  • What services you sell: Describe the services you provide and how these will help your target audience.
  • What products you sell: Describe your products (and types if applicable) and how they will solve a need for your target and provide value.
  • How much you charge: If you’re selling services, will you charge hourly, per project, retainer, or a mixture of all of these? If you’re selling products, what are the price ranges?

4. Market Analysis

Your market analysis essentially explains how your products and services address customer concerns and pain points. This section will include research and data on the state and direction of your industry and target market.

This research should reveal lucrative opportunities and how your business is uniquely positioned to seize the advantage. You’ll also want to touch on your marketing strategy and how it will (or does) work for your audience.

Include a detailed analysis of your target customers. This describes the people you serve and sell your product to. Be careful not to go too broad here—you don’t want to fall into the common entrepreneurial trap of trying to sell to everyone and thereby not differentiating yourself enough to survive the competition.

The market analysis section will include your unique value proposition. Your unique value proposition (UVP) is the thing that makes you stand out from your competitors. This is your key to success.

If you don’t have a UVP, you don’t have a way to take on competitors who are already in this space. Here’s an example of an ecommerce internet business plan outlining their competitive edge:

5. Competitive Analysis

Your competitive analysis examines the strengths and weaknesses of competing businesses in your market or industry. This will include direct and indirect competitors. It can also include threats and opportunities, like economic concerns or legal restraints.

The best way to sum up this section is with a classic SWOT analysis. This will explain your company’s position in relation to your competitors.

6. Financial Strategy

Your financial strategy will sum up your revenue, expenses, profit (or loss), and financial plan for the future. It’ll explain how you make money, where your cash flow goes, and how you’ll become profitable or stay profitable.

This is one of the most important sections for lenders and investors. Have you ever watched Shark Tank? They always ask about the company’s financial situation. How has it performed in the past? What’s the ongoing outlook moving forward? How does the business plan to make it happen?

Answer all of these questions in your financial strategy so that your audience doesn’t have to ask. Go ahead and include forecasts and graphs in your plan, too:

  • Balance sheet: This includes your assets, liabilities, and equity.
  • Profit & Loss (P&L) statement: This details your income and expenses over a given period.
  • Cash flow statement: Similar to the P&L, this one will show all cash flowing into and out of the business each month.

It takes cash to change the world—lenders and investors get it. If you’re short on funding, explain how much money you’ll need and how you’ll use the capital. Where are you looking for financing? Are you looking to take out a business loan, or would you rather trade equity for capital instead?

What is a business plan?

A business plan is a strategic document that outlines a company's goals, strategies for achieving them, and the time frame for their achievement. Often, financial institutions and investors need to see a business plan before funding any project. Even if you don’t plan to seek outside funding, a well-crafted plan becomes the guidance for your business as it scales.

Few things are more intimidating than a blank page. Starting your business plan with a structured outline and key elements for what you’ll include in each section is the best first step you can take.

Since an outline is such an important step in the process of writing a business plan, we’ve put together a high-level overview to get you started (and avoid the terror of facing a blank page).

Once you have your business plan template in place, it’s time to fill it in. We’ve broken it down by section to help you build your plan step by step.

1. Draft an executive summary.

A good executive summary is one of the most crucial sections of your plan—it’s also the last section you should write.

The executive summary distills everything that follows and gives time-crunched reviewers (e.g., potential investors and lenders) a high-level overview of your business that persuades them to read further.

Again, it’s a summary, so highlight the key points you’ve uncovered while writing your plan. If you’re writing for your own planning purposes, you can skip the summary altogether—although you might want to give it a try anyway, just for practice.

An executive summary shouldn’t exceed one page. Admittedly, that space constraint can make squeezing in all of the salient information a bit stressful—but it’s not impossible. Your business plan’s executive summary should include:

  • Business concept. What does your business do?
  • Business goals and vision. What does your business want to do?
  • Product description and differentiation. What do you sell, and why is it different?
  • Target market. Who do you sell to?
  • Marketing strategy. How do you plan on reaching your customers?
  • Current financial state. What do you currently earn in revenue?
  • Projected financial state. What do you foresee earning in revenue?
  • The ask. How much money are you asking for?
  • The team. Who’s involved in the business?

2. Write a company description.

This section of your business plan should answer two fundamental questions: who are you, and what do you plan to do? 

Answering these questions with a company description provides an introduction to why you’re in business, why you’re different, what you have going for you, and why you’re a good investment.

