Education blueprint approved

The Cabinet has approved the official blue print for the transformation of the education system by the year 2020. The National Education Strategic Plan is linked to the Vision 2030 national development plan and is consistent with the recommendations of the 2004 Task Force on Education Reform in Jamaica. The education ministry says the objectives of the plan include providing access to quality education to all children; achievement of universal literacy and at least 85 per cent numeracy by 2015; and providing a safe and secure school environment. It also aims to attract and retain well-qualified teachers and enable all learners to manage challenges and achieve their developmental goals through integrated curriculum offerings and support services. Education Minister Ronald Thwaites, says the plan is far advanced and the necessary monitoring and evaluation of the initiatives are being undertaken to achieve the strategic objectives. Blueprint for transformation of education system by 2020 ready

The country now has an official blue print for the transformation of the education system by the year 2020. This follows Cabinet’s approval Monday of the National Education Strategic Plan (NESP). It is linked to the Vision 2030 National Development Plan and is in line with the recommendations of the 2004 Task Force on Education Reform in Jamaica.

Among the major objectives of the Plan are: providing equitable access to a high quality education system for all Jamaican children, aged three to 18, achieve universal literacy and at least 85 per cent numeracy by 2015.

The National Education Strategic Plan has been placed before a sub-committee of Cabinet and will also come under public scrutiny.

“The Cabinet received the report on the plan, and referred it to the Human Resources Committee which will distill and discuss it prior to it being laid in Parliament, and hopefully be the subject of a fulsome public discussion,” said Mr. Thwaites.

Vision 2030 Jamaica Sector Plans

Education Ministry launches Sh5 Trillion sector Strategic Plan

Machogu said sh1.55 trillion will come from development partners and household contributions.

 Machogu said the government will avail Sh3.4 trillion.

The CS noted that the ministry plans to construct 16,000 new classrooms for JSS by December this year.

The Ministry of Education on Thursday launched the fourth National Education Sector Strategic Plan 2023-2027. 

Education Cabinet Secretary Ezekiel Machogu said the ministry will require Sh5.2 trillion to implement the plan for the next 5 years.

He said the government will avail Sh3.47 trillion.

"Sh 3.47 trillion will be provided by the government and we expect that we should be able to raise Sh 1.55 trillion from our development partners and household contributions," Machogu said. 

He spoke on Thursday at the Kenya School of Government where the five-year plan was launched. 

"We have Sh 3.5 billion which will be able to do 3,500 classrooms. That money has already been sent to the schools," he said. 

He said the plan also provides for reconstruction and rehabilitation of other facilities laboratories, dining halls and wash facilities. 

Additionally, Machogu said the ministry will employ 111,870 teachers as outlined in the strategic plan. 

"Already we have employed 56,750 teachers. We are almost halfway through," he said. 

He noted that the plan has a strategy for inclusion of Special Needs learners at all levels of education. 

"To increase access to equitable education, the ministry will seek support from other partners in implementing the school meals programme targeting marginalised areas and the urban poor," he said.

Machogu said up to 2.6 million school-going children have benefitted from the feeding programme for ASAL schools and the urban poor. 

He said the feeding programme has increased learner population in schools.

Educational Planning Unit

The Educational Planning Unit has as its responsibility the provision of quality education for all, through school mapping and micro-planning, and the mobilization of resources (loans and grants) towards the achievement of the goals of the Ministry. The execution of these functions include co-ordinating the formulation of educational plans, programmes and projects in conformity with national development policy goals. The unit also identifies educational needs through assessment and diagnosis of the educational system, and the submission of proposals to decision makers, including alternative strategies and technologies to satisfy these needs.

The Unit liaises with other Ministries, Government Agencies and International Organizations in order to facilitate the development of an integrated education and training system. It is also responsible for developing, maintaining and systematically updating of the school map through the use of the Geographic Information System (GIS).

Research Goals

NIAAA aims to advance research on the brain cells and circuits that underlie and are altered by alcohol misuse, and the complex relationships between alcohol misuse and physiological effects throughout the body.

