Being able to use any theme you like or install all of the plugins you want may not sound like much to anyone who’s hosted a WordPress website with companies such as Bluehost , GoDaddy or SiteGround ( read our comparison post here ).

However, up until relatively recently, if you wanted to use the WordPress.com hosting services, you were severely limited when it came to which themes and plugins you could use on your website.

Now, though, customers of the WordPress.com Business hosting plan can not only search for and install themes and plugins directly from within their WordPress dashboard, but they can also upload themes and plugins from their computer — including those they’ve purchased directly from other sources, or even ones they’ve created themselves.

There are some plugins that aren’t allowed , such as WP Super Cache, BackWPup and Advanced Database Cleaner. However, having a list of prohibited plugins is a pretty common practice with many managed WordPress hosts, including WP Engine and Kinsta (read our comparison here ), who also ban plugins that might negatively affect the service they provide.

Fortunately, the features of the banned plugins, such as caching, website backups and other optimization tools are available to you as part of the WordPress.com Business hosting plan. Because of this, you’re not really missing out on any essential functionality. Instead, you’re just getting access to these features directly from your web host, rather than from third-party plugin developers. This could even be a benefit, because if anything goes wrong, or if you need help, you’ve only got one company to deal with, rather than multiple providers.

Whether you’re new to creating websites or you need some inspiration for your next project, you should find the WordPress.com website creation wizard useful. Although you can use the default WordPress user experience that’s available with self-hosted websites, with WordPress.com hosting, you also get the option of walking through the setup process to launch your site.

Although you don’t have to use the wizard, as you can see, it’s a comprehensive tool that will help new website owners and WordPress users quickly build the outline of their site. While there are lots of third-party website builder tools for WordPress, it’s nice to have access to one that’s been built by the WordPress team, and that integrates seamlessly into the WordPress software.

Everything’s Managed for You

Not only do they help you to launch your website, but they’ll also manage it for you — or at least many of the most important aspects of running a WordPress website.

What this means in practice is that the WordPress.com team will do their best to ensure your website is running smoothly and securely. So, for example, if your website suddenly becomes popular, maybe after an article has gone viral or your audience has gradually grown, extra server resources will be seamlessly allocated to your site. This is all done without the need to upgrade your plan or move your website, as can be the case with some other hosts.

You can also set the plugins you’ve installed to be automatically updated (although, even if you don’t enable this feature, some plugins will be updated anyway if a security-related fix is made available).

Another really nice feature of the WordPress.com Business hosting service is that you can view a list of the last thousand activities that have been carried out on your site from your dashboard. This includes who has logged in, when and from which IP address.

Although not everything is logged, a lot of activities are, including plugin-related activity, content creation and deletion, and other changes to your site. From the activity log, it’s possible to rewind to before a previous action was performed.

So, if you’ve accidentally deleted a page, for example, you should be able to effectively undo this action via the activity log. However, you will lose any of the other changes you made to your site since that point.

Although the backups and restore points can be accessed through your website dashboard, if your site is down or unavailable, perhaps due to a fatal error, it’s still possible to use the backup functionality to restore your site to a previous point.

While that’s great, if you choose to become a WordPress.com Business customer, you’ll effectively be cutting out the middleman and hosting your website directly with the company whose founder helped to create WordPress, and who continues to support the development of this software.

You also get 24/7 access to the WordPress.com support staff, or Happiness Engineers as they like to call them, via the live chat and email ticketing channels. During testing for this WordPress.com Business review, the support staff was both responsive and helpful.

So, in theory, if there’s anyone who knows how to host, manage and support WordPress websites and their owners, it should be WordPress.com.

The WordPress.com and WordPress.org connection doesn’t guarantee a high-end service, though. So, to help establish what type of service customers do get access to, the speed tests, uptime monitoring and load handling results later on in this review will reveal what the actual situation is.

There are no bandwidth or visitor limits in place on the Business plan, something that is pretty rare when it comes to managed WordPress hosting.

The 200 GB storage space is generous too, making the WordPress.com Business plan an attractive option if you want to host large files or receive lots of traffic to your website — especially in this price range.

Video hosting is also well accommodated, thanks to the VideoPress player and support on the Business plan.

Customers on the Business plan (and lower-priced Premium plan) get access to a selection of themes they’d otherwise have to pay to use. At the time of writing, there were more than 200 premium themes to choose from , as well as even more free themes.

The themes cover a wide range of styles and purposes, so, whatever type of website you’re going to build, there’s a good chance you won’t have to pay for a premium theme from elsewhere if you sign up with the Business plan from WordPress.com.

However, if access to premium WordPress themes at no extra cost is important to you, then you may be interested to know that WP Engine customers get access to all of the StudioPress themes as part of their hosting plans.

When it comes to premium plugins, Jetpack from Automattic — the company behind WordPress.com — is activated on your site by default. Although Jetpack and its core features are free for anyone to use, customers on the WordPress.com Business plan get access to some of the Jetpack modules from the paid plans , which would cost from $11.97 a month if purchased separately.

Of course, as covered earlier, one of the key features of the Business plan, over the cheaper options from WordPress.com, is that you can install your choice of free and paid plugins from other providers.

As well as having the freedom to install your choice of themes and plugins (apart from those in the list of incompatible extensions), as a WordPress.com Business user you can also customize your website through the use of custom code. So, if you want to modify a theme beyond what’s possible through its options and settings, edit an existing plugin or customize the WordPress functionality in some other way, you can do so.

That said, if you really want to make major custom code-related changes to your WordPress website, you should contact the WordPress.com support staff before signing up to discuss your needs and find out if they can be accommodated, just in case they go against the terms of service .

When it comes to managing your WordPress website, including configuring the settings, creating content, and installing plugins and themes, this functionality can be accessed through the WordPress.com custom dashboard.

This WordPress.com dashboard is different from the default dashboard of self-hosted WordPress websites, and it does a good job of simplifying the default WordPress user experience. However, you can also use the default WordPress dashboard if you want the ‘true’ WordPress experience.

With access to both user interfaces, those who are new to WordPress, as well as those who’ve found the default WordPress user interface overwhelming or confusing, should appreciate the simplified dashboard of the WordPress.com service.

Some of the features of the WordPress.com Business plan, such as the backup system and the premium theme library, are only accessible through the WordPress.com dashboard. Therefore, it’s good to see that you can quickly switch between the two interfaces as needed.

This choice of user interfaces and experiences should help the WordPress.com Business plan appeal to anyone who has a self-hosted WordPress website and is worried about a potential loss in functionality when migrating to the WordPress.com service. At the other end of the spectrum, those who prefer a more streamlined approach to website management should find the choice of dashboards appealing, too.

As the default WordPress dashboard and admin area has grown in functionality over the years, it has become a little overwhelming, especially for those new to WordPress.