Clarifying these details is still a useful exercise, even if you’re the only person who’s going to see them. It’s an opportunity to put to paper some of the more intangible facets of your business, like your principles, ideals, and cultural philosophies.

Here are some of the components you should include in your company description:

  • Your business structure (Are you a sole proprietorship, general partnership, limited partnership, or incorporated company?)
  • Your business model
  • Your industry
  • Your business’s vision, mission, and value proposition
  • Background information on your business or its history
  • Business objectives, both short and long term
  • Your team, including key personnel and their salaries

Brand values and goals

To define your brand values , think about all the people your company is accountable to, including owners, employees, suppliers, customers, and investors. Now consider how you’d like to conduct business with each of them. As you make a list, your core values should start to emerge.

Your company description should also include both short- and long-term goals. Short-term goals, generally, should be achievable within the next year, while one to five years is a good window for long-term goals. Make sure your goal setting includes SMART goals : specific, measurable, attainable, realistic, and time-bound.

Vision and mission statements

Once you know your values, you can write a mission statement . Your statement should explain, in a convincing manner, why your business exists, and should be no longer than a single sentence.

Next, craft your vision statement : What impact do you envision your business having on the world once you’ve achieved your vision? Phrase this impact as an assertion—begin the statement with “We will” and you’ll be off to a great start. Your vision statement, unlike your mission statement, can be longer than a single sentence, but try to keep it to three at most. The best vision statements are concise.

3. Perform a market analysis.

No matter what type of business you start, it’s no exaggeration to say your market can make or break it. Choose the right market for your products—one with plenty of customers who understand and need your product—and you’ll have a head start on success. If you choose the wrong market, or the right market at the wrong time, you may find yourself struggling for each sale.

How big is your potential market?

The potential market is an estimate of how many people need your product. While it’s exciting to imagine sky-high sales figures, you’ll want to use as much relevant independent data as possible to validate your estimated potential market.

Since this can be a daunting process, here are some general tips to help you begin your research:

  • Understand your ideal customer profile. Look for government data about the size of your target market , learn where they live, what social channels they use, and their shopping habits.
  • Research relevant industry trends and trajectory. Explore consumer trends and product trends in your industry by looking at Google Trends, trade publications, and influencers in the space.
  • Make informed guesses. You’ll never have perfect, complete information about your total addressable market. Your goal is to base your estimates on as many verifiable data points as necessary.

Some sources to consult for market data include government statistics offices, industry associations, academic research, and respected news outlets covering your industry.

SWOT analysis

A SWOT analysis looks at your strengths, weaknesses, opportunities, and threats. What are the best things about your company? What are you not so good at? What market or industry shifts can you take advantage of and turn into opportunities? Are there external factors threatening your ability to succeed?

SWOT is often depicted in a grid or visual way. With this visual presentation, your reader can quickly see the factors that may impact your business and determine your competitive advantage in the market.

Competitive analysis

There are three overarching factors you can use to differentiate your business in the face of competition:

  • Cost leadership. You have the capacity to maximize profits by offering lower prices than the majority of your competitors. Examples include companies like Mejuri and Endy .
  • Differentiation. Your product or service offers something distinct from the current cost leaders in your industry and banks on standing out based on your uniqueness. Think of companies like Knix and QALO .
  • Segmentation. You focus on a very specific, or niche, target market, and aim to build traction with a smaller audience before moving on to a broader market. Companies like TomboyX and Heyday Footwear are great examples of this strategy.

To understand which is the best fit, you’ll need to understand your business as well as the competitive landscape.

You’ll always have competition in the market, even with an innovative product, so it’s important to include a competitive overview in your business plan. If you’re entering an established market, include a list of a few companies you consider direct competitors and explain how you plan to differentiate your products and business from theirs.

For example, if you’re selling jewelry , your competitive differentiation could be that, unlike many high-end competitors, you donate a percentage of your profits to a notable charity or pass savings on to your customers.

If you’re entering a market where you can’t easily identify direct competitors, consider your indirect competitors—companies offering products that are substitutes for yours. For example, if you’re selling an innovative new piece of kitchen equipment, it’s too easy to say that because your product is new, you have no competition. Consider what your potential customers are doing to solve the same problems.

4. Outline the management and organization.

If you have a management team, use an organizational chart to show your company’s internal structure, including the roles, responsibilities, and relationships between people in your chart. Communicate how each person will contribute to the success of your startup.

5. List your products and services.

Your products or services will feature prominently in most areas of your business plan, but it’s important to provide a section that outlines key details about them for interested readers.

