Wolfram Alpha is a “computational knowledge engine” that can answer factual questions posed in natural language. It can be a useful search tool. 

Type in a question like “What is the square root of 64?” or “What is the boiling point of water?” and Wolfram Alpha will give you an answer.

While most of these link to the full-text article on the original publisher's site, or to a PDF available for download, five million records are hosted directly on CORE.

CORE's mission statement is a simple and straightforward commitment to offering OA articles to anyone, anywhere in the world. They also host communities that are available for researchers to join and an ambassador community to enhance their services globally. In addition to a straightforward keyword search, CORE offers advanced search options to filter results by publication type, year, language, journal, repository, and author.

CORE's user interface is easy to use and navigate. Search results can be sorted based on relevance or recency, and you can search for relevant content directly from the results screen.

4. Education Resources Information Center

The Education Resources Information Center (ERIC) of the Institution of Education Sciences allows you to search by topic for material related to the field of education. Links lead to other sites, where you may have to purchase the information, but you can search for full-text articles only. You can also search only peer-reviewed sources.

The service primarily indexes journals, gray literature (such as technical reports, white papers, and government documents), and books. All sources of material on ERIC go through a formal review process prior to being indexed. ERIC's selection policy is available as a PDF on their website.

The ERIC website has an extensive FAQ section to address user questions. This includes categories like general questions, peer review, and ERIC content. There are also tips for advanced searches, as well as general guidance on the best way to search the database. ERIC is an excellent database for content specific to education.

The arXiv e-Print Archive clearly states that they do not peer review the e-prints in the database.

The Social Science Research Network (SSRN) is a collection of papers from the social sciences community. The site offers more than 700,000 abstracts and more than 600,000 full-text papers. There is not yet a specific option to search for only full-text articles, but, because most of the papers on the site are free access, it's not often that you encounter a paywall. Public Library of Science (PLOS) is a big player in the world of OA science. Publishing 12 OA journals, the nonprofit organization is committed to facilitating openness in academic research. According to the site, "all PLOS content is at the highest possible level of OA, meaning that scientific articles are immediately and freely available to anyone, anywhere."

PLOS outlines four fundamental goals that guide the organization: break boundaries, empower researchers, redefine quality, and open science. All PLOS journals are peer-reviewed, and all 12 journals uphold rigorous ethical standards for research, publication, and scientific reporting.

PLOS does not offer advanced search options. Content is organized by topic into research communities that users can browse through, in addition to options to search for both articles and journals. The PLOS website also has resources for peer reviewers, including guidance on becoming a reviewer and on how to best participate in the peer review process.

OpenDOAR, or the Directory of Open Access Repositories, is a comprehensive resource for finding free OA journals and articles. Using Google Custom Search, OpenDOAR combs through OA repositories around the world and returns relevant research in all disciplines.

The repositories it searches through are assessed and categorized by OpenDOAR staff to ensure they meet quality standards. Inclusion criteria for the database include requirements for OA content, global access, and categorically appropriate content, in addition to various other quality assurance measures. OpenDOAR has metadata, data, content, preservation, and submission policies for repositories, in addition to two OA policy statements regarding minimum and optimum recommendations.

This database allows users to browse and search repositories, which can then be selected, and articles and data can be accessed from the repository directly. As a repository database, much of the content on the site is geared toward the support of repositories and OA standards.

Other Services : OpenDOAR offers a variety of additional services. Given the nature of the platform, services are primarily aimed at repositories and institutions, and there is a marked focus on OA in general. Sherpa services are OA archiving tools for authors and institutions.

They also offer various resources for OA support and compliance regarding standards and policies. The publication router matches publications and publishers with appropriate repositories.

The Bielefeld Academic Search Engine (BASE) is operated by the Bielefeld University Library in Germany, and it offers more than 240 million documents from more than 8,000 sources. Sixty percent of its content is OA, and you can filter your search accordingly.

BASE has rigorous inclusion requirements for content providers regarding quality and relevance, and they maintain a list of content providers for the sake of transparency, which can be easily found on their website. BASE has a fairly elegant interface. Search results can be organized by author, title, or date.

From the search results, items can be selected and exported, added to favorites, emailed, and searched in Google Scholar. There are basic and advanced search features, with the advanced search offering numerous options for refining search criteria. The World Factbook can be searched by country or region, and there is also information about the world's oceans.

This site contains resources related to the CIA as an organization rather than being a scientific journal database specifically. The site has a user interface that is easy to navigate. The site also provides a section for updates regarding changes to what information is available and how it is organized, making it easier to interact with the information you are searching for.

Paperity boasts its status as the "first multidisciplinary aggregator of OA journals and papers." Their focus is on helping you avoid paywalls while connecting you to authoritative research. In addition to providing readers with easy access to thousands of journals, Paperity seeks to help authors reach their audiences and help journals increase their exposure to boost readership.

Paperity has journal articles for every discipline, and the database offers more than a dozen advanced search options, including the length of the paper and the number of authors. There is even an option to include, exclude, or exclusively search gray papers.

Check the Author

Eight Ways (and More) To Find and Access Research Papers

If you’re in the early stages of your research career, you’re likely struggling to learn all you can about your chosen field and evaluate your options. You also need an easy and convenient way to find the right research papers upon which to build your own work and keep you on the proper path toward your goals.

Fortunately, most institutions have access to thousands of journals, so your first step should be to be to check with library staff  and find out what is available via your institutional subscriptions.

For those who may be unfamiliar with other means of access, this blog post – the first in a series devoted to helping you “research smarter” – will provide a sampling of established data sources for scientific research. These include search engines, databases, and data repositories.

Search Engines and Databases

You may have already discovered that the process of searching for research papers offers many choices and scenarios. Some search engines, for example, can be accessed free of charge. Others require a subscription. The latter group generally includes services that index the contents of thousands of published journals, allowing for detailed searches on data fields such as author name, institution, title or keyword, and even funding sources. Because many journals operate on a subscription model too, the process of obtaining full-text versions of papers can be complicated.

On the other hand, a growing number of publishers follow the practice of Open Access (OA) , making their journal content freely available. Similarly, some authors publish their results in the form of preprints, posting them to preprint servers for immediate and free access. These repositories, like indexing services, differ in that some concentrate in a given discipline or broad subject area, while others cover the full range of research.