To overcome this, more and more web hosts are now attempting to implement their own user interfaces for simplifying the WordPress user experience. However, the WordPress.com team have probably come up with the best solution so far for creating a user-friendly interface that simplifies managing a website without sacrificing any functionality.

Most but not all managed WordPress hosting services let you use an online file manager or FTP software to access the server space where your website is stored. With this access, you can create, delete and edit the files on your server. You can also upload files, such as plugins, themes, and any other types permitted by your host.

One of the benefits of this server access is that you can quickly edit the files that make up your WordPress website, such as the wp-config.php file, allowing you to change how WordPress works or fix certain issues, such as the database connection error .

In the past, it wasn’t possible to access your server space in this way or access the database for your WordPress website. Now though, this access is available on the WordPress.com Business plan.

Relatively Affordable

After looking at the features of the WordPress.com Business plan, it’s clear this service can legitimately be called managed WordPress hosting; the results from our performance testing of the two sites hosted on the WordPress.com Business plan (which we’re about to get to) also demonstrate this.

So, with that in mind, and the fact that the entry-level plans from popular managed WordPress hosting companies such as WP Engine and Kinsta also come in at $25 (if you pay for a year upfront), the $25-a-month price of the WordPress.com Business plan makes this a relatively affordable option, provided you choose to pay annually.

If you decide to pay monthly, then the fee is $33 a month. You also lose access to a few features by paying monthly instead of annually, such as the free one-year domain registration and live chat support.

Although you can pay much less by choosing budget shared hosting from a company such as HostGator or Bluehost , you won’t get access to the same level of features or performance as you do from the WordPress.com Business plan.

It’s worth pointing out that the prices listed above are for customers in the US. You might pay a different rate based on your location.

Feature Comparison

If you’re on a tight budget, but would still like your website to be hosted by WordPress.com, the other lower-priced plans may be of interest:

  • Personal: $4 a month, billed yearly with 6 GB storage space.
  • Premium: $8 a month, billed yearly with 13 GB storage space.
  • Business: $25 a month, billed yearly with 200 GB storage space.
  • eCommerce: $45 a month, billed yearly with 200 GB storage space.

The main drawback of the cheaper plans (Personal and Premium), compared with the Business plan, is that you can’t upload themes and install plugins. You can’t remove the WordPress.com branding either, and there are limits on storage space.

Now that the WordPress.com Business hosting plan gives you pretty much the same freedom with plugins and themes as regular shared and managed WordPress hosting, why not just use a company such as SiteGround or WP Engine to host your website?

That’s a good question, and, hopefully, one the results from our performance tests will help you to answer. But it’s not just about site speed. As this review has hopefully shown, features like the powerful and intuitive backup system, the user-friendly WordPress.com dashboard and the website setup wizard make this service an appealing hosting option.

Drawbacks of WordPress.com Business Hosting

Before we get to the test data, there are some reasons why WordPress.com Business hosting may not be right for you.

As mentioned earlier in this review, there are a few plugins you can’t install on your website.

While the list of incompatible plugins shouldn’t contain any surprises to those who’ve looked at managed hosting before and seen the lists of plugins those companies disallow, you should definitely check the list yourself before signing up with WordPress.com Business hosting.

At the other end of the spectrum, websites hosted on the WordPress.com Business plan must use the Akismet anti-spam plugin and the Jetpack plugin. Although the Jetpack plugin has some excellent features , some people may resent having to use it. However, it’s not uncommon for other WordPress hosts to have mandatory plugins that their customers must install, such as caching and site management tools.

Lacking Some Features Found Elsewhere

If you choose premium managed WordPress hosting from a company such as WP Engine or Flywheel , or even some lower-priced shared hosting plans, including those from SiteGround, you get access to some features that aren’t available on the WordPress.com Business hosting plan.

One such feature is the ability to create private sites for your clients that aren’t publicly available or billed for until they’re ready to go live. So, if you’re a web designer looking for a host that can help you collaborate with clients, and conveniently transfer ownership of the sites you create, there are probably better options out there than WordPress.com Business hosting.

Also, if you’d like the ability to work on a development or staging version of your website, before pushing those changes to your live site at the touch of a button, this functionality isn’t available from WordPress.com Business hosting.

Another set of functionality not available on the WordPress.com Business plan is the ability to create an eCommerce store. Although you can add a simple PayPal button to your website that does allow you to sell items online, if you want to create a fully-featured online store, you’ll need to upgrade to the more expensive $45-a-month eCommerce plan .

Lastly, while the WordPress.com user interface is well designed, it isn’t as nice to look at as the stylish Flywheel customer portal .

WordPress.com Business Performance Test Results

So, now we’ve covered the pros and cons of the WordPress.com Business hosting plan, let’s take a look at perhaps the most important factors to take into consideration when choosing a web host — the site speed, uptime levels and ability to handle multiple visitors at once.

WordPress.com Loading Time Test Results

First up, to test the speed of this host, two WordPress websites were created on two different WordPress.com Business accounts. On one site, the default and lightweight Twenty Nineteen theme was used, and, on the other, the popular and heavyweight Avada theme was installed and activated.

Testing the performance of the websites using these two contrasting themes should give you an idea of how quickly your website could load, depending on the style of theme you plan to use, and type of website you’ll be managing.

For the speed tests, the loading times of a URL from each site was monitored by Pingdom. On the site using the heavyweight Avada theme, the URL of the homepage was monitored, and for the lightweight Twenty Nineteen theme, a blog post.

The loading times of those URLs were recorded by Pingdom every 30 minutes over a period of seven days, giving an average load time for each site.

The Twenty Nineteen theme is activated on new WordPress websites by default, and is a good example of a lightweight theme someone may use for a simple blog or basic business site. Once the site was set up, a basic page was created that included some text and an image. The rest of the site, including the settings and plugins installed by WordPress.com, were left in their default state.

After seven days of monitoring, where the speed of the site was recorded every 30 minutes, the average loading time of the test page of the website hosted on the WordPress.com Business plan was 603 milliseconds.

Pingdom Results

This average loading time is very respectable, and indicates that the WordPress.com Business plan is more than capable of hosting blogs and simple websites. Now, on to the results of the website using the heavyweight theme.

As Avada is one of the most popular WordPress themes around — if not the most popular — it’s a suitable choice for creating feature-rich websites for testing.

Once the second site hosted on the other WordPress.com Business plan was set up, the premium Avada theme was installed, and one of the demos from its library of options was imported. The Avada Agency website demo was chosen for this test as it included lots of popular features, such as sliders and video backgrounds.

As well as the plugins that are automatically applied to any website hosted on the WordPress.com Business plan, the Avada theme also activates a few plugins when it’s installed. All of these plugins, as well as the WordPress settings, were left in their default states.

The file size of the page being tested from this site was much larger than the test page on the other site, and, because of this, the average loading time after seven days of monitoring by Pingdom was 1.06 seconds or 1,060 milliseconds.