If you sell many items, you can include more general information on each of your product lines. If you only sell a few, provide additional information on each. For example, bag shop BAGGU sells a large selection of different types of bags, in addition to home goods and other accessories. Its business plan would list out those categories and key details about the products within each.

Describe new products you’ll launch in the near future and any intellectual property you own. Express how they’ll improve profitability. It’s also important to note where products are coming from—handmade crafts are sourced differently than trending products for a dropshipping business, for instance.

6. Perform customer segmentation.

To give a holistic overview of your ideal customer, describe a number of general and specific demographic characteristics. Customer segmentation often includes:

  • Where they live.
  • Their age range.
  • Their level of education.
  • Some common behavior patterns.
  • How they spend their free time.

  • How much they earn.
  • Where they’re commonly employed.
  • Their values, beliefs, or opinions.

This information will vary based on what you’re selling, but you should be specific enough that it’s unquestionably clear who you’re trying to reach—and more importantly, why you’ve made the choices you have based on who your customers are and what they value.

For example, a college student has different interests, shopping habits, and pricing sensitivity than a 50-year-old executive at a Fortune 500 company. Your business plan and decisions would look very different based on which one was your ideal customer.

Most marketing plans include information on four key subjects. How much detail you present on each will depend on both your business and your plan’s audience.

  • Price:  How much do your products cost, and why have you made that decision?
  • Product:  What are you selling and how do you differentiate it in the market?
  • Promotion:  How will you get your products in front of your ideal customer?
  • Place:  Where will you sell your products? On what channels and in which markets?

Promotion may be the bulk of your plan since you can more readily dive into tactical details, but the other three areas should be covered at least briefly—each is an important strategic lever in your marketing mix.

8. Provide a logistics and operations plan.

Logistics and operations are the workflows you’ll implement to make your business idea a reality. If you’re writing a business plan for your own planning purposes, this is still an important section to consider, even though you might not need to include the same level of detail as if you were seeking investment.

Cover all parts of your planned operations, including:

  • Suppliers . Where do you get the raw materials you need for production, or where are your products produced?
  • Production . Will you make, manufacture, wholesale , or dropship your products? How long does it take to produce your products and get them shipped to you? How will you handle a busy season or an unexpected spike in demand?
  • Facilities . Where will you and any team members work? Do you plan to have a physical retail space? If yes, where?
  • Equipment . What tools and technology do you require to be up and running? This includes everything from computers to lightbulbs and everything in between.
  • Shipping and fulfillment. Will you be handling all the fulfillment tasks in-house, or will you use a third-party fulfillment partner?
  • Inventory . How much will you keep on hand, and where will it be stored? How will you ship it to partners if required, and how will you approach inventory management ?

This section should signal to your reader that you’ve got a solid understanding of your supply chain and strong contingency plans in place to cover potential uncertainty. If your reader is you, it should give you a basis to make other important decisions, like how to price your products to cover your estimated costs, and at what point you plan to break even on your initial spending.

9. Make a financial plan.

The level of detail required in your financial plan will depend on your audience and goals, but typically you’ll want to include three major views of your financials: an income statement, a balance sheet, and a cash-flow statement. It also may be appropriate to include financial data and projections.

Let’s review the types of financial statements you’ll need.

Income statements

Your income statement is designed to give readers a look at your revenue sources and expenses over a given time period. With those two pieces of information, they can see the all-important bottom line or the profit or loss your business experienced during that time. If you haven’t launched your business yet, you can project future milestones of the same information.

Balance sheets

Your balance sheet offers a look at how much equity you have in your business. On one side, you list all your business assets (what you own), and on the other side, all your liabilities (what you owe). This provides a snapshot of your business’s shareholder equity, which is calculated as:

Cash flow statements

Your cash flow statement is similar to your income statement, with one important difference: it takes into account when revenues are collected and when expenses are paid.

When the cash you have coming in is greater than the cash you have going out, your cash flow is positive. When the opposite scenario is true, your cash flow is negative. Ideally, your cash flow statement will help you see when cash is low, when you might have a surplus, and where you might need to have a contingency plan to access funding to keep your business solvent .

It can be especially helpful to forecast your cash-flow statement to identify gaps or negative cash flow and adjust operations as required.

Investors rely on business plans to evaluate the feasibility of a business before funding it, which is why business plans are commonly associated with getting a loan.

Business plan types

Business plan types can span from one page to multiple pages with detailed graphs and reports. There’s no one way to create a business plan. The goal is to convey the most important information about your company for readers.

