD) extends the operations of the Council beyond conduct of examinations, to wider frontiers of education and development, so as to help realise the Council's commitment towards qualitative improvement of education through optimizing various dimensions of pupil growth, the proficiency levels of teachers and enhancing the outcomes from institutional inputs.

Some of the activities undertaken by the Research Development and Consultancy Division of the Council include

- Curriculum development and review including preparation of the ICSE, ISC and CVE syllabi. - Design and development of Specimen Question Papers. - Development of resource material for teachers and students. - Preparation of the documents entitled "Analysis of Pupil Performance" both at the ICSE and ISC levels. - Preparation of the Council's Quarterly magazine "The Council Record". - Conducting studies based on contemporary broad based academic issues. - Updating the Council's website.

The Council has always firmly believed and stressed on the holistic development of the child, in body, mind and spirit. While academics and examinations are the Council’s prime concern, it realizes the importance and role of sports and games in a child’s life.

The Council has therefore embarked on a mission to conduct the ‘Council School Games & Sports’ annually in order to identify talents at the school level and provide these children a suitable platform to develop and reach their full potential. Basic general education lasts nine years, made up of four years' primary education and five years of lower secondary education. Graduates of this level may continue their education at upper secondary school for two (three) years, at the end of which they sit the Yedinyj Gosudarstvennyk Ekzamen (UnifiedState Exam) and receive the Attestat o Srednem Obshchem Obrazovanii. The Unified State Exam is the prerequisite for entry to higher education. Students may also opt for vocational training either after lower secondary or upper secondary.

� Higher Education System

Higher education is provided by state and non-state higher education institutions (HEIs). In non-state HEIs all students have to pay tuition fees. Higher education falls within the jurisdiction of the Ministry of Education and Science. The Federal Service of Supervision in Education and Science is responsible for quality assurance in education and recognition of international credentials. There are three levels of higher education: 1) incomplete higher education (2 years at least); 2) 4-year programmes leading to the Bakalavr degree, the first final university degree; 3) postgraduate studies with a duration of 1-2 years leading to the Specialist Diploma or the Magistr degree. HEIs are authorized to award the Magistr degree after the completion of 2 years of study or the Specialist Diploma after 1 year of study following the Bakalavr degree. Scientific degrees in Russia traditionally include two levels of doctoral degrees: the Candidate of Sciences (the first level, equivalent to PhD) and the Doctor of Sciences (the second, post doctoral level). The Federal Agency for Education finances a certain number of state HEIs. The rest are financed by other Ministries or local authorities.

Non-university level : Vocational training

Description: Basic post-secondary vocational education can last 2 1/ 2 years (after 9 years of education) or 1 1/2 years (after 11 years of education) and students are awarded the Diplom o Srednem Professionalnom Obrazovanii (Diploma of secondary vocational education) indicating the first level. Advanced vocation education can last 4 1/2 years following 9 years of education, or 2 to 3 years following 11 years of education, and students receive the Diplom o Srednem Professionalnom Obrazovanii (Diploma of secondary vocational education) indicating the second level of vocational education.

University level first stage : Bakalavr

Description: Bakalavr (Bachelor's) degree programmes last for at least 4 years of full-time university-level study. The programmes are elaborated in accordance with the state educational standards as well as by the university. The programmes include professional and special courses in science, humanities and socio-economic disciplines. The Bakalavr degree is awarded in all fields except medicine after defending a diploma project prepared under the guidance of a supervisor and sitting for final exams. The Bakalavr allows students to apply for Master's programmes and in some cases, to continue with the Specialist diploma.

University level second stage : Magistr, Specialist Diploma

Description: Holders of the Bakalavr degree can apply for the Specialist Diploma and Magistr programmes. Access to these programmes is competitive. The Magistr degree is awarded after successful completion of two years' full-time study. Students must complete advanced studies, prepare and defend a thesis and sit for final examinations. The Specialist Diploma can be earned in two ways: by completion of at least one year's study after the Bakalavr programme or upon completion of five to six years' continuous study beyond the Attestat o Srednem Obshchem Obrazovanii. The Specialist Diploma is a professional qualification awarded in technical fields and other areas such as teacher training, legal and economic studies and medical training (veterinary medicine, medicine, pharmacy and dentistry). It can also be used as the basis for applying to doctoral programmes. Students must sit final exams and defend a thesis.

University level third stage : Kandidat Nauk (Aspirantura programmes), Doktor Nauk (Doktorantura programmes)

Description: Access to the Aspirantura is competitive. Applicants must hold a Specialist Diploma or a Magistr degree. Studies last for 3 years. The Aspirantura programmes train for research and teaching activities. Students must learn research and teaching methods, ICTs, and pass qualifying (Kandidat Nauk) exams in certain fields of study. After carrying out independent research, preparing and defending a dissertation in public, they are awarded the Kandidat Nauk scientific degree. The Doctor Nauk programme duration is not fixed (from 5 to 15 years). It follows the Kandidat Nauk degree. The Doctor Nauk scientific degree is awarded after the public defence of a dissertation. It is a type of post doctoral qualification.