Search Engines

Following is a brief selection of reputable search engines by which to locate articles relevant to your research.

Google Scholar is a free search engine that provides access to research in multiple disciplines. The sources include academic publishers, universities, online repositories, books, and even judicial opinions from court cases. Based on its indexing, Google Scholar provides citation counts to allow authors and others to track the impact of their work.  

The Directory of Open Access Journals ( DOAJ ) allows users to search and retrieve the article contents of nearly 10,000 OA journals in science, technology, medicine, social sciences, and humanities. All journals must adhere to quality-control standards, including peer review.

PubMed , maintained by the US National Library of Medicine, is a free search engine covering the biomedical and life sciences. Its coverage derives primarily from the MEDLINE database, covering materials as far back as 1951.

JSTOR affords access to more than 12 million journal articles in upwards of 75 disciplines, providing full-text searches of more than 2,000 journals, and access to more than 5,000 OA books.

Selected Databases

The following selection samples a range of resources, including databases which, as discussed above, index the contents of journals either in a given specialty area or the full spectrum of research. Others listed below offer consolidated coverage of multiple databases. Your institution is likely subscribed to a range of research databases, speak to your librarian to see which databases you have access to, and how to go about your search.

Web of Science includes The Web of Science Core Collection, which covers more than 20,000 carefully selected journals, along with books, conference proceedings, and other sources. The indexing also captures citation data, permitting users to follow the thread of an idea or development over time, as well as to track a wide range of research-performance metrics. The Web of Science also features EndNote™ Click , a free browser plugin that offers one-click access to the best available legal and legitimate full-text versions of papers. Science.gov covers the vast territory of United States federal science, including more than 60 databases and 2,200-plus websites. The many allied agencies whose research is reflected include NASA, the US Department of Agriculture, and the US Environmental Protection Agency.

CiteSeerx is devoted primarily to information and computer science. The database includes a feature called Autonomous Citation Indexing, designed to extract citations and create a citation index for literature searching and evaluation.

Preprint and Data Repositories

An early form of OA literature involved authors, as noted above,  making electronic, preprint versions of their papers freely available. This practice has expanded widely today. You can find archives devoted to a single main specialty area, as well as general repositories connected with universities and other institutions.

The specialty archive is perhaps best exemplified by arXiv (conveniently pronounced “archive,” and one of the earliest examples of a preprint repository). Begun in 1991 as a physics repository, ArXiv has expanded to embrace mathematics, astronomy, statistics, economics, and other disciplines. The success of ArXiv spurred the development of, for example, bioArXiv devoted to an array of topics within biology, and for chemistry, ChemRxiv .

Meanwhile, thousands of institutional repositories hold a variety of useful materials. In addition to research papers, these archives store raw datasets, graphics, notes, and other by-products of investigation. Currently, the Registry of Open Access Repositories lists more than 4,700 entries.

If the resources above don’t happen to result in a free and full-text copy of the research you seek, you can also try reaching out to the authors yourself.

To find who authored a paper, you can search indexing platforms like the Web of Science , or research profiling systems like Publons™ , or ResearchGate , then look to reach out to the authors directly.

So, although the sheer volume of research can pose a challenge to identifying and securing needed papers, plenty of options are available.

There is a debate about the ethical implications of using human embryos in stem cell research, which can be influenced by cultural, moral, and social values. This paper argues for an adaptable framework to accommodate diverse cultural and religious perspectives. By using an adaptive ethics model, research protections can reflect various populations and foster growth in stem cell research possibilities.

INTRODUCTION

Stem cell research combines biology, medicine, and technology, promising to alter health care and the understanding of human development. Yet, ethical contention exists because of individuals’ perceptions of using human embryos based on their various cultural, moral, and social values. While these disagreements concerning policy, use, and general acceptance have prompted the development of an international ethics policy, such a uniform approach can overlook the nuanced ethical landscapes between cultures. With diverse viewpoints in public health, a single global policy, especially one reflecting Western ethics or the ethics prevalent in high-income countries, is impractical. This paper argues for a culturally sensitive, adaptable framework for the use of embryonic stem cells. Stem cell policy should accommodate varying ethical viewpoints and promote an effective global dialogue. With an extension of an ethics model that can adapt to various cultures, we recommend localized guidelines that reflect the moral views of the people those guidelines serve.

Stem cells, characterized by their unique ability to differentiate into various cell types, enable the repair or replacement of damaged tissues. Two primary types of stem cells are somatic stem cells (adult stem cells) and embryonic stem cells. Adult stem cells exist in developed tissues and maintain the body’s repair processes. [1] Embryonic stem cells (ESC) are remarkably pluripotent or versatile, making them valuable in research. [2] However, the use of ESCs has sparked ethics debates. Considering the potential of embryonic stem cells, research guidelines are essential. The International Society for Stem Cell Research (ISSCR) provides international stem cell research guidelines. They call for “public conversations touching on the scientific significance as well as the societal and ethical issues raised by ESC research.” [3] The ISSCR also publishes updates about culturing human embryos 14 days post fertilization, suggesting local policies and regulations should continue to evolve as ESC research develops. [4]  Like the ISSCR, which calls for local law and policy to adapt to developing stem cell research given cultural acceptance, this paper highlights the importance of local social factors such as religion and culture.