Common business plans we see include, but are not limited to, the following types:

Traditional business plans

These are the most common business plans. Traditional business plans take longer to write and can be dozens of pages long. Venture capitalist firms and lenders ask for this plan. Traditional business plans may not be necessary if you don’t plan to seek outside funding. That’s where the next type comes in.

Lean business plans

A lean business plan is a shorter version of a traditional business plan. It follows the same format, but only includes the most important information. Businesses use lean business plans to onboard new hires or modify existing plans for a specific target market.

Nonprofit business plans

A nonprofit business plan is for any entity that operates for public or social benefit. It covers everything you’ll find in a traditional business plan, plus a section describing the impact the company plans to make. For example, a speaker and headphone brand that aims to help people with hearing disabilities. Donors often request this plan.

7 tips for creating a small business plan

There are a few best practices when it comes to writing a business plan. While your plan will be unique to your business and goals, keep these tips in mind as you write.

1. Know your audience.

When you know who will be reading your plan—even if you’re just writing it for yourself to clarify your ideas—you can tailor the language and level of detail to them.   • What is a business proposal?

A business proposal is a document you’d send to a prospective client, outlining the service you’re offering, and explaining why you’re the best person for the job. 

It’s a  pitch by a business or individual  to complete a specific job or project, to supply a service, or, in some instances, to be the vendor of a certain product.

What are the different types of business proposals?

A business proposal can be either solicited or unsolicited. With a solicited proposal, the prospective client will put out a request for proposals; with an unsolicited business proposal, you are approaching a client in hopes of attracting their business, even though they did not explicitly request a proposal.  

While both are commonplace, a solicited proposal is an easier sell, as your prospective client has already decided that they want to make a purchase or use a service, and they’re evaluating possible vendors or businesses.

With a solicited proposal, your prospective client might have issued an RFP, or “request for proposal.” This is exactly what it sounds like—they want you to send over a business proposal so they can take a look at it.

  • Differences between a business proposal and a business plan

A business proposal is not the same as a  business plan . This is the most common misconception, but while there are areas of overlap (like your  executive summary ) the two are different.

That being said, you can certainly pull information from your business plan while writing your business proposal—in fact, that’s a great way to start.

But don’t confuse the two; they are distinct and separate. In short, a business plan represents the cohesive strategy of how your business operates and makes money. A business proposal is an official pitch to clients selling your products or services. 

A business proposal outlines a particular product or service offered by an established business to a prospective client.

You’re trying to sell your prospective client on your product or service, not on your business itself. You’re not after funding, as you are with a business plan, you’re trying to make a sale.

A business proposal is also not an estimate; although you’ll likely touch on costs and pricing in your business proposal, an estimate is much more informal and just a quick look at the costs, not the whole picture.

  • What goes into a business proposal?

Your business proposal should address the three Ps:

  • Problem statement: What your customer’s current problem is
  • Proposed solution: How your business solves that problem better than other solutions
  • Pricing: How much that solution costs compared to alternatives

If you’re stuck on how to start, maybe try brainstorming first; start with these three points, and you’ll have a rough, bare-bones version of your business proposal.

Once you’ve done that if you’re ready to go more in-depth, here is a step-by-step look at how to format your business proposal.

Your business proposal should start with a title page, which should include your name, the name of your company, the name of the person to whom you’re submitting your proposal, and the date submitted.

Depending on how long your business proposal is, a table of contents is a nice touch. Include it after your title page, and before you launch into any details. If you’re delivering it as a PDF, including anchor links down to each section, so it’s easy to get to specific areas. 

Executive summary

Introduce your proposal with a great executive summary, one that really sells your business and the products or services you provide—it’s about why you’re the right company for the job. You can draw from your business plan’s executive summary here, too.

Statement of problem, issue, or job at hand

Following your executive summary, go on to discuss the problem that the client is currently facing. Think of “problem” or “issue” loosely; after all, their main problem may just be finding the right person to complete their project. But be sure you understand why they want the product or service they’re seeking. If the proposal is for developing a brand new website, make sure you understand what they want to get out of the site—better sales, more content management flexibility. 

This is the place to show your new client that you  understand their needs , and fully grasp the issue they are trying to solve. Take this opportunity to restate the issue they are facing in your own words so that they know you understand what they are looking for.

Approach and methodology

This section shows how you plan to tackle your potential client’s problem, and the steps you’ll take to carry out your plan.

This is where you’ll get into the nitty-gritty of how you actually plan to fulfill your client’s needs. While earlier sections might have been a bit surface-level, this section of the business proposal is where you’ll go into detail about what steps you’ll take to solve their problem.