University teachers must have followed post-graduate training. A scientific degree (at least the Kandidat Nauk) is compulsory to obtain a lecturer's post in an institution.

Distance learning is regarded as using ICTs for the provision of a wide variety of education programmes or parts / blocks of programmes in higher professional education, vocational education, school education, lifelong education and skills-upgrading.

Definition: A student who does not have Russian citizenship.

Admission Requirements: Students must hold the Secondary School Leaving Certificate or its equivalent. There are compulsory pre-academic programmes for those who are not proficient in Russian or/and for those with weak pre-university training. They must successfully pass entrance exams/tests. Foreign applicants entering universities should not be older than 28 (35 for doctoral studies in Aspirantura).

Health: A medical certificate confirming that the student is in good health and a HIV test are required. Candidates must have medical insurance.

� Recognition of Studies

Licensing in non-university level education is the prerogative of the local authorities. It includes a formal assessment by a visiting expert group to ensure that an educational establishment meets the state and local requirements, including facilities, sanitation, equipment, staff, etc. Each new programme must also be assessed and licensed. Accreditation allows the institution to issue state recognized diplomas. Accreditation is carried out by federal ministry-founders of respective institutions in cooperation with local/municipal authorities. Licensing and accreditation in lower post-secondary vocational education is carried out by local authorities. The procedures are more or less the same as for non-university level HEIs. University level HEIs also have to pass licensing and accreditation procedures, carried out by the Federal Service for Supervision in Education and Science. Licensing: assessment of the compliance of educational facilities, laboratory equipment, expertise of teaching staff, and teaching material with State requirements; Accreditation: recognition (confirmation for the next term) of the State accreditation status of the HEI according to its type (higher education institution) and kind (institute, academy, university) with the prescribed list of educational programmes of higher professional education according to which the institution has the right to issue diplomas. Non-accredited HEIs issue their own non-state diplomas.

For Access to Non-University Post-Secondary Studies: Licensing and state accreditation (with procedures of self-evaluation and external assessment)/ HEI which has successfully passed these procedures is granted the right to isue state diplomas.

For Access to University Level Studies: Licensing and state accreditation (with procedures of self-evaluation and external assessment)/ HEI which has successfully passed these procedures is granted the right to isue state diplomas.

For Access to Advanced Studies/Research: Accredited HEIs may apply to the Higher Attestation Commission (HAC) to obtain the right to provide advanced studies (Aspirantura and Doctorantura) and train researchers. The right is granted when HAC requirements are met.

For the Exercise of a Profession: Applicants have to obtain a recognition certificate of all foreign qualification, degree, title or diploma at the Federal Service for Supervision in Education and Science. This certificate facilitates employers' decisions for access to a profession.

They carry out independent research, prepare and defend a dissertation in public.

Description: Highest scientific degree conferred to holders of Kandidat Nauk scientific degree after successful defence of a doctoral thesis. This program offers meaningful opportunities for teaching and learning, working in secondary school classrooms, and guided by experienced teachers and 5-plus professional mentors. Secondary education clinical experiences and student teaching

Our students spend 100-plus hours rich in experience, learning and reflection with children and youth prior to student teaching. Student teaching opportunities are available locally, across Montana, out-of-state and internationally.

Clinical experiences are integrated into two semesters and followed by a final semester of student teaching. Our content and methods classes and clinical model will prepare you to teach in one or more specific content areas in grades K-12 and/or 5-12.

From the 2019-20 school year to the 2020-21 school year, there was a nearly one million student enrollment increase in career and technical education (CTE) courses nationwide. Despite the high demand for CTE courses, many teachers are retiring and still need to be replaced by young talent, exacerbating persistent educator shortages and the need for strategies to fill the gap. While some CTE teachers enter the profession through traditional education prep programs (EPPs), a growing number become teachers after years of professional experience outside of schools. However, recruiting professionals from other fields into CTE classrooms — and keeping them there — can be challenging. Many fields pay significantly more than CTE teaching roles, and low wages in teaching are not enough to attract them to the field. Unsurprisingly, CTE teachers are more likely to leave the profession than any other subject for higher-earning jobs.

In a 2017 survey conducted by Advance CTE, the association representing state CTE directors, over 70 percent of states were already using Perkins dollars to improve CTE teacher recruitment and retention, with five states — Kentucky, Mississippi, Missouri, North Dakota, and Texas — reporting that human capital strategies were among their top uses of Perkins state leadership dollars. Dozens of states nationwide are amending or considering amending their certification requirements to get more teachers in the classroom. States are creating alternative certification pathways to offer faster, more cost-effective routes into teaching roles. Designed effectively, these pathways pull from a more diverse, industry-experienced group of candidates . This blog post looks at three exciting examples from across the U.S.