As the image above shows, the test page on the site using the heavyweight Avada time loaded in an impressive amount of time. This was despite the file size of the page being much larger than the test page from the site using the lightweight theme.

To summarize, both of the test websites hosted on the WordPress.com Business plan performed well in the Pingdom page speed tests:

  • Lightweight Twenty Nineteen theme average loading time: 603 milliseconds (382.39 KB page size).
  • Heavyweight Avada theme average loading time: 1.06 seconds (5.29 MB page size).

However, as the test site using the heavyweight Avada theme performed especially well, it appears the WordPress.com Business plan is a particularly good choice for anyone using this type of theme or creating pages with large file sizes.

It’s also worth pointing out that no efforts were made to optimize the test sites. Therefore, if you focused on making your WordPress website load faster , by, for example, reducing image file sizes, minifying files, or enabling gzip compression, you could be able to get even better results from your WordPress.com hosted site.

In a recent comparison of WP Engine and Kinsta , we also tested the loading times of a website using the Avada theme.

Although this article isn’t a comparison of these hosts, it’s interesting to note that the site using the same heavyweight theme had better loading times on the WordPress.com Business plan, compared with the times of the sites hosted on the entry-level WP Engine and Kinsta plans.

However, the site hosted by WordPress.com that was using the lightweight Twenty Nineteen theme wasn’t as fast when compared with the Kinsta and WP Engine-hosted sites using the same theme.

Interestingly, in tests we carried out for our SiteGround GoGeek vs StartUp comparison , when it came to the lightweight theme, the sites hosted on these cheaper plans loaded in similar times to those on the WordPress.com Business plan.

However, when it came to the heavyweight theme, the loading times of the site hosted on the shared SiteGround plans weren’t as impressive as those hosted on the WordPress.com Business plan.

These results support the point made earlier that, if you’re planning to create a simple site using a lightweight theme, the loading times from a good shared host such as SiteGround may be similar to those you’d get from the WordPress.com Business plan.

However, if you’re going to use a popular multipurpose theme such as Divi or Avada , or your website will contain lots of images and other assets with large file sizes, you’ll likely get better performance from the WordPress.com Business plan.

Pure page speed isn’t the only metric we looked at for our WordPress.com Business plan review. We also wanted to know how well the sites hosted on this plan could handle multiple visitors accessing them at the same time.

As our test sites don’t actually receive any traffic, we used the Load Impact service to simulate multiple visitors accessing the site simultaneously.

For this performance test, the homepage of the website using the heavyweight Avada theme was monitored by Load Impact. The service simulated 250 users accessing the page, increasing from one virtual user to 250 simultaneous users at a steady rate during a ten-minute test.

In the graph below, the blue line represents the number of virtual users (VU) accessing the site at the same time, while the green line displays the load time of the page.

As you can see from the graph above, the load time of the site didn’t suffer as the number of virtual users simultaneously accessing it increased to 250. You can see the results and other details from this test for yourself on the Load Impact website .

As this level of performance compares well with the results from the same Load Impact tests from our Kinsta and WP Engine reviews, it puts the WordPress.com Business plan in the same category as the similarly priced entry-level plans from those two managed WordPress hosts when it comes to the ability to handle the load of multiple users simultaneously accessing the site.

Measuring the downtime of a website is another good way to test the performance of a host. So, for ten days, we monitored the availability of our test sites with the Pingdom uptime checker service.

As the results show, one of our test sites didn’t experience any downtime, while the other was unavailable for one minute during ten days of monitoring.

Considering uptime is even more important than page speed, it’s great to see that our test sites were available for at least 99.99 percent of the time.

Before we conclude this WordPress.com Business hosting review, here are some technical details about the service that you may be interested in:

  • Website caching: Custom caching solution that’s able to scale when needed, without intervention from site owners.
  • Content Delivery Network (CDN): Website content is automatically distributed to servers around the world .
  • PHP: Currently PHP version 7.2.19 is in use, and it isn’t possible to change versions. Latest version information can be found here .
  • HTTP/2.0: HTTP/2.0 is supported.
  • SSL: Free SSL certificates from Let’s Encrypt are applied to your site, but there isn’t an option to use your own certificates from elsewhere.

  • Plugin restrictions: There’s a list of incompatible plugins that aren’t allowed.
  • Security measures: Traffic is monitored to detect suspicious activity, and site security is regularly tested as part of the WordPress.com security measures .
  • Post-hack clean-up services: WordPress.com will provide assistance if your site is hacked.
  • Data center locations: You cannot choose a data center location or decide where your website will be hosted. However, the CDN distributes your website content to multiple global locations .
  • Staging sites: There’s no facility for creating staging sites under your WordPress.com account, and staging plugins aren’t supported.

WordPress.org is the home of the free, open-source WordPress software. You, or anyone else, can download the WordPress software from WordPress.org and install it on your own web hosting. You can also modify the software as much as you want – it’s 100% yours to do with as you please.

Because you need to install the WordPress.org software on your own website hosting to run it, WordPress.org is also often called self-hosted WordPress.

Again, when people say “WordPress”, they’re usually referring to WordPress.org, not WordPress.com.

With WordPress.org, you get to take advantage of the full flexibility of the WordPress content management system ( CMS ). You’ll be able to install any one of the tens of thousands of WordPress themes and plugins:

  • Themes – these control how your WordPress site looks – think of them as your site’s “clothing”.
  • Plugins – these add new features to your site. You can pretty much add any feature imaginable to your site with plugins. For example, want to design your site with a visual,  drag-and-drop website builder ? Just install the Elementor plugin and start building.

You also have full access to all of your site’s underlying code. If you’re a beginner, this might not sound very appealing right now. But it’s very important as your site grows because it means that you can always tweak your site to make it perfectly match your needs (or at least hire a developer to do that for you ).

If you’re just starting out and feeling overwhelmed by the idea of setting up and maintaining your own web hosting, don’t worry! You definitely don’t need to be a developer to maintain and secure your self-hosted WordPress site – it just adds a little extra work to your schedule.

There are only two unavoidable costs to run a self-hosted WordPress site:

  • Web Hosting – on the low-end, you can pay under $5 per month, which works when you’re just getting started.
  • Domain name – this costs ~$10 per year, but some web hosts give you a free domain name.

All in, this means the basic cost of a self-hosted WordPress site is ~$70 per year. However, this doesn’t include any premium themes or plugins that you might want to use, and you might need more expensive hosting as your site grows.

Most web hosts also let you host multiple WordPress sites. So the “per site” costs will go down if you plan to create multiple sites.

Wordpresscom

WordPress.com is a for-profit company that offers its users a simpler way of installing the software. Like a good hosting provider that provides additional maintenance and security services for a price, WordPress.com takes this responsibility on itself — for a price. It’s owned by Automattic, a company founded by the co-founder of the open-source WordPress software (hence the similar names).