I.     Global Cultural Perspective of Embryonic Stem Cells

Views on ESCs vary throughout the world. Some countries readily embrace stem cell research and therapies, while others have stricter regulations due to ethical concerns surrounding embryonic stem cells and when an embryo becomes entitled to moral consideration. The philosophical issue of when the “someone” begins to be a human after fertilization, in the morally relevant sense, [5] impacts when an embryo becomes not just worthy of protection but morally entitled to it. The process of creating embryonic stem cell lines involves the destruction of the embryos for research. [6] Consequently, global engagement in ESC research depends on social-cultural acceptability.

a.     US and Rights-Based Cultures

In the United States, attitudes toward stem cell therapies are diverse. The ethics and social approaches, which value individualism, [7] trigger debates regarding the destruction of human embryos, creating a complex regulatory environment. For example, the 1996 Dickey-Wicker Amendment prohibited federal funding for the creation of embryos for research and the destruction of embryos for “more than allowed for research on fetuses in utero.” [8] Following suit, in 2001, the Bush Administration heavily restricted stem cell lines for research. However, the Stem Cell Research Enhancement Act of 2005 was proposed to help develop ESC research but was ultimately vetoed. [9] Under the Obama administration, in 2009, an executive order lifted restrictions allowing for more development in this field. [10] The flux of research capacity and funding parallels the different cultural perceptions of human dignity of the embryo and how it is socially presented within the country’s research culture. [11]

b.     Ubuntu and Collective Cultures

African bioethics differs from Western individualism because of the different traditions and values. African traditions, as described by individuals from South Africa and supported by some studies in other African countries, including Ghana and Kenya, follow the African moral philosophies of Ubuntu or Botho and Ukama , which “advocates for a form of wholeness that comes through one’s relationship and connectedness with other people in the society,” [12] making autonomy a socially collective concept. In this context, for the community to act autonomously, individuals would come together to decide what is best for the collective. Thus, stem cell research would require examining the value of the research to society as a whole and the use of the embryos as a collective societal resource. If society views the source as part of the collective whole, and opposes using stem cells, compromising the cultural values to pursue research may cause social detachment and stunt research growth. [13] Based on local culture and moral philosophy, the permissibility of stem cell research depends on how embryo, stem cell, and cell line therapies relate to the community as a whole . Ubuntu is the expression of humanness, with the person’s identity drawn from the “’I am because we are’” value. [14] The decision in a collectivistic culture becomes one born of cultural context, and individual decisions give deference to others in the society.

Consent differs in cultures where thought and moral philosophy are based on a collective paradigm. So, applying Western bioethical concepts is unrealistic. For one, Africa is a diverse continent with many countries with different belief systems, access to health care, and reliance on traditional or Western medicines. Where traditional medicine is the primary treatment, the “’restrictive focus on biomedically-related bioethics’” [is] problematic in African contexts because it neglects bioethical issues raised by traditional systems.” [15] No single approach applies in all areas or contexts. Rather than evaluating the permissibility of ESC research according to Western concepts such as the four principles approach, different ethics approaches should prevail.

Another consideration is the socio-economic standing of countries. In parts of South Africa, researchers have not focused heavily on contributing to the stem cell discourse, either because it is not considered health care or a health science priority or because resources are unavailable. [16] Each country’s priorities differ given different social, political, and economic factors. In South Africa, for instance, areas such as maternal mortality, non-communicable diseases, telemedicine, and the strength of health systems need improvement and require more focus. [17] Stem cell research could benefit the population, but it also could divert resources from basic medical care. Researchers in South Africa adhere to the National Health Act and Medicines Control Act in South Africa and international guidelines; however, the Act is not strictly enforced, and there is no clear legislation for research conduct or ethical guidelines. [18]

Some parts of Africa condemn stem cell research. For example, 98.2 percent of the Tunisian population is Muslim. [19] Tunisia does not permit stem cell research because of moral conflict with a Fatwa. Religion heavily saturates the regulation and direction of research. [20] Stem cell use became permissible for reproductive purposes only recently, with tight restrictions preventing cells from being used in any research other than procedures concerning ART/IVF.  Their use is conditioned on consent, and available only to married couples. [21] The community's receptiveness to stem cell research depends on including communitarian African ethics.

c.     Asia

Some Asian countries also have a collective model of ethics and decision making. [22] In China, the ethics model promotes a sincere respect for life or human dignity, [23] based on protective medicine. This model, influenced by Traditional Chinese Medicine (TCM), [24] recognizes Qi as the vital energy delivered via the meridians of the body; it connects illness to body systems, the body’s entire constitution, and the universe for a holistic bond of nature, health, and quality of life. [25] Following a protective ethics model, and traditional customs of wholeness, investment in stem cell research is heavily desired for its applications in regenerative therapies, disease modeling, and protective medicines. In a survey of medical students and healthcare practitioners, 30.8 percent considered stem cell research morally unacceptable while 63.5 percent accepted medical research using human embryonic stem cells. Of these individuals, 89.9 percent supported increased funding for stem cell research. [26] The scientific community might not reflect the overall population. From 1997 to 2019, China spent a total of $576 million (USD) on stem cell research at 8,050 stem cell programs, increased published presence from 0.6 percent to 14.01 percent of total global stem cell publications as of 2014, and made significant strides in cell-based therapies for various medical conditions. [27] However, while China has made substantial investments in stem cell research and achieved notable progress in clinical applications, concerns linger regarding ethical oversight and transparency. [28] For example, the China Biosecurity Law, promoted by the National Health Commission and China Hospital Association, attempted to mitigate risks by introducing an institutional review board (IRB) in the regulatory bodies. 5800 IRBs registered with the Chinese Clinical Trial Registry since 2021. [29] However, issues still need to be addressed in implementing effective IRB review and approval procedures.

The substantial government funding and focus on scientific advancement have sometimes overshadowed considerations of regional cultures, ethnic minorities, and individual perspectives, particularly evident during the one-child policy era. As government policy adapts to promote public stability, such as the change from the one-child to the two-child policy, [30] research ethics should also adapt to ensure respect for the values of its represented peoples.

Japan is also relatively supportive of stem cell research and therapies. Japan has a more transparent regulatory framework, allowing for faster approval of regenerative medicine products, which has led to several advanced clinical trials and therapies. [31] South Korea is also actively engaged in stem cell research and has a history of breakthroughs in cloning and embryonic stem cells. [32] However, the field is controversial, and there are issues of scientific integrity. For example, the Korean FDA fast-tracked products for approval, [33] and in another instance, the oocyte source was unclear and possibly violated ethical standards. [34] Trust is important in research, as it builds collaborative foundations between colleagues, trial participant comfort, open-mindedness for complicated and sensitive discussions, and supports regulatory procedures for stakeholders. There is a need to respect the culture’s interest, engagement, and for research and clinical trials to be transparent and have ethical oversight to promote global research discourse and trust.