New York City

The Success Via Apprenticeship Program (SVA) in New York City is a partnership between the New York Department of Education, the United Federation of Teachers, and the New York City College of Technology, supported by New York City Public Schools. SVA grows CTE teachers from recent high school graduates through a five-year program that starts each candidate in the classroom and gives two years of mentored teaching, three years of industry experience, and five years of college courses.

The apprentices learn how to teach under the supervision of an experienced teacher while planning and delivering lessons twice a week; then, they are immersed in the industry setting of a company to gain hands-on experience. SVA selects this placement to gain theoretical and practical knowledge of the candidate’s chosen industry. Candidates interview for their position to understand the job selection process fully. SVA teacher apprentices earn 44 college credits through SVA at New York City College of Technology. These 44 credits are required by the New York State Department of Education for CTE teachers towards their associate or bachelor’s degree. Some students finish the program in four years rather than five by completing the competencies and meeting the New York Department of Education’s CTE teacher requirements for a transitional certification.

SVA tracks completion of their program, which they define as candidates earning New York State licensure and securing a CTE teaching position. SVA works with principals at schools with CTE programs and asks for nominated candidates. They then work to place nominated candidates back into their own high schools. SVA’s self-reported completion rate is 90 percent.

Washington State

Washington State’s Professional Educator Standards Board has invested $2 million in alternative education routes for CTE teachers since 2001. These investments have been made through the Alternative Route Block Grants (ARBG) , a competitive grant award used to build “grow your own” teacher strategies to address teacher shortages and recruit, support, and prepare diverse teacher candidates; Recruiting Washington Teachers Grant , a high school teacher academy program that aims to prepare students for professions in teaching; and various other state-based grant programs.

Many (but not all) of these grants have supported alternative certification pathways for CTE educators. CTE teachers in Washington can reach certification through two different pathways. Washington provides a primary path to certification, known as “university requirements,” as well as an alternative pathway, “business and industry requirements” (B&I), which targets industry professionals and does not require a bachelor’s degree.

To prepare for certification, B&I candidates enroll in a one-to-two-year program that includes intensive coursework, a one-year residency, and student teaching in a school district. To meet the business and industry requirements, a candidate must:

  • Complete a professional educator standards board program
  • Have three years of verified industry experience, one of which must have been in the past 10 years
  • Have or obtain two years of teaching experience for the business and industry route or any other out-of-state approved program
  • Take the basic skills test in reading, writing, and math
  • Submit fingerprints for a background check

Using data from Washington’s longitudinal student data system, researchers at the American Institutes for Research found that the students B&I teachers performed better on various non-test outcomes compared to students of teachers who completed traditional certifications. Students of B&I teachers had roughly six percent fewer absences and fewer disciplinary infractions. Business and industry teachers had an even more notable success rate with students with disabilities. These findings suggest that if schools can attract CTE teachers with industry experience and provide adequate training, they may bring additional positive impacts on students, especially those with disabilities.

Stout, Wisconsin

From 2016 to 2017, the number of experience-based CTE teachers — teachers who earned their initial CTE certification in Wisconsin — rose from 71 to 173, showing a sharp increase in demand for industry experts in the CTE field. To fulfill licensure demands and provide professional development requirements, the University of Wisconsin–Stout set up a two-year CTE Experience-based Licensed Teacher Boot Camp , a sequence of courses for industry professionals who currently work as experience-based CTE educators to achieve full CTE licensure. Experience-based educators in Wisconsin are qualified based on three metrics: training and/or experience in a trade, technical field, and/or vocational area; pedagogical training/experience; and a district is interested in hiring them to teach technical or vocational education subjects. UW-Stout’s program allows individuals to meet school districts’ professional development requirements and to build technical skills. The program focuses on equity and inclusion, instructional planning, student assessment, and the foundations of work-based learning.

In 2020, a study was conducted by a master’s student at the University of Wisconsin-Stout on the boot camp to better understand whether the program was effective in preparing teachers to meet the professional development requirements of their school districts. The study found that the boot camp was an effective, expedited delivery of seminars that reduced the number of vacant secondary CTE positions and grew candidates' ability to deliver viable and comprehensive CTE education. The study also found that the program helped candidates build confidence in the classroom through positive mentoring experiences, more teaching experiences, and collaboration with peers.

Despite the growing popularity of alternative certification pathways for CTE teachers, more research is needed to truly understand the efficacy of educators who complete alternative paths and the quality of instruction they provide students. Policies and plans to increase quantity can be at odds with improving teacher quality, or they can intentionally be grown together. Creating alternative teaching certification pathways that cultivate both is essential to building up the CTE teacher workforce without lowering teaching standards.