Be careful of going into  too  much detail, though—keep the jargon to a minimum. Your client should be able to follow along and get a clear sense of your plan, but you don’t want to drown them in minutiae.

Qualifications

Go ahead, brag a little—this is the section of your business proposal where you get to convince your potential client why you are the most qualified person to take on the job.

You can mention any relevant education, industry-specific training, or certifications you have, your past successful projects of a similar nature, years of experience, and so on.

Schedule and benchmarks

Be clear with your potential client: How long will your proposed project take?

Making sure you and your prospective client are on the same page from the outset will help make sure that the relationship stays positive for both of you, and that you don’t set your client up with unrealistic expectations.

While you might be tempted to underestimate how long it will take you to complete the project, don’t. Don’t promise what you can’t deliver!

If you’re offering a product, this section might not be applicable to you, so feel free to omit it. The business proposal format is flexible, so tailor it to suit your business and industry.

Cost, payment, and any legal matters

Here is where you get down to brass tacks and state the cost, and payment schedule if necessary.

How you structure this section will largely depend on the particular project or service you are offering. A section entitled “Fee Summary” may be sufficient if one-time payment is required; otherwise, a “Fee Schedule” list or pricing table might be more appropriate. Always refer back to the client’s RFP whenever possible, to make sure you’re supplying them with all the information they need to help make their decision.

If there are any legal issues to attend to, such as permits or licensing, include this information here. Feel free to add a section entirely devoted to handling the legal side of the project if need be.

This is your final sell—don’t be afraid to detail for your prospective client all they have to gain by choosing you to complete the project.

Impress upon your clients why you are the best choice, and all the ways in which their business will benefit from choosing you and your business as their solution.

  • How long should a business proposal be?

When it comes to the format of a business proposal, this is the million-dollar question without an answer. Remember in school, when you’d ask your teacher how long an essay should be, and they’d reply, “as long as it takes to answer the question.”

The same applies to your business proposal. It ultimately depends on your industry, the scope of the project, and the client’s specifications in terms of detail and elements included.

That being said, the tighter your initial proposal can be and the more directly you can make your point, the easier it will be to pitch it to clients. Start by following the business proposal format above as a guide, and you’ll be well on your way to creating a winning business proposal—and securing new clients.

Next up is your company description. This should contain basic information like:

Your business’s registered name.

Address of your business location .

Names of key people in the business. Make sure to highlight unique skills or technical expertise among members of your team.

Your company description should also define your business structure — such as a sole proprietorship, partnership or corporation — and include the percent ownership that each owner has and the extent of each owner’s involvement in the company.

Lastly, write a little about the history of your company and the nature of your business now. This prepares the reader to learn about your goals in the next section.

The third part of a business plan is an objective statement. This section spells out what you’d like to accomplish, both in the near term and over the coming years.

If you’re a startup, you may not have much information on your business financials yet. However, if you’re an existing business, you’ll want to include income or profit-and-loss statements, a balance sheet that lists your assets and debts, and a cash flow statement that shows how cash comes into and goes out of the company.

3. Approach or solution

In this section, you write about your process and why you approach things the way you do. For example, a Facebook marketing agency might say that they believe that creative work is essential to advertising success, and that’s why they devote 90% of their time to developing videos, images, and copy.

Some companies will craft a custom approach section for each client, while others will re-use the section again and again. It all comes down to the number of services you offer and how much or how little you customize your work.

4. About the company

This is your chance to brag. In your company bio, be sure to mention all of the important things that set your company apart. That might include your management style, the talent you have on your team, your average client retention rate or contract length, and any accolades.

5. Deliverables

Use the deliverables section to summarize exactly what the client will receive from the engagement.

A TikTok ads management firm might include 15 ad creatives per month in their deliverables, for example. While an accounting firm might list the reports that will be sent weekly or monthly, along with the bookkeeping service.

In a construction project, on the other hand, the company might showcase the different milestones that the project will hit, and when these milestones are expected to be completed.

In this proposal , the Deliverables section is titled “Scope of Services,” and it includes a list of all of the services that the prospective client will receive. Deliverables are mentioned within the scope, including a logo, brand colors, business cards, and brand guidelines.

6. Social proof or work samples

No matter what you sell, prospective clients will want to know that you have the right experience for the job.

Social proof can come in the form of written testimonials and case studies, video testimonials and case studies, portfolio photographs, G2 and Capterra badges, and rating averages from Google, Trustpilot, or other review sites.