About this position

We are looking for a dynamic and innovative Resource Planning and Administration (RPA) Specialist. In this role, you will be overseeing and performing a wide range of general administrative functions in human resource management, budget and contract management, change management and overall service orientation.   

You will work in our Country Office in Jamaica, which is part of the Country Caribbean Department (CCB). The team is responsible for the promotion and development of Bank country strategies and programming; as well as knowledge and capacity-building work that contribute to the country dialogue in the region. The department supports the processing, negotiation, and administration of regional and country specific projects and programs; leading and maintaining the relations of the IDB with member countries; promoting and coordinating the use of the funds administered by the Bank or under parallel financing agreements.

What you’ll do :

Working under the moderate supervision of the IDB Representative in Jamaica and the Resource Planning and Administrative Officer in Headquarters, you will:

Human Resource Management:

  • Develop human resource strategies and plans to optimize the capabilities of the Country Office, in alignment with the business needs.
  • Manage and effectively execute human resource policies and advise the Representative on issues related to recruitment, promotion and mobility, amongst others.
  • Guide and facilitate human resource actions and activities, such as recruitment, onboarding and offboarding, performance management, learning and recognition programs, engagement, diversity and inclusion, and other related activities in the Country Office.
  • Advise personnel on HR policies and processes. Guide retired staff of the Bank in the country on these issues.
  • Provide guidance on national labor, tax laws and regulations, rights, privileges, and immunities of the IDB Group and its employees in accordance with the agreement signed between the IDB Group and national authorities of Jamaica.
  • Liaise with entities such as the Ministries of Foreign Affairs, Finance and Customs, among others (universities, firms of outsourced staff, etc.) to manage services required by the Country Office and its officials.
  • Contribute to the design and delivery of the departmental Knowledge, Innovation and Communications (KIC) Plan. Coordinate training and knowledge actions and activities as needed.
  • Provide technical guidance to administrative employees.

Budget and Contract Management :

  •   Coordinate and monitor the business plan and prepare and monitor the annual budget      to anticipate and communicate deviations in a timely manner.
  • Develop and analyze the strategic planning, execution, and monitoring of all Country Office financial resources, including identification of needs for goods and administrative services, and preparation of reports for management review and decision making. 
  • Implement internal controls to mitigate risk in ensuring the correct accounting of income and expenses, the management of the revolving fund, and ensure that payments are within the established standards, along with overseeing critical month-end and year-end budget closing activities.
  • Advise Management on budget and financial-accounting policies and procedures.
  • Be responsible for corporate procurement, including the process of planning, bidding, execution and analysis of contracts to improve operational efficiency and minimize financial risks.  

  Change Management and Business/Workflow Process Improvement:   

  • Contribute to the identification of opportunities to improve the efficiency of the Country Office and support the review and design of internal procedures and client-oriented guidelines, ensuring alignment with the Bank’s administrative policies and procedures.

  Service Orientation:  

  • Coordinate tasks related to corporate matters including procurement, travel, corporate facilities management, corporate social responsibility, security and business continuity, records management, and information technology.
  • Propose and monitor the implementation of an annual program of preventive maintenance and replacement of fixed assets.  Periodically monitor the optimal operation of the facility.
  • Contribute to the coordination of events, seminars, and annual retreats including logistics, invitations, venue, catering services, and the publication and dissemination of event materials.

What you'll need

  • Education: Master’s degree in business administration, Financial Management, Accounting, Human Resources, Operations Management, or other fields relevant to the responsibilities of the role.  
  • Experience: At least 4 years of experience in the management of human resources, budgeting, accounting, corporate management, and general administration.
  • Languages: Fluency in English is required. Proficiency in another Bank language (Spanish, Portuguese, and/or French) is desirable.

Requirements

  • Citizenship:   You are a citizen of Jamaica.
  • Consanguinity : You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.  

Type of contract and duration

  • National staff contract, 36 months initially, renewable upon mutual agreement.