You can think of WordPress.com as one specific implementation of the open-source WordPress software. All WordPress.com sites use the WordPress.org software, but not all sites using the WordPress.org software are on WordPress.com (in fact, most WordPress.org sites are self-hosted).

Instead of needing to install the WordPress software on your own web hosting, you can just register for a WordPress.com account and get started right away, which makes it very simple.

However, to achieve that simplicity, you need to give up some of the flexibility that you would get with the self-hosted WordPress software. For example, depending on your plan, you might not be able to install your own WordPress themes and plugins and your site might have ads from WordPress.com on it.

In the past, the difference between WordPress.com and WordPress.org was very clear. If you wanted to use your own themes and plugins, your only option was to use WordPress.org, which made it the de facto choice for anyone who wanted the full flexibility of WordPress.

That difference became a lot less clear when, in 2017, WordPress.com updated its Business and eCommerce plans to allow users to install their own themes and plugins.

Now, the WordPress.com Business plan sits kind of in-between self-hosted WordPress and the free WordPress.com plan. The Business plan still doesn’t give you as much flexibility as self-hosted WordPress, but it gives you a lot more flexibility than the free WordPress.com plans.

For example, if you pay for the WordPress.com Business plan, you’ll be able to:

  • Install your own themes and plugins (including Elementor ).
  • Connect to your server and access your site’s files via SFTP.
  • Edit your wp-config.php file (a key WordPress configuration file).

The biggest advantages of WordPress.com deal with simplicity:

  • WordPress.com offers its own hosting, so there’s no need to look for an external hosting provider when you sign up for a new account. 
  • You aren’t responsible for any maintenance or security – WordPress.com handles all of that for you. This means you can just sit back and focus on creating content. This of course comes with a cost.

The main con of WordPress.com is that you lose a lot of the flexibility of the WordPress software in exchange for the simplicity of WordPress.com. Some of the biggest issues here are that:

  • You can’t install your own themes and plugins unless you pay for the Business or eCommerce plans.
  • You can’t add certain types of code, access your site via FTP, or make other such modifications unless you pay for the Business or eCommerce plans.
  • The WordPress.com Business plan is somewhat expensive – if you want to install your own themes/plugins, you can find cheaper options with self-hosted WordPress (especially for multiple sites).
  • You’re subject to the WordPress.com Terms of Service. While these terms are not overly strict, they do limit what type of content your site can have.

In the list above, you can see that most of the biggest cons apply to the free and cheap WordPress.com plans. That is, the WordPress.com Business plan removes a lot of the arbitrary limitations that WordPress.com puts on the WordPress software. However, there are still some more advanced limitations, like no WP-CLI, no cron jobs, etc. WordPress.com also bans a lot of plugins .

You can create a free site on a WordPress.com subdomain ( yoursite.wordpress.com ) or you can pay $48 per year to use your own custom domain name. However, these plans are heavily limited. Most notably, you can’t install your own themes and plugins on these plans.

To be able to install your own themes/plugins, you’ll pay at least $300 per year for the Business plan. You’ll also need to pay for your domain name after the first year and this doesn’t include any premium themes or plugins that you might want to use.

Those prices are per site – the costs will be the same for every site you launch.

Deciding between WordPress.com vs WordPress.org is really a three-way decision because WordPress.com is drastically different between its free/cheap plans and its Business and eCommerce plans.

Let’s tackle the free/cheap plans vs WordPress.org first, then we’ll get to the Business plan.

When it comes to WordPress.org vs WordPress.com’s limited plans, the answer is almost always to use self-hosted WordPress. Not being able to install WordPress themes and plugins removes a large part of what makes WordPress so popular.

For example, on the free/cheap WordPress.com plans, you won’t be able to install Elementor to design your site, nor will you be able to use the Hello theme .

Choosing between self-hosted WordPress and the WordPress.com Business plan is a more nuanced decision because the WordPress.com Business plan remedies a lot of the shortcomings of the free plans.

For example, you’ll be able to install Elementor on both self-hosted WordPress and the WordPress.com Business plan and you’ll also be able to use the Hello theme on both.

One of the biggest factors here is the price. For most people, going with self-hosted WordPress will be a lot cheaper than paying for the WordPress.com Business plan, especially when you’re just getting started.

With self-hosted WordPress, you can host multiple low-traffic websites for under $100 per year in total . However, with the WordPress.com Business plan, you’ll be paying at least $300 per year per website .

If you’re willing to pay this premium for the hands-off nature of WordPress.com when it comes to security and maintenance , that could make the WordPress.com Business plan a good choice. However, for most people, the trade-off isn’t worth it.

Another important consideration is that, even on the Business plan, you’re still subject to the WordPress.com Terms of Service. If you violate these terms, they can delete your account (and your site). If you’re bumping up against any of the topics in the WordPress.com User Guidelines , you’ll definitely want to use self-hosted WordPress to avoid any issues.

Finally, if you’re a developer, WordPress.com does still put some limitations on you. While you can use SFTP and access your database, you won’t be able to use more advanced features like cron jobs or WP-CLI.

Basically, unless you put a large value on simplicity and are willing to pay a premium for it (and sacrifice some flexibility), self-hosted WordPress is still probably a better choice.

Creating a self-hosted WordPress site has a few extra steps as compared to creating a WordPress.com site. However, because WordPress is so popular, most web hosts still make it very easy to install WordPress.

To get started, you’ll first need to purchase web hosting and a domain name. Your web hosting is what powers the WordPress software and your domain name is the permanent “address” of your WordPress site on the Internet. For example, our domain name is “elementor.com”.

Most web hosts also let you purchase your domain name as part of the signup process (some, like Bluehost, will even give you a free domain name for your first year).

Once you sign up for your web hosting, virtually all web hosts give you a WordPress installer tool that lets you install the WordPress software with just a few clicks. From there, you can log in to the WordPress dashboard and start building your site.

To create a WordPress.com site you go to WordPress.com and register for an account.

During the signup process, you can choose between using a free WordPress.com subdomain (like yoursite.wordpress.com ) or your own domain name (like yoursite.com ).

You can also choose between using one of the free/cheap plans or opting for the WordPress.com Business plan. Remember that if you choose a plan below the Business plan, you won’t be able to install your own themes and plugins and you’ll lose a lot of the flexibility of the WordPress software.

If you want to use Elementor to visually design your site, make sure to choose at least the Business plan.

Yes! If you start on WordPress.com, it is possible to later move your site to WordPress.org. You’ll be able to move all of your content and you’ll also be able to change your domain name (or redirect your domain name to your new site).

The basic process goes like this:

  • You export your content from WordPress.com.
  • You use a built-in tool to import your content to self-hosted WordPress.
  • If needed, you set up a redirect to send all of the visitors from your old WordPress.com site to your new self-hosted WordPress site.