d.     Middle East

Countries in the Middle East have varying degrees of acceptance of or restrictions to policies related to using embryonic stem cells due to cultural and religious influences. Saudi Arabia has made significant contributions to stem cell research, and conducts research based on international guidelines for ethical conduct and under strict adherence to guidelines in accordance with Islamic principles. Specifically, the Saudi government and people require ESC research to adhere to Sharia law. In addition to umbilical and placental stem cells, [35] Saudi Arabia permits the use of embryonic stem cells as long as they come from miscarriages, therapeutic abortions permissible by Sharia law, or are left over from in vitro fertilization and donated to research. [36] Laws and ethical guidelines for stem cell research allow the development of research institutions such as the King Abdullah International Medical Research Center, which has a cord blood bank and a stem cell registry with nearly 10,000 donors. [37] Such volume and acceptance are due to the ethical ‘permissibility’ of the donor sources, which do not conflict with religious pillars. However, some researchers err on the side of caution, choosing not to use embryos or fetal tissue as they feel it is unethical to do so. [38]

Jordan has a positive research ethics culture. [39] However, there is a significant issue of lack of trust in researchers, with 45.23 percent (38.66 percent agreeing and 6.57 percent strongly agreeing) of Jordanians holding a low level of trust in researchers, compared to 81.34 percent of Jordanians agreeing that they feel safe to participate in a research trial. [40] Safety testifies to the feeling of confidence that adequate measures are in place to protect participants from harm, whereas trust in researchers could represent the confidence in researchers to act in the participants’ best interests, adhere to ethical guidelines, provide accurate information, and respect participants’ rights and dignity. One method to improve trust would be to address communication issues relevant to ESC. Legislation surrounding stem cell research has adopted specific language, especially concerning clarification “between ‘stem cells’ and ‘embryonic stem cells’” in translation. [41] Furthermore, legislation “mandates the creation of a national committee… laying out specific regulations for stem-cell banking in accordance with international standards.” [42] This broad regulation opens the door for future global engagement and maintains transparency. However, these regulations may also constrain the influence of research direction, pace, and accessibility of research outcomes.

e.     Europe

In the European Union (EU), ethics is also principle-based, but the principles of autonomy, dignity, integrity, and vulnerability are interconnected. [43] As such, the opportunity for cohesion and concessions between individuals’ thoughts and ideals allows for a more adaptable ethics model due to the flexible principles that relate to the human experience The EU has put forth a framework in its Convention for the Protection of Human Rights and Dignity of the Human Being allowing member states to take different approaches. Each European state applies these principles to its specific conventions, leading to or reflecting different acceptance levels of stem cell research. [44]

For example, in Germany, Lebenzusammenhang , or the coherence of life, references integrity in the unity of human culture. Namely, the personal sphere “should not be subject to external intervention.” [45]  Stem cell interventions could affect this concept of bodily completeness, leading to heavy restrictions. Under the Grundgesetz, human dignity and the right to life with physical integrity are paramount. [46] The Embryo Protection Act of 1991 made producing cell lines illegal. Cell lines can be imported if approved by the Central Ethics Commission for Stem Cell Research only if they were derived before May 2007. [47] Stem cell research respects the integrity of life for the embryo with heavy specifications and intense oversight. This is vastly different in Finland, where the regulatory bodies find research more permissible in IVF excess, but only up to 14 days after fertilization. [48] Spain’s approach differs still, with a comprehensive regulatory framework. [49] Thus, research regulation can be culture-specific due to variations in applied principles. Diverse cultures call for various approaches to ethical permissibility. [50] Only an adaptive-deliberative model can address the cultural constructions of self and achieve positive, culturally sensitive stem cell research practices. [51]

II.     Religious Perspectives on ESC

Embryonic stem cell sources are the main consideration within religious contexts. While individuals may not regard their own religious texts as authoritative or factual, religion can shape their foundations or perspectives.

The Qur'an states:

“And indeed We created man from a quintessence of clay. Then We placed within him a small quantity of nutfa (sperm to fertilize) in a safe place. Then We have fashioned the nutfa into an ‘alaqa (clinging clot or cell cluster), then We developed the ‘alaqa into mudgha (a lump of flesh), and We made mudgha into bones, and clothed the bones with flesh, then We brought it into being as a new creation. So Blessed is Allah, the Best of Creators.” [52]

Many scholars of Islam estimate the time of soul installment, marked by the angel breathing in the soul to bring the individual into creation, as 120 days from conception. [53] Personhood begins at this point, and the value of life would prohibit research or experimentation that could harm the individual. If the fetus is more than 120 days old, the time ensoulment is interpreted to occur according to Islamic law, abortion is no longer permissible. [54] There are a few opposing opinions about early embryos in Islamic traditions. According to some Islamic theologians, there is no ensoulment of the early embryo, which is the source of stem cells for ESC research. [55]

In Buddhism, the stance on stem cell research is not settled. The main tenets, the prohibition against harming or destroying others (ahimsa) and the pursuit of knowledge (prajña) and compassion (karuna), leave Buddhist scholars and communities divided. [56] Some scholars argue stem cell research is in accordance with the Buddhist tenet of seeking knowledge and ending human suffering. Others feel it violates the principle of not harming others. Finding the balance between these two points relies on the karmic burden of Buddhist morality. In trying to prevent ahimsa towards the embryo, Buddhist scholars suggest that to comply with Buddhist tenets, research cannot be done as the embryo has personhood at the moment of conception and would reincarnate immediately, harming the individual's ability to build their karmic burden. [57] On the other hand, the Bodhisattvas, those considered to be on the path to enlightenment or Nirvana, have given organs and flesh to others to help alleviate grieving and to benefit all. [58] Acceptance varies on applied beliefs and interpretations.