But of course, asking your client what they need isn’t enough. You need to use your expertise to choose the best solution for them, even if it’s not what they want or expect.

Step 2. Kick off your proposal with a template

Once you’ve done your due diligence, the next step is to choose a proposal template so you’ll save time on both writing and designing.

You can use a template that matches your specific business or click around to find one with all the sections and a design style you like. Even if it’s not created for your specific industry, it’ll be easy to update the content to match your service or product.

Step 3. Write the evergreen messaging about your company

It’s always smart to tackle writing section by section. This way, you don’t get overwhelmed.

We recommend starting with the sections that are relevant to your business and that can be reused again and again. Your value propositions should guide the content.

The policy will be expensive – perhaps as much as $500 billion - and will do much less to facilitate home ownership than it could, because it does not address the most important reason why housing is expensive: high construction costs. Instead, the plan significantly subsidizes housing demand, which will put upward pressure on housing costs.

The Unpleasant Arithmetic Of Kamala Harris’s Housing Plan

One of the biggest demand subsidizers in the proposal is to provide $25,000 to first-time home buyers, perhaps in the form of a tax credit, though that has not been specified yet. Her proposal states this award will be available to “over 4 million” households. The “over” part of this proposal is what could make it so expensive, because “over” could be “way over.” Let’s take a look at some possibilities.

There are about 44 million US households who rent . The proposal’s eligibility requirements do not appear to be stringent: it requires that someone in the household works and that the household has not been delinquent on rent payments for two years. In 2020, as the economy was suffering from the pandemic, about 18 percent of renters were delinquent . Delinquency dropped to 11.5 percent last year .

You may think that the requirement of being a first-time homebuyer would limit eligibility, but it doesn’t. One reason is because the term “first-time homebuyer” does not mean “first time.” HUD classifies you as a first-time homebuyer if either you or your spouse has not been an owner of your principal residence for the last three years. This includes a married couple in which one person did not have their name on the deed of their home. It also includes people who own property but rent their principal residence. And the three-year requirement will not be an issue in any case, because only 1–2 percent of homeowners each year become renters . If Harris’s plan follows the HUD definition of a first-time homebuyer, then the $25,000 down payment assistance would appear to be accessible to nearly all renters, provided they have been current on their rent for the previous two years—or at least not be shown to be delinquent on a verifiable report or eviction action—and that someone in the household works.

Based on the information Harris provided, I expect about 20 million US renters would be eligible and apply for this program if Harris wins the presidency. This is based on the following set of assumptions: First, I assume that 95 percent of renters will find a way to qualify as a first-time homebuyer per the federal (HUD) definition. Second, I assume that 55 percent of that group of households will satisfy the work requirement and the non-delinquency requirement. This yields about 23 million households who would be eligible. Given that over 80 percent of renters express a preference for becoming a homeowner , I assume that 80 percent of this group would apply. The last assumption may be conservative, given the size of the downpayment subsidy. This calculation yields about 18.5 million current households who would be eligible and apply. Finally, I add 10 percent to account for growth in the number of households over time (5 percent growth over the four years of a hypothetical Harris presidency) and program fraud (5 percent, which is the average rate of fraud within federal programs) . This totals about 20 million households.

If the $25,000 down payment  were  to be awarded to all of these 20 million households, then this would cost about $500 billion. And it would include some households—possibly many—who would be able to purchase a home without taxpayer assistance. And it would include some households—possibly many—who probably shouldn’t have the responsibility of homeownership.

This also raises the question of what types of homes these households would be able to purchase. The answer is: extremely small or low-quality homes. The median household income of renters in 2022 (the last year for which data is available) is only about $42,000 .  Using a mortgage calculator and assuming a 30-year mortgage rate of 7 percent (and that the household pays 30 percent of their pre-tax income for their mortgage, property taxes, and insurance) yields a home value of about $146,000 for which a median-income renter could qualify for. This is far below the median US home price of about $412,000 .

Because renters tend to have low household incomes, Harris also proposes to give tax incentives to builders to construct “starter homes,” provided those new homes are sold to first-time homebuyers. The reason that “starter” (small) homes are in scarce supply is because it isn’t very profitable for builders to develop small homes. The main deficiency with the Harris plan is that it doesn’t address the most important issue facing home affordability: that home construction is very expensive.