WordPress.com vs WordPress.org? Now You Know

Figuring out the difference between WordPress.com and WordPress.org is something that’s confused many new WordPress users. To recap:

  • WordPress.org – the home of the open-source, free, non-profit WordPress software. Anyone can take this software and use it in any way.
  • WordPress.com – one specific implementation of the WordPress.org software, run by a for-profit company. It is heavily limited on its free plans.

For most users, WordPress.org, also called self-hosted WordPress, is the best choice because it gives you the full flexibility of WordPress at a very low cost. 

You can use Elementor to design your website with both self-hosted WordPress and the WordPress.com Business plan. However, if you use a WordPress.com plan below the Business plan, you will not be able to install your own themes and plugins, which means you cannot use Elementor.

Upgrading to WordPress.com Business Plan

Introduction

In this article, I’m going to explain why I took the decision of giving my blog an upgrade and why I chose the WordPress.com Business Plan.

When I started this blog , I chose WordPress.com because, compared to Blogger or other blogging services, it seemed a much more flexible alternative, especially in the long-run. Most web designers I knew were very familiar with WordPress, not to mention that it powers 25% of all Internet websites .

Four years, I’ve been using the Free Plan which, other than a Domain Name, does not cost a dime. In the beginning, this was very convenient since I didn’t know what to expect from blogging. I was not sure if I was going to like it or stick to it.

As mentioned already, the Free Plan is great to start blogging because it does not entail any cost and it provides decent tools to set up a blog in the firsts place. You just have to focus on writing since Automatic takes care of all everything for you, like backups, security, scaling, caching, and so on.

However, there are many limitations to the Free Plan:

  • you can’t use Google Analytics
  • you can’t install WordPress plugins
  • you can’t change the WordPress PermaLinks

Google Analytics

As long as you don’t see anything, you can do just fine with the builtin JetPack statistics. However, if you plan on selling products (e.g. books, video courses), you need Google Analytics because it allows you to understand how your potential buyers interact with your blog and products.

WordPress plugins

Just like in Java you have a framework for anything, in WordPress, you have a plugin for everything you’d ever need. For instance, these are very common plugins you might want to add to your website:

  • Yoast SEO , for Search-Engine Optimization
  • MailChimp for WordPress , if you have a MailChimp Newsletter
  • Redirection , for 301 HTTP redirects in case you rename your posts

The lack of the MailChimp plugin was a major disadvantage as I could not embed a subscribe form directly in my posts.

The WordPress.com Free Plan does not allow you to change the default PermaLink which looks like this:

Now, unless you run a news website, you don’t want to record the date of your post in the PermaLink because your posts will be considered outdated after a while.

Notice thee #TBT hashtag in the tweet above? That’s what I’m talking about.

Even if your article is still relevant, people will inspect the URL and label it based on the attached timestamp.

To avoid this issue, you want your blog posts to look like this instead:

`https://vladmihalcea.com/a-beginners-guide-to-jpa-and-hibernate-cascade-types/`

This way, readers will be much more inclined to open your article and give it a chance.

But what if you’ve been running your blog for years and your URLs are already containing the timestamp attached to each post URL? You can’t just switch to a new PermaLink structure because all Google PageRanking will be lost.

That’s where the Redirection comes into place because you can instruct it to match all posts using the following Regex:

and redirect using a 301 HTTP Status Code to:

Notice the capturing group we used to match the post name.

And, that’s it! If you have plugins, you can tackle this issue very nicely. While previously Google would penalize a 301 redirect, they changed their policy , and this is no longer a big issue.

Custom WordPress installation

Of course, you are not tied to WordPress.com. You can export your blog and install it on a dedicated server or use a different WordPress provider. However, this comes at a price:

  • Either you will have to manage the entire instance yourself, taking care of security, backups, traffic, monitoring.
  • Or, you will have to pay extra in case your blog has a significant amount of traffic.

Neither of these two options worked for me. While the former requires me investing more time in making sure the blog works properly instead of focusing on the content, the latter does not scale well in terms of costs in the long run.

Business plan

Hence, I needed something else.

Until August 2017, the Business Plan covered only the first of the aforementioned requirements while also giving you more premium themes, storage, live support, and tools for designing your website.

After they added support for installing plugins, they now allow you to change the PermaLinks structure as well. Having these improvements in place, I decided to move to a Business Plan.

Initially, I thought everything will work smoothly without any hiccups, but there were all sorts of problems:

  • MarkDown was not enabled so code snippets were HTML-escaped
  • Some plugins required some further setup which was not intuitive at all
  • Setting up the Redirection plugin requires you to hunt down many internal links and update them to avoid an extra HTTP redirect overhead.

Because of this new set up and the plugins I have installed, you can now follow my blog via email through MailerLite only.

All in all, I’m happy with this migration, and I totally recommend you to chose this plan.

Install Themes or Plugins Without a Business Plan (A Complete Guide)

First of all, it is impossible to upload a theme or install a plugin on WordPress.com without upgrading to the $299 per year WordPress.com business plan. The only way to install themes and plugins without a business plan is to migrate your existing website from WordPress.com to the self-hosted WordPress.org platform.

The process of migrating your website from one WordPress platform to another may sound intimidating, but as you’ll see in this step-by-step guide it is actually quite easy and much cheaper than upgrading to the WordPress.com business plan.

At the end of this guide, you will be able to install any theme or plugin that you like, and since this is a full website migration you won’t lose any of the data from your existing WordPress.com website.

How To Upload WordPress Theme Without Business Plan

  • Your website data from WordPress.com 
  • A custom domain name if you don’t have one already
  • A Hosting plan

Start by heading over to WordPress.com and log into your admin dashboard.

Navigate to the “My Site” tab and locate the menu item “WP Admin” which is located in the menu on the left.

This would bring you to your WordPress dashboard.

From here in the menu to the left hover over the menu item “Tools” and then click on “export” from the slide-out menu that appears.

On the following screen, click on “export all”

When the export is completed a banner will appear with a download link to your exported content, click on “Download”. WordPress.com will also send a download link to your email address.

This will download a compressed .zip file that contains a custom XML file that contains all of your website data from WordPress.com.

Congratulation you’ve just exported and downloaded your website data. Now its time to get a hosting plan and a unique domain name.

I recommend that you select the Startup plan even though we are migrating your existing website. The reason being you can always upgrade your plan as your site grows.

Unless of course, your existing website receives a large number of visitors each month. If that’s the case then you should select the GoGeek or GrowBig plan .

After you’ve selected your plan its time to register a unique domain name. Select “register a new domain” and enter a domain name of your choice in the field below. This could be the name of your business or the domain you were using on WordPress.com without the WordPress.com extension.

If you already register a domain name on WordPress.com select “I already have a domain” and enter your domain in the field below. 

How can you tell if your WordPress.com website has a registered domain? Well, it won’t have wordpress.com in the URL.