Catholicism does not support embryonic stem cell research, as it entails creation or destruction of human embryos. This destruction conflicts with the belief in the sanctity of life. For example, in the Old Testament, Genesis describes humanity as being created in God’s image and multiplying on the Earth, referencing the sacred rights to human conception and the purpose of development and life. In the Ten Commandments, the tenet that one should not kill has numerous interpretations where killing could mean murder or shedding of the sanctity of life, demonstrating the high value of human personhood. In other books, the theological conception of when life begins is interpreted as in utero, [59] highlighting the inviolability of life and its formation in vivo to make a religious point for accepting such research as relatively limited, if at all. [60] The Vatican has released ethical directives to help apply a theological basis to modern-day conflicts. The Magisterium of the Church states that “unless there is a moral certainty of not causing harm,” experimentation on fetuses, fertilized cells, stem cells, or embryos constitutes a crime. [61] Such procedures would not respect the human person who exists at these stages, according to Catholicism. Damages to the embryo are considered gravely immoral and illicit. [62] Although the Catholic Church officially opposes abortion, surveys demonstrate that many Catholic people hold pro-choice views, whether due to the context of conception, stage of pregnancy, threat to the mother’s life, or for other reasons, demonstrating that practicing members can also accept some but not all tenets. [63]

Some major Jewish denominations, such as the Reform, Conservative, and Reconstructionist movements, are open to supporting ESC use or research as long as it is for saving a life. [64] Within Judaism, the Talmud, or study, gives personhood to the child at birth and emphasizes that life does not begin at conception: [65]

“If she is found pregnant, until the fortieth day it is mere fluid,” [66]

Whereas most religions prioritize the status of human embryos, the Halakah (Jewish religious law) states that to save one life, most other religious laws can be ignored because it is in pursuit of preservation. [67] Stem cell research is accepted due to application of these religious laws.

We recognize that all religions contain subsets and sects. The variety of environmental and cultural differences within religious groups requires further analysis to respect the flexibility of religious thoughts and practices. We make no presumptions that all cultures require notions of autonomy or morality as under the common morality theory , which asserts a set of universal moral norms that all individuals share provides moral reasoning and guides ethical decisions. [68] We only wish to show that the interaction with morality varies between cultures and countries.

III.     A Flexible Ethical Approach

The plurality of different moral approaches described above demonstrates that there can be no universally acceptable uniform law for ESC on a global scale. Instead of developing one standard, flexible ethical applications must be continued. We recommend local guidelines that incorporate important cultural and ethical priorities.

While the Declaration of Helsinki is more relevant to people in clinical trials receiving ESC products, in keeping with the tradition of protections for research subjects, consent of the donor is an ethical requirement for ESC donation in many jurisdictions including the US, Canada, and Europe. [69] The Declaration of Helsinki provides a reference point for regulatory standards and could potentially be used as a universal baseline for obtaining consent prior to gamete or embryo donation.

For instance, in Columbia University’s egg donor program for stem cell research, donors followed standard screening protocols and “underwent counseling sessions that included information as to the purpose of oocyte donation for research, what the oocytes would be used for, the risks and benefits of donation, and process of oocyte stimulation” to ensure transparency for consent. [70] The program helped advance stem cell research and provided clear and safe research methods with paid participants. Though paid participation or covering costs of incidental expenses may not be socially acceptable in every culture or context, [71] and creating embryos for ESC research is illegal in many jurisdictions, Columbia’s program was effective because of the clear and honest communications with donors, IRBs, and related stakeholders.  This example demonstrates that cultural acceptance of scientific research and of the idea that an egg or embryo does not have personhood is likely behind societal acceptance of donating eggs for ESC research. As noted, many countries do not permit the creation of embryos for research.

Proper communication and education regarding the process and purpose of stem cell research may bolster comprehension and garner more acceptance. “Given the sensitive subject material, a complete consent process can support voluntary participation through trust, understanding, and ethical norms from the cultures and morals participants value. This can be hard for researchers entering countries of different socioeconomic stability, with different languages and different societal values. [72]

An adequate moral foundation in medical ethics is derived from the cultural and religious basis that informs knowledge and actions. [73] Understanding local cultural and religious values and their impact on research could help researchers develop humility and promote inclusion.

IV.     Concerns

Some may argue that if researchers all adhere to one ethics standard, protection will be satisfied across all borders, and the global public will trust researchers. However, defining what needs to be protected and how to define such research standards is very specific to the people to which standards are applied. We suggest that applying one uniform guide cannot accurately protect each individual because we all possess our own perceptions and interpretations of social values. [74] Therefore, the issue of not adjusting to the moral pluralism between peoples in applying one standard of ethics can be resolved by building out ethics models that can be adapted to different cultures and religions.

Other concerns include medical tourism, which may promote health inequities. [75] Some countries may develop and approve products derived from ESC research before others, compromising research ethics or drug approval processes. There are also concerns about the sale of unauthorized stem cell treatments, for example, those without FDA approval in the United States. Countries with robust research infrastructures may be tempted to attract medical tourists, and some customers will have false hopes based on aggressive publicity of unproven treatments. [76]

For example, in China, stem cell clinics can market to foreign clients who are not protected under the regulatory regimes. Companies employ a marketing strategy of “ethically friendly” therapies. Specifically, in the case of Beike, China’s leading stem cell tourism company and sprouting network, ethical oversight of administrators or health bureaus at one site has “the unintended consequence of shifting questionable activities to another node in Beike's diffuse network.” [77] In contrast, Jordan is aware of stem cell research’s potential abuse and its own status as a “health-care hub.” Jordan’s expanded regulations include preserving the interests of individuals in clinical trials and banning private companies from ESC research to preserve transparency and the integrity of research practices. [78]

The social priorities of the community are also a concern. The ISSCR explicitly states that guidelines “should be periodically revised to accommodate scientific advances, new challenges, and evolving social priorities.” [79] The adaptable ethics model extends this consideration further by addressing whether research is warranted given the varying degrees of socioeconomic conditions, political stability, and healthcare accessibilities and limitations. An ethical approach would require discussion about resource allocation and appropriate distribution of funds. [80]

While some religions emphasize the sanctity of life from conception, which may lead to public opposition to ESC research, others encourage ESC research due to its potential for healing and alleviating human pain. Many countries have special regulations that balance local views on embryonic personhood, the benefits of research as individual or societal goods, and the protection of human research subjects. To foster understanding and constructive dialogue, global policy frameworks should prioritize the protection of universal human rights, transparency, and informed consent. In addition to these foundational global policies, we recommend tailoring local guidelines to reflect the diverse cultural and religious perspectives of the populations they govern. Ethics models should be adapted to local populations to effectively establish research protections, growth, and possibilities of stem cell research.