An important reason why construction costs are high is because most homes are built the same way they usually have been: on site, by specialized construction workers. It makes little sense to try to put low-income households into new, traditionally built homes. But there is a better way: manufactured housing, which are homes built from start to finish within a factory, which are thus able to leverage the efficiencies of modern, mass-production technologies. Traditionally built homes are more than twice as expensive to build per square foot than manufactured homes. Moreover, manufactured-home technology is exceptionally efficient for small homes. With building costs of only about $82 per square foot , this technology can deliver a 1,000-square-foot “starter home” at a cost of about $100,000, which would be affordable for many renters, and without an expensive taxpayer subsidy.

Before 1974, manufactured homes accounted for about one in three single-family homes in the US . At that time, these homes were shipped to a property site, placed on a foundation, and connected to utilities. But beginning in 1974, Congress required manufactured homes to be permanently attached to a rolling trailer, which effectively turned them into mobile homes. And with an unsightly permanent trailer, these homes became regulated out of existence in nearly all neighborhoods outside of trailer parks and very rural areas. They now account for only about 10 percent of single-family homes.

Increasing the adoption of manufactured housing can be accomplished by eliminating the permanent trailer requirement, which serves no useful purpose. This could be a game changer for many low-income families and essentially is costless to do.

Harris also calls for $40 billion in taxpayer funding for an “innovation fund” to “empower local governments to fund local solutions to build housing.” I have concerns about this proposal, because what we have learned is that government interventions in the housing market—whether federal, state, or local—have often backfired, as they have driven up costs.

California’s experience is the poster child for this failure. Between 2017 and 2022, California passed nearly 100 new housing laws , yet California homebuilding remains severely depressed . Moreover, the cost of building “affordable” housing in California, which includes substantial government involvement, can surpass $1 million per apartment unit .

Expanding housing affordability, particularly for low-income households, requires reducing construction costs. There is a simple and virtually costless way of doing this by removing one regulation that significantly limits the use of manufactured housing, and manufactured housing is realistically the only way for low-income households to afford to purchase a home. But the Harris plan focuses on subsidizing demand, not improving the efficiency of supply. Hers is a potentially very expensive program that moves us away from legitimately increasing affordability.

CHICAGO — Vice President Kamala Harris is calling for raising the corporate tax rate to 28%, her first major proposal to raise revenues and finance expensive plans she wants to pursue as president.

Harris campaign spokesman James Singer told NBC News that she would push for a 28% corporate tax rate, calling it “a fiscally responsible way to put money back in the pockets of working people and ensure billionaires and big corporations pay their fair share.”

“As President, Kamala Harris will focus on creating an opportunity economy for the middle class that advances their economic security, stability, and dignity,” Singer wrote in an email.

If enacted, the policy would raise hundreds of billions of dollars, as the nonpartisan Congressional Budget Office has projected that 1 percentage point increases in the corporate rate corresponds to about $100 billion over a decade. It would also roll back a big part of former President Donald Trump’s signature legislation in 2017 as president, which slashed the corporate tax rate from 35% to 21%.

Trump, meanwhile, recently said he would cut taxes even further if elected president, including on businesses .

The move comes as Harris slowly adds details to her governing vision on the week of the Democratic convention , including conveying to critics how she would seek to pay for costly ideas, such as expanding the child tax credit and easing the cost of housing and medical debt. She has not provided a cost estimate of her proposals so far or matched them with pay-fors.

A 28% corporate tax rate is lower than what Harris proposed in her failed 2020 presidential campaign, when she called for fully repealing Trump’s tax cuts, which would have returned the corporate rate to 35%. The new stance aligns Harris with President Joe Biden’s most recent budget proposal.

Republicans are sure to object to a 28% corporate tax rate, meaning Harris may need Democrats to control the House and Senate in order to get it through Congress. But a potential President Harris would have some leverage over the GOP for negotiations on tax policy, as many other portions of the Trump tax cuts expire at the end of 2025, which will lead to a major debate in Congress next year about which parts to extend.

At a recent press conference, Trump predicted that Democrats will be “under tremendous pressure” to renew his expiring tax cuts next year, and “if the Democrats don’t renew them or make it impossible to renew,” it would “destroy the economy.”

Singer, meanwhile, tied Trump to an “extreme Project 2025 agenda” that he said would “drive up the deficit” and “increase taxes on the middle class,” citing estimated impacts of Trump’s proposal to impose tariffs up to 20%.

Vice President Harris' economic agenda includes a recently announced push to enact controls for alleged "price gouging" by food and grocery companies and prevent them from reaping "excessive profits." But the plan lacks details about how those terms would be defined and enforced.