A free domain from WordPress.com would look like:

A unique domain name would look like:

  • www.yourdomianname.com

Next, you’ll need to enter your :

  • Account information

Under the “purchase information” section set your hosting duration to 12-month to get the best deal.

Then select domain privacy if you are not comfortable with your personal information such as your name and address being available on Whois services.

You’ll then be given the choice to view your new WordPress website or go to site tools. Select “Site Tools”.

Within your site tools dashboard click on the Install & Manage option in the menu to the left.

From the Install & Manage WordPress page, click on the “log in to admin button” under the actions heading

SiteGround will then launch the WordPress starter setup wizard, click on “start now”.

Next, select a theme that you like then click on “continue”.

Then select any of the following plugins from the recommended section. Don’t worry about your selections at this point you will be able to install any of these plugins later.

Do the same for the marketing plugins.

SiteGround will then proceed to install WordPress, your theme, and the plugins that you selected.

When its finished installing click on “Go to dashboard”

This is what your new WordPress dashboard will look like with the SiteGround starter plugin installed.

If you prefer the look of the normal WordPress dashboard you can uninstall the SiteGround starter plugin.

In the menu to the left hover over plugins and click on “Installed plugins”.

Next, find the WordPress Started plugin, click on “deactivate”, then click on “Delete”.

Okay great now that you have WordPress installed on your new site it’s time to upload the data you exported from your WordPress.com website.

Remember that compressed zip file we got from your WordPress.com website? Here is where we’re going to use it. 

First, locate the .zip file on your computer. It should have been downloaded to your “downloads folder”. When you’ve found it you will need to extract it. To do this right-click on the file and click on “extract all”.

Then click on “extract”. This will open a new folder with the extracted file close to it for now but remember its location.

Now head back to your new WordPress dashboard hover over tools and click on “import”

On the import screen, you will see a list of platforms that you can import data from. Since we are migrating a WordPress.com website click on “install now” under the WordPress option.

When the install is completed you then need to click on “run importer”.

Next, click on “choose file”.

Then select the XML file we exported from WordPress.com, located within the newly extracted folder.

Finally click on “upload file and import”.

Great now that your new website is live and all of your content has been transferred over from WordPress.com, it is time to set up a redirect from your old WordPress.com website to your new one. 

There are two ways in which you can do this. You can either create a new post informing your current readers on WordPress.com that you have moved your site to a new domain and that you would no longer be publishing new posts on your old site. Please note that this post should contain links to your new website so that your readers can find your new website. 

The other method is to use WordPress.com’s paid redirect service which costs $13 per year.

A redirect will allow your current users to seamlessly be transferred to your new website whenever they try to access your old one. This option will maintain your current audience and search engine rankings.

To use WordPress.com’s paid redirect service you’ll need to go to your dashboard then click on “manage” and in the drop-down menu click on “settings”.

On the setting page under the site address heading click on “redirect”.

You will then be asked to enter the domain that you would like to redirect to. Here you will enter the domain of your new website. 

Next click on “go”, all you need to do from here is enter your payment information and complete your purchase.

Remember this service will renew every year at the price of $13. It’s your choice to use this service for however long you need. The recommended period to keep redirects from an old website is two years. But this timeline is for an established website. If you don’t have that many visitors then one year will be fine.  

Set Your WordPress.com Website To Private

If it’s a case where your old website hasn’t yet been picked up before transferring it to WordPress.org then you can set it to private. 

This would prevent the issue of having two websites on the internet with the same exact content. 

To do this head over to your WordPress.com dashboard hover over settings then click on “reading”.

Next under the “user site visibility” section select “I would like my site to be private, visible only to myself and users I choose”.

Remember is always better to redirect your visitor than to leave them wondering why your website is no longer available.

Final Checks

Congrats you have successfully migrated your WordPress.com website to the self-hosted WordPress.org platform.

You will see that you can now go ahead and install a free theme from the WordPress theme directory or you can upload a theme that you purchased or downloaded from a third-party provider . You’ll even notice that you can also install plugins without any restrictions .

While this is all great we still need to check over the migration to make sure everything is there.

First, let’s check to see if all your images came over. This is a common error that some people encounter when migrating a website to a new location.

If you’ve noticed that any of your images are missing you will need to use the Auto Upload Images plugin to fix this issue . 

Finally, you’ll need to check the links in your blog posts. If you added links within your post to other posts on your website there is a good chance that they kept the same URL from WordPress.com. You will need to go through each post and change these links.

WordPress.com Creator Plan Review After 5 Years Usage

Here is my honest review of WordPress.com Creator Plan after five years of hosting my website on this managed WordPress hosting platform.

Application Category: Web Hosting

WordPress.com is one of the largest WordPress hosting platforms, thanks to the millions of users on their Free and Starter plans. The open-source WordPress CMS powers all websites hosted on WordPress.com. Automattic, the parent company of WordPress.com also owns WooCommerce – the most popular eCommerce solution for WordPress, Jetpack – the all-in-one plugin for WordPress, and Akismet – the one-stop solution for fighting spam on your website.

Fun fact: They also own the popular microblogging website Tumblr.

In this review of the WordPress.com Creator Plan, I’ll be sharing with you the pros and cons of hosting your website on WordPress.com.

I have been on the Creator Plan since 2018 (previously known as Business Plan ) and I’ll be with them as long as the hosting cost doesn’t burn a hole in my pocket. Now, if you haven’t had a chance to check them out, do check them out by clicking on the button below.

Customization

Unlike the Starter and Explorer plans where users cannot install custom themes and plugins, the WordPress.com Creator Plan allows users to install custom WordPress themes and plugins.

Many people still think that they’re limited to only a few themes and plugins that come with the Creator Plan. This is the number one reason why many WordPress users stay away from WordPress.com. But the truth is, you can install almost any theme or plugin you want.

Reliability

WordPress.com is very reliable compared to regular WordPress hosting companies out there. Over the past 5 years, there was only one instance where my site went down because of issues at their end. To make up for that, they extended my plan by a few months and I gladly accepted their offer.

Only a few companies offer features like unlimited bandwidth, global edge caching, and scalability at this price.

After moving my website to WordPress.com, my site never crashed due to WordPress updates. Thanks to their rigorous testing and quality assurance – I could proudly say that my site never went down due to any WordPress update. Also, downtimes if any are negligible.

It’s so much time saved for me which I could use productively instead of worrying about restoring my site when it goes down.

You can also create a staging area and experiment with your site before pushing changes to your live website on the Creator plan.

Speed is one thing that comes out of the box with WordPress.com. But make no mistake, most of their in-house themes are bloated with unnecessary CSS and JavaScript. Just install any good WordPress theme and your site will be loading in under a few seconds.

Also, they have enabled page and object caching by default for all websites hosted on their cloud. So, you needn’t worry about setting up a caching plugin although you can couple it with a plugin like Autoptimize to improve your performance further.