For example, in countries with strong beliefs in the moral sanctity of embryos or heavy religious restrictions, an adaptive model can allow for discussion instead of immediate rejection. In countries with limited individual rights and voice in science policy, an adaptive model ensures cultural, moral, and religious views are taken into consideration, thereby building social inclusion. While this ethical consideration by the government may not give a complete voice to every individual, it will help balance policies and maintain the diverse perspectives of those it affects. Embracing an adaptive ethics model of ESC research promotes open-minded dialogue and respect for the importance of human belief and tradition. By actively engaging with cultural and religious values, researchers can better handle disagreements and promote ethical research practices that benefit each society.

This brief exploration of the religious and cultural differences that impact ESC research reveals the nuances of relative ethics and highlights a need for local policymakers to apply a more intense adaptive model.

Pew Research Center conducted the analysis to examine how often online content that once existed becomes inaccessible. One part of the study looks at a representative sample of webpages that existed over the past decade to see how many are still accessible today. For this analysis, we collected a sample of pages from the Common Crawl web repository for each year from 2013 to 2023. We then tried to access those pages to see how many still exist.

A second part of the study looks at the links on existing webpages to see how many of those links are still functional. We did this by collecting a large sample of pages from government websites, news websites and the online encyclopedia Wikipedia .

We identified relevant news domains using data from the audience metrics company comScore and relevant government domains (at multiple levels of government) using data from get.gov , the official administrator for the .gov domain. We collected the news and government pages via Common Crawl and the Wikipedia pages from an archive maintained by the Wikimedia Foundation . For each collection, we identified the links on those pages and followed them to their destination to see what share of those links point to sites that are no longer accessible.

A third part of the study looks at how often individual posts on social media sites are deleted or otherwise removed from public view. We did this by collecting a large sample of public tweets on the social media platform X (then known as Twitter) in real time using the Twitter Streaming API. We then tracked the status of those tweets for a period of three months using the Twitter Search API to monitor how many were still publicly available. Refer to the report methodology for more details.

The internet is an unimaginably vast repository of modern life, with hundreds of billions of indexed webpages. But even as users across the world rely on the web to access books, images, news articles and other resources, this content sometimes disappears from view.

A new Pew Research Center analysis shows just how fleeting online content actually is:

  • A quarter of all webpages that existed at one point between 2013 and 2023 are no longer accessible, as of October 2023. In most cases, this is because an individual page was deleted or removed on an otherwise functional website.

  • For older content, this trend is even starker. Some 38% of webpages that existed in 2013 are not available today, compared with 8% of pages that existed in 2023.

This “digital decay” occurs in many different online spaces. We examined the links that appear on government and news websites, as well as in the “References” section of Wikipedia pages as of spring 2023. This analysis found that:

  • 23% of news webpages contain at least one broken link, as do 21% of webpages from government sites. News sites with a high level of site traffic and those with less are about equally likely to contain broken links. Local-level government webpages (those belonging to city governments) are especially likely to have broken links.
  • 54% of Wikipedia pages contain at least one link in their “References” section that points to a page that no longer exists.

To see how digital decay plays out on social media, we also collected a real-time sample of tweets during spring 2023 on the social media platform X (then known as Twitter) and followed them for three months. We found that:

  • Nearly one-in-five tweets are no longer publicly visible on the site just months after being posted. In 60% of these cases, the account that originally posted the tweet was made private, suspended or deleted entirely. In the other 40%, the account holder deleted the individual tweet, but the account itself still existed.
  • Certain types of tweets tend to go away more often than others. More than 40% of tweets written in Turkish or Arabic are no longer visible on the site within three months of being posted. And tweets from accounts with the default profile settings are especially likely to disappear from public view.

How this report defines inaccessible links and webpages

There are many ways of defining whether something on the internet that used to exist is now inaccessible to people trying to reach it today. For instance, “inaccessible” could mean that:

  • The page no longer exists on its host server, or the host server itself no longer exists. Someone visiting this type of page would typically receive a variation on the “404 Not Found” server error instead of the content they were looking for.
  • The page address exists but its content has been changed – sometimes dramatically – from what it was originally.
  • The page exists but certain users – such as those with blindness or other visual impairments – might find it difficult or impossible to read.

For this report, we focused on the first of these: pages that no longer exist. The other definitions of accessibility are beyond the scope of this research.

Our approach is a straightforward way of measuring whether something online is accessible or not. But even so, there is some ambiguity.

First, there are dozens of status codes indicating a problem that a user might encounter when they try to access a page. Not all of them definitively indicate whether the page is permanently defunct or just temporarily unavailable. Second, for security reasons, many sites actively try to prevent the sort of automated data collection that we used to test our full list of links.

For these reasons, we used the most conservative estimate possible for deciding whether a site was actually accessible or not. We counted pages as inaccessible only if they returned one of nine error codes that definitively indicate that the page and/or its host server no longer exist or have become nonfunctional – regardless of how they are being accessed, and by whom. The full list of error codes that we included in our definition are in the methodology .

Here are some of the findings from our analysis of digital decay in various online spaces.

To conduct this part of our analysis, we collected a random sample of just under 1 million webpages from the archives of Common Crawl , an internet archive service that periodically collects snapshots of the internet as it exists at different points in time. We sampled pages collected by Common Crawl each year from 2013 through 2023 (approximately 90,000 pages per year) and checked to see if those pages still exist today.

We found that 25% of all the pages we collected from 2013 through 2023 were no longer accessible as of October 2023. This figure is the sum of two different types of broken pages: 16% of pages are individually inaccessible but come from an otherwise functional root-level domain; the other 9% are inaccessible because their entire root domain is no longer functional.

Not surprisingly, the older snapshots in our collection had the largest share of inaccessible links. Of the pages collected from the 2013 snapshot, 38% were no longer accessible in 2023. But even for pages collected in the 2021 snapshot, about one-in-five were no longer accessible just two years later.

We sampled around 500,000 pages from government websites using the Common Crawl March/April 2023 snapshot of the internet, including a mix of different levels of government (federal, state, local and others). We found every link on each page and followed a random selection of those links to their destination to see if the pages they refer to still exist.

Across the government websites we sampled, there were 42 million links. The vast majority of those links (86%) were internal, meaning they link to a different page on the same website. An explainer resource on the IRS website that links to other documents or forms on the IRS site would be an example of an internal link.

