An Integrated Cybersecurity Risk Management (I-CSRM) Framework for Critical Infrastructure Protection

Risk management plays a vital role in tackling cyber threats within the Cyber-Physical System (CPS) for overall system resilience. It enables identifying critical assets, vulnerabilities, and threats and determining suitable proactive control measures to tackle the risks. However, due to the increased complexity of the CPS, cyber-attacks nowadays are more sophisticated and less predictable, which makes risk management task more challenging. This research aims for an effective Cyber Security Risk Management (CSRM) practice using assets criticality, predication of risk types and evaluating the effectiveness of existing controls. We follow a number of techniques for the proposed unified approach including fuzzy set theory for the asset criticality, machine learning classifiers for the risk predication and Comprehensive Assessment Model (CAM) for evaluating the effectiveness of the existing controls.
The proposed approach considers relevant CSRM concepts such as threat actor attack pattern, Tactic, Technique and Procedure (TTP), controls and assets and maps these concepts with the VERIS community dataset (VCDB) features for the purpose of risk predication. Also, the tool serves as an additional component of the proposed framework that enables asset criticality, risk and control effectiveness calculation for a continuous risk assessment. Lastly, the thesis employs a case study to validate the proposed i-CSRM framework and i-CSRMT in terms of applicability. Stakeholder feedback is collected and evaluated using critical criteria such as ease of use, relevance, and usability. The analysis results illustrate the validity and acceptability of both the framework and tool for an effective risk management practice within a real-world environment.
The experimental results reveal that using the fuzzy set theory in assessing assets' criticality, supports stakeholder for an effective risk management practice. Furthermore, the results have demonstrated the machine learning classifiers’ have shown exemplary performance in predicting different risk types including denial of service, cyber espionage, and Crimeware. An accurate prediction can help organisations model uncertainty with machine learning classifiers, detect frequent cyber-attacks, affected assets, risk types, and employ the necessary corrective actions for its mitigations.
Lastly, to evaluate the effectiveness of the existing controls, the CAM approach is used, and the result shows that some controls such as network intrusion, authentication, and anti-virus show high efficacy in controlling or reducing risks. Evaluating control effectiveness helps organisations to know how effective the controls are in reducing or preventing any form of risk before an attack occurs. Also, organisations can implement new controls earlier. The main advantage of using the CAM approach is that the parameters used are objective, consistent and applicable to CPS.

The new Basel regulatory initiatives and a burgeoning risk management literature signify the rise of enterprise risk management (ERM) in the financial services sector. However, very little is known of the roles that risk management plays in organizations and how it obtains organizational significance. This study, utilising case study material from seventy-five in-depth interviews with senior managers at two large banking groups, is a first step in exploring ERM in action. Apart from the field material, the study draws on the normative- practitioner literature of risk management, as well as on a long strand of organisationally grounded studies of management control. ERM appears to be an assembly of four risk management ideal types (Risk Silo Management, Integrated Risk Management, Risk and Value Management, Strategic Risk Management), all of which aspire to be 'enterprise-wide', and together constituting the 'risk management mix' in a given organisation. Three distinct types of risk managers emerged in both organisations, displaying characteristic aspirations and alliances (risk silo specialists, risk capital specialists, senior risk officers). The case study analysis compared and contrasted the observed two ERM assemblies, and emphasised the alternative patterns of organizational significance displayed by the risk management functions. Under the first model (value-based ERM) risk management was integral to the formal planning and performance measurement process, while remained neutral in the discussions of discretionary strategic decisions. Under the second model (strategic ERM) risk management was incidental to formal planning and control, however, senior risk officers exercised agenda-setting power to influence the discussion of key strategic uncertainties. The study explains the observations in terms of firm-specific factors and institutional pressures. The politics of risk control and the presence of different calculative cultures in the organisations were tampered by contemporary corporate governance imperatives, such as the shareholder-value drive and the risk-based internal control imperative.

The Risk Management and Insurance PhD program is designed to give students an understanding of both theoretical and applied aspects of insurance and risk management.

Degree Program Summary:

The Ph.D. program in risk management and insurance is designed to prepare students for teaching and research at universities and colleges and for positions in government and business. The program is individualized to allow for specializing in various areas within the field of risk management and insurance. By supplementing courses with other programs in the Terry College of Business Administration, the student has choices in the direction and concentration of his or her desired specialty. For example, graduate students can combine their insurance program with law, economics, quantitative methods, finance, management, marketing, or accounting. This flexibility gives the student a wide degree of latitude in choosing a program that corresponds with a specific career path.

Student enrolling in the PhD Program in Business Administration select a major field of study from one of the following business areas: Accounting, Finance, Management, Management Information Systems, Marketing, Real Estate, and Risk Management & Insurance. Students are also required to select a minor field and obtain a competency in research methodology. The minor field and research methodology courses may be chosen from inside or outside the Terry College of Business. The research apprenticeship, composed of 3 hours of coursework, is also taken under the guidance of a major professor and involves research-oriented activities that help the student develop skills needed to undertake a dissertation.

Following the completion of the coursework, comprehensive preliminary examinations, both written and oral, are required. These examinations are administered by the graduate faculty in each area of the student’s program of study. The written exam tends to focus on the student’s knowledge of the major field and research methods. The oral examination assesses the integration of the technical competencies in the foundation, the major and minor fields, and the research methodology. A dissertation completes the program. The PhD Dissertation Advisory committee works with the student on all aspects of the dissertation study.