Some people might find this frustrating since you’re not allowed to install a caching plugin of your choice. I’d say that it’s one less headache for you.

Backup and Restore

Their backup and restore feature is AMAZING! There have been many instances where I was playing around with plugin settings and got my site into a mess. But thanks to their backup and restore feature, I could roll my site back to a previous version that undoes all the changes made to the database.

WordPress.com Activity Log

5 years with them and my site hasn’t been a victim of any hacking or malware activity. Their rock-solid security with features like Web Application Firewall (WAF), malware protection, site isolation, and DDoS protection makes sure that I can sleep peacefully without worrying about my site falling into the wrong hands or hackers.

Also, their Activity Log feature helps me keep track of all the changes that happen on my website in real time.

If you’re still not on WordPress.com but would like to improve your WordPress security , do check out the linked article.

Their support people or as they’re popularly known as Happiness Engineers could help you resolve most of the issues within a day or two at the maximum. It surprised me that they were ready to help me with customizing my site even though it was out of their scope.

On the other hand, even though I was promised live chat support I couldn’t take advantage of it at times. To be honest, it worked only initially. After that, my requests went straight to their email. So, that’s a bummer. But, I wouldn’t worry about it since they always got back pretty quickly.

Jetpack Integration

WordPress.com Business Plan Review - Jetpack Premium Features

WordPress.com Creator Plan comes with Jetpack premium integrations out of the box. Most of the WordPress.com features on the Creator Plan are powered by Jetpack. Some of these premium features include –

  • Real-time backups and one-click restore
  • Activity log
  • Malware scanning
  • VideoPress (Video Hosting)
  • Advanced Search, etc

If you don’t want Jetpack to slow down your site, you can disable the modules that you don’t need.

WordPress.com supports serving images uploaded to your website through their global CDN (formerly Photon). Although you might feel this can improve your website’s performance, I’m sorry to disappoint you but it does the opposite. It increases the number of calls to their CDN URLs where your images are hosted. It would’ve been great if they had just served them from one single server. Instead, it gets served from multiple subdomains.

Also, the images are cached forever. If you want to replace the image with a different image, the old URL doesn’t get updated. Instead, a new URL is generated for the new image.

It offsets the benefit it offers like serving images in next-generation WebP format. So, I’d recommend you go with Cloudflare or any other CDN that doesn’t affect the performance of your website.

WordPress.com available PHP versions

I could always try out and stay on the latest version of PHP and MariaDB officially supported by WordPress. It makes sure my site is always updated and can take advantage of the latest improvements and security features offered by PHP and MariaDB.

As I’m updating this review, my site is running on the latest version of PHP (8.1) and MariaDB (10.4) supported by WordPress.

By the way, you will get access to SFTP and Database as well using which you can work locally and push your changes to production. On top of that, you get 50 GB of storage with an option to buy more if required, unlimited traffic, a free SSL certificate, and more.

Google Analytics Integration

I don’t understand why this is listed as one of their main features when this can easily be done in a better way by using a dedicated plugin like MonsterInsights or CAOS . I felt my site took a bit longer to load when I used their Google Analytics integration.

Advanced SEO Tools

This is also an unwanted feature. Instead, they could have partnered with Yoast SEO to give us something amazing or just integrated it with their hosting instead of trying to provide us with a half-baked solution. I think it would be better if they could have just left it to the pros instead of trying to be a Swiss army knife of the WordPress hosting world.

Payment Processing

I didn’t get a chance to take advantage of this feature although I felt it makes sense to allow users to accept payments online through their website. Nowadays, many people are selling products and services online and this could be a good addition for them.

Video Hosting

If you want to self-host videos by directly uploading them to your website instead of uploading them to a separate video hosting platform like YouTube or Vimeo, this feature makes sense.

On the other hand, you could lose a lot of potential views that you would have normally gotten if you had uploaded your video to YouTube. So, think wisely and use their VideoPress hosting solution only if you have a strong use case or business requirement.

WordAds Program

If you want to monetize your website by displaying ads from WordPress.com’s in-house ad network, then you’ll be automatically eligible for the WordAds program. But, you should be aware that most of the time they display ads promoting their in-house services and sometimes from ad networks like Google Ads, Amazon, AOL, and more.

You might or might not find this useful if you’re aware of these ad networks and actively use them. People with websites getting large amounts of traffic but having no idea how to monetize it can find this solution useful – especially if most of their traffic comes from the United States and Canada.

Overall Verdict

If you can afford the WordPress.com Creator Plan , blindly go for it. It can save you a lot of time and you don’t have to worry about maintaining your WordPress site. On the flip side, they’re priced slightly higher than traditional web hosting plans.

This can deter a lot of people from signing up in the first place since it takes a bigger chunk of the initial investment. If you already have a popular site, this might be a good choice for you. On a scale of 1 to 5, I’d rate it 4/5.

I thought the Yeost SEO tool was available as a FREE plugin on WordPress through their Creator plan. Am I incorrect in my understanding?

Yes, you can install and use the free Yoast SEO plugin from the WordPress plugin directory.

Can you use a multisite setup or change stuff in the WordPress config file, like changing memory limits and do you have access to your .htaccess file?

I am on the Starter plan and I want to use Mailerlite for my sign-up forms. Is this plug-in only available on the Creator plan on WordPress? Does WordPress have another option for sign-up forms on a less expensive plan?

First, let’s talk about the main difference between WordPress.com and WordPress.org (or self-hosted WordPress).

WordPress.com is a fully hosted solution, which means you can sign up for an account, make a few tweaks to your theme, and launch your blog immediately. However, its features are limited, and you’ll have to invest in more pricey plans to access many of the customization options.

On the other hand, self-hosted WordPress (WordPress.org) requires an additional web hosting service , so you can’t use it on its own. However, even the cheapest hosting plan will grant you access to the platform’s full set of features.

You can choose from several types of WordPress hosting plans . Most starting bloggers opt for shared hosting as it’s the most affordable and sufficient for small sites. However, as your website grows, you might need to consider more powerful plans.

First, we’ll give you an overview of WordPress.com. Note that the Business and eCommerce packages are not designed for bloggers. Therefore we’ll focus on the free, Personal , and Premium plans. Then we’ll explain the difference between WordPress personal and premium plans and discuss the benefits of self-hosted WordPress for bloggers.

1. WordPress.com Free

If you don’t mind a generic subdomain name (such as example.wordpress.com ), you can opt for a free WordPress.com blog. This option includes:

  • Free SSL certificate
  • 3 GB storage
  • Essential Jetpack plugin features
  • Access to free themes

The features are severely limited, so you won’t be able to remove the WordPress.com ads or monetize the site yourself. You also won’t be able to use plugins, and you’ll be stuck with free themes. Plus, there’s no customer support available with the free plan, so it may not be an appealing option for serious bloggers.