Around three-quarters of government webpages we sampled contained at least one on-page link. The typical (median) page contains 50 links, but many pages contain far more. A page in the 90th percentile contains 190 links, and a page in the 99th percentile (that is, the top 1% of pages by number of links) has 740 links.

Other facts about government webpage links:

  • The vast majority go to secure HTTP pages (and have a URL starting with “https://”).
  • 6% go to a static file, like a PDF document.
  • 16% now redirect to a different URL than the one they originally pointed to.

When we followed these links, we found that 6% point to pages that are no longer accessible. Similar shares of internal and external links are no longer functional.

Overall, 21% of all the government webpages we examined contained at least one broken link. Across every level of government we looked at, there were broken links on at least 14% of pages; city government pages had the highest rates of broken links.

For this analysis, we sampled 500,000 pages from 2,063 websites classified as “News/Information” by the audience metrics firm comScore. The pages were collected from the Common Crawl March/April 2023 snapshot of the internet.

Across the news sites sampled, this collection contained more than 14 million links pointing to an outside website. 1 Some 94% of these pages contain at least one external-facing link. The median page contains 20 links, and pages in the top 10% by link count have 56 links.

Like government websites, the vast majority of these links go to secure HTTP pages (those with a URL beginning with “https://”). Around 12% of links on these news sites point to a static file, like a PDF document. And 32% of links on news sites redirected to a different URL than the one they originally pointed to – slightly less than the 39% of external links on government sites that redirect.

When we tracked these links to their destination, we found that 5% of all links on news site pages are no longer accessible. And 23% of all the pages we sampled contained at least one broken link.

Broken links are about as prevalent on the most-trafficked news websites as they are on the least-trafficked sites. Some 25% of pages on news websites in the top 20% by site traffic have at least one broken link. That is nearly identical to the 26% of sites in the bottom 20% by site traffic.

For this analysis, we collected a random sample of 50,000 English-language Wikipedia pages and examined the links in their “References” section. The vast majority of these pages (82%) contain at least one reference link – that is, one that directs the reader to a webpage other than Wikipedia itself.

In total, there are just over 1 million reference links across all the pages we collected. The typical page has four reference links.

The analysis indicates that 11% of all references linked on Wikipedia are no longer accessible. On about 2% of source pages containing reference links, every link on the page was broken or otherwise inaccessible, while another 53% of pages contained at least one broken link.

For this analysis, we collected nearly 5 million tweets posted from March 8 to April 27, 2023, on the social media platform X, which at the time was known as Twitter. We did this using Twitter’s Streaming API, collecting 3,000 public tweets every 30 minutes in real time. This provided us with a representative sample of all tweets posted on the platform during that period. We monitored those tweets until June 15, 2023, and checked each day to see if they were still available on the site or not.

At the end of the observation period, we found that 18% of the tweets from our initial collection window were no longer publicly visible on the site . In a majority of cases, this was because the account that originally posted the tweet was made private, suspended or deleted entirely. For the remaining tweets, the account that posted the tweet was still visible on the site, but the individual tweet had been deleted.

Which tweets tend to disappear?

Tweets were especially likely to be deleted or removed over the course of our collection period if they were:

  • Written in certain languages. Nearly half of all the Turkish-language tweets we collected – and a slightly smaller share of those written in Arabic – were no longer available at the end of the tracking period.
  • Posted by accounts using the site’s default profile settings. More than half of tweets from accounts using the default profile image were no longer available at the end of the tracking period, as were more than a third from accounts with a default bio field. Tweets from these accounts tend to disappear because the entire account has been deleted or made private, as opposed to the individual tweet being deleted.
  • Posted by unverified accounts.

We also found that removed or deleted tweets tended to come from newer accounts with relatively few followers and modest activityon the site. On average, tweets that were no longer visible on the site were posted by accounts around eight months younger than those whose tweets stayed on the site.

And when we analyzed the types of tweets that were no longer available, we found that retweets, quote tweets and original tweets did not differ much from the overall average. But replies were relatively unlikely to be removed – just 12% of replies were inaccessible at the end of our monitoring period.

Most tweets that are removed from the site tend to disappear soon after being posted. In addition to looking at how many tweets from our collection were still available at the end of our tracking period, we conducted a survival analysis to see how long these tweets tended to remain available. We found that:

  • 1% of tweets are removed within one hour
  • 3% within a day
  • 10% within a week
  • 15% within a month

Put another way: Half of tweets that are eventually removed from the platform are unavailable within the first six days of being posted. And 90% of these tweets are unavailable within 46 days.

Tweets don’t always disappear forever, though. Some 6% of the tweets we collected disappeared and then became available again at a later point. This could be due to an account going private and then returning to public status, or to the account being suspended and later reinstated. Of those “reappeared” tweets, the vast majority (90%) were still accessible on Twitter at the end of the monitoring period.

Researchers have mapped a tiny piece of the human brain in astonishing detail. The resulting cell atlas, which was described today in Science 1 and is available online , reveals new patterns of connections between brain cells called neurons, as well as cells that wrap around themselves to form knots, and pairs of neurons that are almost mirror images of each other.

Boosting access to essential health services

Building a better healthcare system

The Government is investing $2.8 billion to continue its commitment to strengthen Medicare. This includes the $1.2 billion package to address pressures facing the health system, which provides:

  • $882.2 million to support older Australians avoid hospital admission, be discharged from hospital earlier and improve their transition out of hospital to other appropriate care.
  • $227 million to deliver a further 29 Medicare Urgent Care Clinics and boost support for regional and remote clinics. This will increase the total number of clinics across Australia to 87. Since commencing last year, existing clinics have already provided almost 400,000 bulk‑billed visits.
  • $90 million to address health workforce shortages by making it simpler and quicker for international health practitioners to work in Australia.

Rohan’s daughter Zoya has been  off school with a runny nose and a cough. By 6pm, she is lethargic and has a fever.

Rohan is concerned because his regular GP is now closed. Instead of waiting for hours at the emergency department, he takes Zoya to a Medicare Urgent Care Clinic, without having to make an appointment. 