Harris' campaign released a document Friday saying that if she's elected, her administration would work with Congress to "advance the first-ever federal ban on price gouging on food and groceries; set clear rules of the road to make clear that big corporations can't unfairly exploit consumers to run up excessive profits on food and groceries ."

A Harris-Walz administration would also look to secure "new authority for the FTC and state attorneys general to investigate and impose strict new penalties on companies that break the rules," according to the document.

However, the Harris campaign's plan doesn't include a definition of how "price gouging" would be defined or what would constitute "excessive profits" in the eyes of regulators. Nor does it describe how companies accused of wrongdoing could remediate the issue. FOX Business reached out to the Harris campaign for more details about how her proposal would be enacted and did not receive a response prior to deadline.

The Harris campaign's proposal has drawn criticism from economists and business experts who say the restrictions on price increases would be counterproductive.

Patrick Gourley, an associate professor of economics at the University of New Haven, told FOX Business he's "pretty perplexed" by the proposal and the lack of clarity about how it would determine illegal conduct.

"It's really important to know what would constitute price gouging. There isn't an official definition," Gourley said. "If you want to say if the economy is in a recession you can't price gouge, well we have a group that declares recessions, so we would know what that meant. We're just saying, 'Oh, companies aren't allowed to price gouge.' What is price gouging? Who gets to make that call. Who gets to make that decision? That's really concerning."

"In general, the government really shouldn't be in the business of restricting prices. Prices move for a reason," he explained. "There could very well be very limited situations where you want to limit price gouging, when you think about how some gas stations doubled or tripled their prices for gas after Sept. 11 just to try and make money off people."

Gourley said in those circumstances there could be an argument that it's "just really bad behavior and something the government should step in and stop. But that's the exception to prove the rule. In general, if prices are going up, that means people want that good or service, and, so, you should let prices go up.

"Overall, from an economic standpoint, I think any sort of broad price gouging law would be very bad policy," Gourley said. He also noted that it would discourage investment and the emergence of competition in a sector like the food and grocery industry.

"One of the perverse long-term effects of price controls and anything that's eliminating price increases is that it will restrict future investment ," he explained. "If prices are really high for a good over a long term, you expect new producers to enter the market. But if those existing companies aren't allowed to raise their prices, and, so, you just wind up with shortages, there's no incentive to move into the market and provide competition because the profits won't be that high."

Ken Mahoney, president and CEO of Mahoney Asset Management, told FOX Business price controls don't work and would "have an impact almost like COVID with people stocking up on things and actually making it worse."

Mahoney noted that grocery stores have relatively tight profit margins compared to companies in other sectors of the economy and that a price control plan could squeeze those further to the point businesses can't operate.

"I look at some of these companies. Like, Albertsons and Kroger are trying to get together to do a grocery store merger. … Their margins are like 1.5%," he noted. "These margins are really low to begin with. Should it be zero and then just have the government take these grocery stores over? I'm not sure where they're heading."

Mahoney added that grocery stores could be forced to consider layoffs if they're restricted from raising prices when they need to preserve "some type of margin for shareholders."

The executive summary should mimic the sections found in the business plan . It is just a more concise way of stating what’s in the plan so that a reader can get a broad overview of what to expect.

State the company’s mission statement and provide a few sentences on what the company’s purpose is.

Company History and Management

This section describes the basics of where the company is located, how long it has been in operation, who is running it and what their level of experience is. Remember that this is a summary and that you’ll expand on management experience within the business plan itself. But the reader should know the basics of the company structure and who is running the company from this section.

Products or Services

This section tells the reader what the product or service of the company is. Every company does something. This is where you outline exactly what you do and how you solve a problem for the consumer.

This is an important section that summarizes how large the market is for the product or service. In the business plan, you’ll do a complete market analysis. Here, you will write the key takeaways that show that you have the potential to grow the business because there are consumers in the market for it.

Competitive Advantages

This is where you will summarize what makes you better than the competitors. Identify key strengths that will be reasons why consumers will choose you over another company.

Financial Projections

This is where you estimate the sales projections for the first years in business. At a minimum, you should have at least one year’s projections, but it may be better to have three to five years if you can project that far ahead.

Startup Financing Requirements

This states what it will cost to get the company launched and running. You may tackle this as a first-year requirement or if you have made further projections, look at two to three years of cost needs.

The executive summary is found at the start of the business plan, even though it is a summary of the plan. However, you should write the executive summary last. Writing the summary once you have done the work and written the business plan will be easier. After all, it is a summary of what is in the plan. Keep the executive summary limited to two pages so that it doesn’t take someone a long time to peruse what the summary says.