2. WordPress.com Personal Plan

The Personal plan gives you 6 GB of storage and basic personalization options, such as a custom domain and the ability to remove WordPress.com ads. You can also create paid newsletters and subscriber-only content, which requires an additional plugin to set up with the self-hosted version of the platform.

However, you won’t be able to do much else, and you can only reach customer support via email. This plan costs $4 per month.

3. WordPress.com Premium Plan

To unlock extra features, you’ll need to invest $8 per month for the WordPress.com Premium plan. This option gives you access to 13 GB storage and premium themes, which you can customize with CSS.

It also comes with handy monetization and marketing features such as Google Analytics integration , WordAds, the ability to accept payments via PayPal, and a social media scheduling tool. However, you still won’t be able to install plugins or choose custom themes for your blog.

4. What is the difference between WordPress personal and premium

You probably already got somewhat of an idea of the difference between the two WordPress pricing plans from reading above. Aside from the fact that the WordPress premium plan is double the cost of the WordPress personal plan, the two plans also differ on some key features. The main ones that you can get with the WordPress premium plan that you can’t get with the WordPress personal plan include the following:

  • Live chat support
  • Earn ad revenue
  • Google analytics integration
  • Accept payments via PayPal
  • Advanced social media functions
  • Ability to upload videos via VideoPress
  • Access to premium WordPress themes
  • Control over your WordPress site’s CSS code

Despite these differences, regardless of which WordPress pricing plan you go with, you’ll still be able to collect payments (only the premium plan supports PayPal though); receive email support from WordPress customer service; and the ads for WordPress.com will be removed from your site. Oh, and you’ll also be set up with a pre-installed SSL certificate to help you strengthen your site security and also boost your SEO. As an alternative to using WordPress.com’s plans, you can also take the open-source WordPress.org software and “self-host” it on your own web hosting.

With this approach, you will be able to use any widgets, themes, or plugins you like.

The only limitation you’ll encounter will be your server’s capabilities, but this shouldn’t be an issue unless you expect abnormally high traffic. Plus, the WordPress software is free, so you’re only paying for the web host of your choice.

Let’s take Bluehost as an example. This provider gives you a choice of four shared hosting plans:

  • Basic: from $1.99 per month
  • Plus : from $3.99 per month
  • Choice Plus: from $7.45 per month
  • Pro: from $13.95 per month

My conclusion is that if you are a beginner or at an intermediate level now, I recommend you to go for it. Surely Business plan is worth it, even if it delivers more than its pricing!

But, if you are an experienced blogger and managing 3-4 website/s successfully with good traffic for quite a long, better if you opt for Managed WordPress Hosting , but not for the WP-hosted Business plan.

Late Night Business Safety Plan Program

Montgomery County is committed to establishing a uniform process for those businesses in areas experiencing higher than normal call volumes in the late-night hours. The business safety plan summarizes the establishment’s efforts to safely conduct operations for patrons and employee(s) consistent with County Executive Regulation 004-24. Consistent with this Regulation, the Montgomery County Department of Police (MCPD) has launched a Late-Night Business Safety Plan application portal.

Am I required ?

Beginning September 13, 2024, businesses required to submit a safety plan are those that have an “other tobacco products retailer” license, food license, license for on-site cannabis consumption, or liquor license where the products sold are consumed on-site at tables or other areas designated for consumption by the business, and that:

  • Are open to patrons from 2:00am – 5:00am; or,
  • Are open to patrons from 12:00am – 5:00am and have had two serious incidents within the previous 12 months. See the FAQs for the definition of a serious incident.

Applicable businesses will receive training at the business location from a MCPD officer within 30 days of the application submission. Upon submission of the application, the district station will be notified and an officer will contact the applicant to arrange the training. Training must be completed before the Safety Plan can be considered for approval.

A business-specific written document summarizing the establishment’s efforts to safely conduct operations for patrons and employee(s) consistent with guidelines and training described in Montgomery County Executive Regulation 004-24.

According to Montgomery County Executive Regulation 004-24, Serious Incidents are defined as:

  • Distribution of narcotics or other controlled dangerous substances;
  • A sexual offense in the third or fourth degree under § 3-307 or § 3-308 of the Criminal Law Article of the Maryland Code; or
  • A crime of violence as defined in § 14-101 of the Criminal Law Article, including:
  • kidnapping;
  • manslaughter, except involuntary manslaughter;
  • human trafficking;
  • sexual offense of any degree;
  • use of a handgun in the commission of a felony or other crime of violence;
  • an attempt to commit any of the crimes described in the preceding bullets of this list;
  • assault in the first degree;
  • assault against a law enforcement officer or emergency medical services provider in any degree; and, assault with intent of any type in any degree.

The Safety Plan Review Panel will receive and conduct a preliminary review of the late-night business safety plan within 30 (thirty) days of receipt of each safety plan.

  • Businesses may appeal the disapproval of a safety plan or the requirement to produce a safety plan under the serious incident inclusion provision before the Montgomery County Board of Appeals.
  • Appeals must be filed within 30 days of receipt of the decision disapproving a plan or notification of the requirement to produce a plan.

Funding availability is subject to appropriation by the Montgomery County Council.

Intel is spinning off its chipmaking business as part of its plans to reverse billions in losses and a tumbling stock price. In an announcement on Monday , Intel CEO Pat Gelsinger said the Intel Foundry will become an independent subsidiary with “clearer separation and independence” from Intel.

With the change, the Intel Foundry will have its own operating board and report its financial earnings separately from Intel. Intel will also stop work on the factories it’s building in Poland and Germany for two years “based on anticipated market demand.” The company is still moving forward with its plants in Arizona, Oregon, New Mexico, and Ohio, however.

Additionally, Intel plans on selling part of its stake in Altera, the programmable chip company it acquired in 2015. It will also cut around two-thirds of its global real estate footprint. As part of this announcement, Intel revealed that the Biden administration awarded the company up to $3 billion in funding to make chips for the US military.

These changes will likely be crucial in getting Intel back on track as a leading chipmaker. On top of widespread issues affecting 13th and 14th Gen CPUs, the company reported $1.6 billion in the first quarter of 2024, with its chipmaking business alone racking up $7 billion in operating losses in 2023. In August, Intel announced layoffs affecting 15,000 workers , and now it says it is “more than halfway” to this goal.

“As I’ve said before, this is the most significant transformation of Intel in over four decades. Not since the memory to microprocessor transition have we attempted something so essential,” Gelsinger says. “We succeeded then — and we will meet this moment and build a stronger Intel for decades to come.”

Even though Intel is betting that its new 18A chipmaking process will help stem some of its losses, a recent report from Reuters suggests that early tests have failed when creating Broadcom’s silicon wafers. Starting next year, Intel is planning to produce chips with the 18A process for partners like Microsoft — and now Amazon .