During the bulk billed visit, Zoya is diagnosed with an infection by the doctor and prescribed appropriate medication. Rohan and Zoya leave within an hour of arrival. Zoya makes a full recovery.

Improving health outcomes

Almost half of Australians live with a chronic condition. This Budget will provide $141.1 million for research and services for people living with chronic conditions, including bowel and skin cancer, diabetes and dementia.

To improve health outcomes, the Government is providing:

  • Support for Australians to enjoy healthier, more active lives by investing $132.7 million in sport participation and performance programs.
  • $825.7 million to ensure Australians can continue to access testing for and vaccinations against COVID‑19. The Government is also ensuring continued access to oral antiviral medicines on the Pharmaceutical Benefits Scheme.
  • $41.6 million over two years to continue funding for alcohol and other drug treatment and support services, including the Good Sports alcohol management program for community sporting clubs.

The Government is allocating an additional $411.6 million (for a total $1.6 billion over 13 years) through the Medical Research Future Fund to continue existing research and introduce two new research missions for low‑survival cancers and reducing health inequities.

Improving access to medicines

The Government is investing $3.4 billion for new and amended listings to the Pharmaceutical Benefits Scheme, which means eligible patients can save on treatment costs.

By expanding the Closing the Gap Pharmaceutical Benefits Scheme Co‑payment Program, eligible First Nations patients will have free or cheaper access to all Pharmaceutical Benefits Scheme medicines.

Australians will benefit from $141.1 million to support and expand the National Immunisation Program.

Mental health support

The Government’s $888.1 million mental health package over eight years will help people get the care they need, while relieving pressure on the Better Access initiative and making it easier to access services.

A free, low‑intensity digital service will be established to address the gap for people with mild mental health concerns. From 1 January 2026, Australians will be able to access the service without a referral and receive timely, high‑quality mental health support. Once fully established, 150,000 people are expected to make use of this service each year.

The Government is improving access to free mental health services through a network of walk‑in Medicare Mental Health Centres, built on the established Head to Health network. The upgraded national network of 61 Medicare Mental Health Centres will open by 30 June 2026. They will provide clinical services for adults with moderate‑to‑severe mental health needs.

For Australians with complex mental health needs, funding will be provided for Primary Health Networks to partner with GPs to deliver multidisciplinary, wraparound support services and care coordination.

Improving the aged care system

Providing quality care

The Budget provides $2.2 billion to deliver aged care reforms and continue implementing recommendations from the Royal Commission into Aged Care Quality and Safety.

The new Aged Care Act will put the rights and needs of older people at the centre of the aged care system. The new Act will provide the framework for fundamental change within the aged care sector.

More Home Care Packages

The Government is investing $531.4 million to release an additional 24,100 Home Care Packages in 2024–25. This will help reduce average wait times and enable people to age at home if they prefer to do so.

Improving aged care regulation

Funding of $110.9 million over four years will support an increase in the Aged Care Quality and Safety Commission’s regulatory capabilities.

The Government is investing $1.2 billion in critical digital systems to support the introduction of the new Aged Care Act and contemporary IT systems.

The My Aged Care Contact Centre will receive $37 million to reduce call‑waiting times for people seeking information and access to aged care.

Higher wages for aged care workers

The Government has committed to fund the Fair Work Commission decision to increase the award wage for direct and indirect aged care workers once the final determination is made. This will build on the $11.3 billion already allocated to support the interim 15 per cent wage increase for aged care workers.

The Government is providing $87.2 million for workforce initiatives to attract nurses and other workers into aged care.

Reforming the disability sector

Better and more sustainable services

Getting the National Disability Insurance Scheme (NDIS) back on track

A further $468.7 million is being provided to support people with disability and get the NDIS back on track. This includes:

  • $214 million over two years to fight fraud and to co‑design NDIS reforms with people with disability, announced earlier this year
  • $160.7 million to upgrade the NDIS Quality and Safeguards Commission’s information technology
  • $45.5 million to establish a NDIS Evidence Advisory Committee
  • $20 million to start consultation and design on reforms to help NDIS participants and people with disability navigate services.

This builds on $732.9 million provided in the 2023–24 Budget.

In December 2023, National Cabinet agreed to work together to improve the experience of participants and restore the original intent of the Scheme to support people with permanent and significant disability, within a broader ecosystem of supports. This builds on an earlier decision by National Cabinet to ensure Scheme sustainability and achieve an 8 per cent growth target by 1 July 2026, with further moderation as the NDIS matures.

Improving employment for people with disability

A $227.6 million investment will support a new specialised disability employment program to replace the existing Disability Employment Services program by 1 July 2025. This includes a modern digital platform for providers and participants. These reforms will support more people with disability into sustainable work, through a program with greater flexibility, increased individual supports, and better service quality. Eligibility will be expanded to include volunteers outside the income support system and those with less than eight hours per week work capacity.

Delivering essential services

Investing in reliability and security

Strengthening resourcing for Services Australia

The Government is delivering safer and more efficient government services for all Australians.

A $1.8 billion provision will support delivery of customer and payment services. This includes funding for frontline and service delivery staff to manage claims, respond to natural disasters and improve the cyber security environment. The Government is providing $314.1 million over two years to strengthen safety and security at Services Australia centres.

The Government is investing $580.3 million over four years and $139.6 million per year ongoing to sustain the myGov platform and identify potential enhancements. A further $50 million will improve usability, safety and security of the myGov platform and ensure Services Australia can support people to protect their information and privacy.

Strengthening the Australian Taxation Office (ATO) against fraud

There will be $187.4 million to better protect taxpayer data and Commonwealth revenue against fraudulent attacks on the tax and superannuation systems. Funding will upgrade the ATO’s information and communications technologies and increase fraud prevention capabilities to manage increasing risk, prevent revenue loss, and support victims of fraud and cyber crime.

Looking after our veterans

Veterans’ claims processing is prioritised with an additional $186 million for staffing resources and $8.4 million to improve case management and protect against cyber risk. The Government will provide $222 million to harmonise veterans’ compensation and rehabilitation legislation.

A further $48.4 million will be available for Veterans’ Home Care and Community Nursing programs and $10.2 million to provide access to funded medical treatment for ill and injured veterans while their claims for liability are processed.
